'MAR 3 12005 4/6/95 3ELFAIR OFFICE EXISTING CONDITIONS: A topography map of the existing site has been included in the submittals. The site has an average grade of 10%. The soil is of the Everett Gravelly Loam series and is fairly previous in an undisturbed condition. Unfortunately, the site has been disturbed by grading and excavating which has tended to mix fines in with the existing soils and reduce its porosity. A CN number of 82 was chosen for the site based on the existing condition of the site. PROJECT PHASING: The rroject will be built in two phases. Phase One will include the construction of Building No. One locatea at the top of the site. This structure will be used for a real estate office for,,, Earl Lincoln Real Estate and possibly one other general office tenant. Building One will have 2304 square feet of gross leasable floor area and occupy a foot print of 1153 square feet and a roof area of 1400 square feet. Building Two is located on the lower end of the site and will be used for general office. It will have a gross leasable area of 5466 square feet with a foot print of 2733 square feet and a roof area of 3200 square feet. It is proposed to construct the drainage system in two phases. A 20 foot wide by 30 foot long by 3 feet deep earth detention and sedimentation pond will be built to accommodate the runoff form Building One parking lots. (The upper two parking lots will be built for Build- ing One.) The side slopes of this pond will be 3:1 and it will be fenced for safety purposes. When Building Two is constructed the drainage system will be expanded by abandoning the temporary pond and installing 120 feet of 48 inch diameter CMP and a 185 feet of 4 foot wide (bottom width) grass lined swale to detain and treat the drainage for the entire site. The grass lined swale will have 2 - 2 inch outlet pipes and an overflow weir. At 6 month storm flows the swale will serve to filter the runoff which will flow through the swale at a maximum depth of 6 inches. At higher flows the swale will serve as a detention pond and a bio filter. DESIGN PARAMETERS: Design Storms: 6 Month (Water Quality) Storm: 2.4 inches of rainfall in 24 hours. 2 Year Storm: 3.75 inches of rainfall in 24 hours. 10 Year Storm: 5 inches of rainfall in 24 hours. 100 Year Storm: 7 inches of rainfall in 24 hours. Soil Types on Site: Disturbed Class B soils which were assigned a uniform CN number of 82 due to the slopes and fines mixed in with soils. 2 Down Stream Conditions: The water leaves this site and flows to a 24 inch cross culvert located at the West property line, thence across highway 3, thence down a small stream to a catch basin and 12 inch culvert, thence under the Belfair Cafe's parking lot to a 36 inch culvert, thence into a stream, thence into Hood Canal. There has been a history of flooding of the downstream properties in the past. Recently, some improvements were made to improve the entrance capacity of the 12 inch culvert under the Belfair Cafe's parking lot. It appears that the system is still not of sufficient capacity to handle the existing flows. In response to the substandard existing conditions and current Mason County regulations, we have designed a storm water collection and treatment system that releases storm water at flow rates slower then the existing flow rates for a 24 hours design storm. HYDRAULIC COMPUTATIONS: The Water Works Computer Software, Version 4.06 was used to analysis the existing and purposed drainage conditions.The nomenclature for the various components of the system in the computer model is as follows: EXIST = The existing watershed - defined as the boundaries of the property. The existing watershed does pretty much follow the property boundaries except for the Southeast corner where there is a drainage that comes down the hill from adjoining property. A catch basin will be installed to collect the off site drainage and carry it down to the roadway ditch before it mixes with the storm runoff from the site. PHASEI= The watershed for the phase one development consisting of Building No. One, the entrance roadway and the upper two parking lots. PHASE2= The watershed for the total developed property. ROOF1= The watershed for the Building One roof drainage. ROOF2= The watershed for the Building Two roof drainage. PIPE1= The 120 feet of 48 inch CMP detention culvert. SWALE= The 185 foot long 4 foot wide, 1.5 feet deep combination grass swale and deten- tion pond with 2:1 side slopes. POND1= The temporary detention pond for the phase 1 drainage. OR1= the multiple orifice discharge structure for PIPE1, consisting of a 4 inch orifice at elevation 94.5, a 4 inch orifice at elevation. 97.5 and a 6 inch orifice at elevation 99.5. COMB1 = A discharge structure for the swale consisting of W1 - a overflow weir set at elevation 93.75 and SWALE - 2, 2 inch, outlet controlled culverts set at elevation 92.5. WATER QUALITY The roof drainage and the subterranean drainage on the site will be separated from the parking lot runoff. A separate piping system will pick up the foundation drains, seepage, roof runoff, and off site runoff and pipe it directly to the roadway ditch.The parking lot storm water detention system has been oversized so that the total site runoff will meet the current Department of Ecology flow criteria.The drainage swale will filter the 6 month storm prior to discharge. Some of the water will infiltrate into the ground during its flow through the swale.The exfiltration rate in the swale was not included in the modeling calcu- lations but it was used to fine tune the 2 year storm flows so that the system would meet the WSDOE criteria of 1/2 of the existing 2 year flow.
