The area where the existing residence and septic system are located is about 110 ft. wide by 190 ft. deep and near to the road. This area of development is more than 100 feet from the start of slopes to the west. A proposal within this existing developed area would not needed a geologic special study, since the site is adequate for future development without causing changes to stability conditions on the property. There are no slumping, erosion, or saturation conditions caused by the existing improvements on the property. SPI Letter-Field Review 04/26/2012 DONE AHB AHB Pre-inspection for Bobby&Sheril Walters on Sept.8,2011: The property[12320-10-03190(4.00)]is located along the west side of NE Hill Rd.and within the Belfair Urban Growth Area.There is a definite slope of to 35 percent towards the west and a large wetland area (400 ft.east to west across)in the west half.The applicant is seeking whether geologic studies,other studies,and other setbacks are needed for proposed development on the property.These findings state regulations in effect at the time of inspection,unless noted otherwise. Development Regulations standards: _Y_The site is in Belfair Urban Growth Area Residential 4 zone.Standard building setbacks are 15-foot front yard setback,and 5 to 10-foot side property line and rear yard setbacks.These setbacks are measured from structures above grade such as roof overhangs,stairs,balconies,decks,heat pumps, storage buildings,and fuel tanks. _Y_An administrative variance may be requested to reduce these setback distances from property lines, to as low as 5 feet(side yard)or 10 feet(front yard),if the size,shape,or features of the property constrain development from the proper setbacks.This process requires application and review at the time of the building permit submittal. hftp://www.co.mason.wa.us/permits/main.php?caseno=SP12011-00039&case_type=SPI 8/27/2012 Information for permit: SP12011-00039 Page 2 of 3 The applicant may build or replace the existing residence on the property and propose additional outbuildings as long as proper setbacks are proposed in regard to critical areas on the property. Resource Ordinance Standards: _Y_Slope or Landslide hazards:Slopes over 15 percent adjacent to or within 300 feet of a proposed project were observed.The applicant shall have a qualified geologist or engineering geologist visit the subject parcel and prepare a site analysis to determine whether a geologic special report is needed during development review. _Y_Slope or Landslide hazards:If the geologist confirms the need for a special report when slopes are between 15 and 40 percent,a Geologic Assessment would be needed to address slope stability,site conditions,and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E.4. as required by the Mason County Resource Ordinance.The report must include all Resource Ordinance requirements and a submittal checklist noting where these requirements are found in the study document. _Y_Slope or Landslide hazards:The prepared special report shall be specific to proposed site development on the subject parcel by addressing clearing,grading,driveway and building location, retaining walls,and storrnwater control.This special report would be submitted and evaluated at the time of building permit submittal.The study shall address the presence of the septic system on site stability conditions. _Y_Wetland critical area:Planning staff confirmed that certain wetlands,soil conditions,and associated connecting drainages,are located on the subject parcel.These critical areas are regulated under Mason County's Wetlands Chapter 17.01.070 of the Mason County Resource Ordinance.These wetland conditions extend through much of the property except in the east area.The wetlands are likely Category III or II wetlands with moderate plant diversity and subsurface flow into and out of the subject parcel.As part of the proposal review within 200 feet of the wetland boundaries,you need to have a qualified biologist(a list is on the website)prepare a wetland report that delineates the wetland edge, characterizes the wetland category,and determines the proper vegetation buffer using the information from this Wetlands chapter.Development near the wetlands shall have the determined vegetative buffer, and buildings must be set back an additional 15 feet from the outer edge of that buffer. _Y_The wetland and the vegetation buffer are currently intact with some trails existing through them. For view improvement,some tree limbs in the buffer may be trimmed on a limited basis in accordance with the Wetland chapter standards. Y The wetland study must be completed PRIOR to any septic evaluation and added clearing is done. NO CLEARING should take place within the 100 feet closest to the wetland,unless other recommended actions are made in the wetland study.When planning the location of proposed improvements or removing further vegetation for development,consider proper buffer and setbacks from the wetland edge in that site plan. _N_Shoreline setbacks:The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance.The proposed development is greater than 300 feet from the shoreline management area covered by either critical area standards. _N_Stream setbacks:None of these critical areas were observed during the inspection;the development setbacks from these features would not apply to a proposed improvement to the subject parcel. You would need to confirm with the Health Department what their septic system standards are to make sure about the adequacy of supplying a septic system and drainfield area(s). General process:Future site development must include a site plan,showing all setbacks from property lines,slopes,and existing and proposed improvements;this site plan will be needed for building permit application submittal and permit review. We actually did decide to buy the property and want to build a house on it this year. (The bog is a plus for us.) I think you had mentioned that you would send us a written report, but we haven't received it. (I know I should have contacted you sooner.) You also instructed me to contact the health department about whether we could use the existing septic, and I didn't do that yet either- do I need your report when I contact them? Please let me know if I am remembering incorrectly, and there isn't a written report issued for a site inspection.
