BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES
Week of November 26,2012
According to staff notes,the following items were discussed.
Monday, November 26,2012
9:00 A.M. 2013 Budget Rescheduled to November 27 at 3 p.m.
9:15 A.M. Central Operations-Diane Zoren
Commissioners Sheldon and Bloomfield were in attendance. Commissioner Ring
Erickson was absent.
The following items were reviewed:
• Farewell reception for Crum. Bloomfield,Monday,November 26,3 p.m. in Chambers,
• Oath of office for Cmmr.-Elect Jeffreys on Tuesday,November 27 at 5:30 p.m. in
Chambers
• December schedule-no briefings will be scheduled on December 24 and 31. The Board
is okay with a 3 p.m. closure on those dates.The final 2012 Commission meeting will be
on December 18.
• Appointments to the Fairgrounds Financial Study Advisory Committee will be on the
November 27 agenda.
9:30 A.M. Public Defense Administrator-Susan Sergojan
Commissioners Sheldon and Bloomfield were in attendance. Commissioner Ring
Erickson was absent.
The following items were reviewed:
• Annual indigent defense contracts were reviewed.The Board agreed that these can be
placed on the December 4 agenda.
9:45 A.M. Closed Session-RCW 42.30.140(4)Labor Discussion
Commissioners Sheldon and Bloomfield met with Pat LeMay,Tim Whitehead and Mike
Dunn from 9:30 a.m.to 10:00 a.m. in a Closed Session for a labor discussion.
10:1 5 A.M. Public Works- Brian Matthews&Melissa McFadden
Commissioners Sheldon and Bloomfield were in attendance. Commissioner Ring
Erickson was absent.
The following items were reviewed:
• Authorization for Public Works to advertise,interview, and appoint a preferred candidate
to fill the Deputy Director/Equipment Rental and Revolving Manager position.
• Resolution establishing a new procedure relating to purchasing and establishes a vendor
list process for purchasing of supplies,materials,and equipment.
Utilities&Waste Management -Brian Matthews&Tom Moore
• Hearing to create statutory authority for Mason County Utilities to implement the Cross
Connection Control Plan for the Rustlewood Water System.
10:30 A.M. Facilities, Parks&Trails—John Keates
Commissioners Sheldon and Bloomfield were in attendance. Commissioner Ring
Erickson was absent.
The following items were reviewed:
• Provided the Commissioners with a draft copy of the Mason County Parks Plan. John
indicated that he'd like to forward the plan to the County Commission for adoption in
mid December 2012.The original park plan was completed and adopted in 2006, In order
to retain grant eligibility,the plan must be updated every six years. If adopted in

December of 2012,the park plan would be good through 2018 and the County would be
eligible for a variety of state grants.
• Presented three BEET request forms to the Commissioners for signature.The forms are
for three projects in 2013. 1)REET I: Development of one courtroom in the basement.2)
REST 11: MCRA infield renovations—fields#6 and#7. 3)REET I: Sandhill Park field
renovation, fields#1 and#2.
• Asked about interest in doing a park grand opening for Oakland Bay Park in December.
• Requested authority to submit a capital request through the state legislature for an
evidence compound for the Sheriff. Commission provided direction to proceed.
• Informed the Commissioners that in response to the RFQ for energy service contractors
the County received five submittals. Of the five,the staff is recommending working with
Johnson Controls.Keates asked for permission to investigate an Interagency Agreement
with the state and approval to discuss the possible project with Johnson Controls.
Commission provided direction to move forward.

3:00 P.M. 2013 Budget Review
Commissioners Sheldon and Bloomfield were in attendance. Cmmr. Ring Erickson was
absent.
• Theresia Ehrich was unavailable due to illness so Diane Zoren presented an estimate of
where the 2013 budget currently is with the adjustments that have been made eliminating
ER&R charges for telephones, vehicles and computers and the amounts budgeted for
gavel. The expenditure budget remains just over$25 million with revenues just over$24
million leaving the budget a little over$1 million out of balance.
Mary Jean Hrbacek asked about the reductions in the Sheriffs budget to the jail nursing
contract and the MACECOM contract. Cmmr. Bloomfield noted that Frank Pinter agreed
to those reductions.
Commissioners Sheldon and Bloomfield agreed to balance the 2013 budget from the
ending fund balance.
Diane reminded everyone the 2013 budget hearing is on Monday,December 3rd at 9 a.m.
