BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES
Week of November 5,2012
According to staff notes,the following items were discussed.
Monday, November 5,2012
9:00 A.M Central Operations-Diane Zoren
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• MUNIS(financial system)training on November 8 &9 and November 13 & 14.
• 2013 Budget Workshop on Tuesday,November 13, 10:30 a.m. The Commissioners
asked that a memo be drafted to all departments requesting detailed information on any
increases to the 2013 budget requests that exceed the budget guidelines.
• Veterans'service office in north end of county. The Board authorized placing on the
agenda a contract with the North Mason Resource Center for veterans office space at
$400 monthly rent&$200 monthly for utilities to be paid from the Veterans'Assistance
Fund starting in 2013.
• Appointment requests to the Pacific Mountain Workforce Development Council-James
Thomas &Tanya Dierick and reappointment of Amy Hatfield. Ok to place on the
agenda.
• .09 Funding Request from EDC($68,000 for 2013 &2014)was circulated and no
comments received. Ok to place on agenda.
• 09 Funding Request from Belfair Sewer-additional$104,000 for 2012 and an additional
$150,000 in 2013 and 2014. This was circulated and no comments received. The Board
discussed the request and authorized placing the funding request for only 2012 on the
agenda.
• Discussion of the Legal#2 Fund(murder fund). There is a resolution placing the
minimum balance at$50,000. Currently there is$65,000 in cash in the fund and
spending authority for$47,000. Diane asked if the Board would like to schedule a
budget transfer or can we spend down the cash to$50,000. The Board was comfortable
with spending the cash to$50,000 and Diane will check with Tim Whitehead.
9:30 A.M. Human Resources—Patrick LeMay/Bonnie Cap
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Mr. Lemay presented the update on PERC ruling mediation sessions. He has been
attempting to negotiate something less than the PERC decision. The Teamsters asked for
the County's total cost through end of year for the PERC ruling. The next mediation
session will be November 9"'. The PERC compliance officer wants settlement worked
out within next two weeks.

10:15 A.M. Facilities,Parks&Trails—John Keates
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• The update to the parks plan is just about complete.
• Requested permission to do a RFP for Custodial Services for 2013. Commission granted
approval with direction the union would be advised as well. Keates explained that he was
not leaning towards privatizing the custodial work,but just wanted to look in this area to
see if there are cost savings and/or efficiencies.
• John introduced Jim Hayes who did a quick overview of the State Department of Energy
Services and the program they administer where County's can partner with Energy
Services Companies to perform energy audits. The program allows building owners to

upgrade building systems using the energy improvements and savings to finance the
improvements.Keates asked for approval to enter into a Inter-agency Agreement to start
work in Mason County and the Commission granted approval.
• The next phase of the Courthouse Project is set to begin funded in part fi•om a$150,000
grant fiom the state.Project will be finishing one courtroom in the basement.
• John and Chief Byrd from the Sheriffs Office looked at a possible evidence facility.
10:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Requests for Rezone: Approval to place on Board's November 20`h Action Agenda the
scheduling of two public hearings on December 11,2012 to consider rezones. The first
hearing will present a request from M/M Lucas, Kessler,and Allyn View LLC to rezone
1.45 acres fi•om Village Commercial to medium density residential(R-2). The second
hearing will consider a request by Timber Services,Inc. to redesignate 22.82 acres from
Long Term Commercial Forest to Rural Residential 5. Commissioners had no specific
comments or concerns.
• Approval to place on Board's November 13`r'Agenda a news release regarding the 2012-
2013 Mason County Heritage Grant Cycle. Commissioners had no specific comments or
concerns.
• Medical Cannibas: Review materials for November 6,2012 public hearing requesting an
extension on the County's current Moratorium on collective gardens. In light of
proposed state legislation, Staff would request an extension to await voting results prior
to continuing with any new county codes. Conunissioners had no specific comments or
concerns.
• 2012 Capital Facilities Update: Approval to place on Board's November 201h Action
Agenda the scheduling a public hearing for December 11,2012 to consider updates to the
Capital Facilities chapter of the Comprehensive Plan. Draft of update to be provided to
Board two weeks prior to hearing. Commissioners had no specific continents or
concerns.
• Hanks Lake Kennedy Creek Comprehensive Plan Amendment: Approval to place on
Board's November 20"'Action Agenda the scheduling of a public hearing on December
11,2012 to consider a request by Green Diamond Resource Company for a rezone and
comp plan amendment. The requested action would rezone 187 acres along Kennedy
Creels fiom Rural Residential 20 to Long Term Commercial Forest;and re-designate 187
acres along Hanks Lake from Long Term Commercial Forest to Rural Residential 5. The
Commissioners had no specific questions or concerns.
• Lake Nahwatzel/Kennedy Creek Comprehensive Plan Amendment: Approval to place
on Board's November 200'Action Agenda the scheduling of a public hearing on
December 11,2012 to consider a request by Green Diamond Resource Company for a
rezone and comp plan amendment. The requested action would rezone 248.7 acres along
Kennedy Creek from Rural Residential 20 to Long Term Commercial Forest;and re-
designate 248.7 acres along Lake Nahwatzel from Long Term Commercial Forest to
Rural Residential 5. The Commissioners had no specific questions or•concerns.
11:15 A.M. Public Works-Brian Matthews&Melissa McFadden
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• News release for the 2013 Transportation Improvement Program Citizens Advisory
Program.
• Execution of the Mason County Comprehensive Emergency Management Plan.
• Request the Board adopt a resolution accepting completion of the Belfair Sewer Get
Connected Phase 1 Pressure Sewer Extension project and authorizing staff to complete
the project closeout process with the appropriate state agencies and to release the
retainage to the Contractor when closeout with the state is completed.

• Request the Board authorize Utilities&Waste Management to allow employee
Marty Grabil to sign monthly report documents for the Rustlewood Wastewater Plant
and employee Charri Garber for the North Bay Treatment Plant.
• Set a hearing date for December 4, 2012 to amend the Mason County Cross Connection
Ordinance.
• Request authorization to renew the interlocal Household Hazardous Waste agreement
with Kitsap County allowing Mason County to dispose of paint or pesticides at the Kitsap
County HHW Facility. (Mason County is charged$60.00 per person for disposal).
• Set a public hearing for the 2013 Annual Road Construction Program.
• Set a public hearing for the 6-year Transportation Improvement Program(2013-2018).
1 1:45 A.M. Executive Session- RCW 42.30.110 (1)(i)-Potential Litigation
Commissioners Ring Erickson, Sheldon and Bloomfield met with Tim Whitehead,Brian
Matthews and Tom Moore in Executive Session from 11:00 a.m,to 11:25 a.m. No action
was taken.
