According to staff notes,the following items were discussed.
Monday, October 8,2012
9:00 A.M. Auditor's Office—Theresia Ehrich
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• September financial statements were reviewed. Theresia estimates the ending fund
balance at$6.9 million. She noted that through September 2012,the expenditures are
$1,000,000 more than two years ago. Revenues remain flat.
9:15 A.M. Central Operations- Diane Zoren
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• 2013 Budget Workshops are scheduled on Monday, October 15 and 22, 1:30 pm to 3:30
pm
• Housing Authority reappointments for Karen Monroe and Gayle Weston will be placed
on the agenda.
• A North Mason meeting on October 30(5th Tuesday)will be scheduled.
• .09 funding application from Utilities for Belfair Sewer will be circulated for comment.
• Draft 2&3 resolutions for Commissioners&Elected Official's 2013 salaries were
reviewed. Draft 2 -added 3%cap and changed Cormnissioner District 1 &2 salaries to
2008 level. Draft 3 -no cap, Elected Officials&Commissioner Districts 1 &2 are at
2012 salary level.
Any change to Commissioners'salaries needs to be adopted before November 6 election.
Cmnu. Sheldon stated he is not in favor of decreasing Commissioners'salaries. He
favors tying the Commissioner salaries to the State Elected Official Salary Commission.
Cmmr. Ring Erickson stated she wants to be certain elected officials are compensated
fairly.
'":.r�r Moved to 9:30 a.m. Closed Session-RCW 42.30.140(4)Labor Discussion
Commissioners Ring Erickson, Sheldon and Bloomfield met in Closed Session with
Patrick LeMay, Human Resources, from 9:35 a.m.to 9:56 a.m.for a labor discussion.
9:115 A.M.10:00 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter
Commissioners Sheldon and Bloomfield were in attendance. Cmmr.Ring Erickson left
the briefings at 10:00 a.m.
The following items were reviewed:
• Special Operations Group (SOG)and Investigation of Burglary Crime.
• Discussion of program costs since 2007. This includes a breakdown on grants,in-kind
donations and contracts with outside entities.
• Discussion of 2-4-1 Burglary Suppression Unit formation. The proposal is to expand
existing contracts with outside entities to create the program.
10:10 A.M. Public Works-Brian Matthews&Melissa McFadden
Commissioners Sheldon and Bloomfield were in attendance. Cmmr. Ring Erickson was
absent.
The following items were reviewed:
• CRP 1379, Grapeview Loop Road Project Change Order#4($277,604.28).
Utilities&Waste Management -Brian Matthews&Tom Moore
• Discussed a request fi-om Jim Harmon who owns Ashford House in Belfair to be included
in the county hook-up program,which Tom will check on.

10:30 A.M Public Health & Human Services—Lydia-Buel Patti Sells
Commissioners Sheldon and Bloomfield were in attendance. Cmmr. Ring Erickson was
absent.
The following items were reviewed:
• Two contracts for homeless funds- St. David's and North Mason Resource Center.
9 30 A.M.Rescheduled from 9:30 a.m.to 1 1:30 a.m. Facilities, Parks&Trails—Jolm Keates
Commissioners Sheldon and Bloomfield were in attendance. Cmmr.Ring Erickson was
absent.
The following items were reviewed:
• Introduced a program concept from the Washington State Department of Enterprise
Services—Energy Program titled the Energy Saving Performance Contracting.John
asked the Commissioners if they'd like to participate in the program.A state contractor is
contracted to the County to perform an energy audit. Once the energy audit is known,
possible improvements are proposed that would save the County in energy costs and part
of the improvements are paid from the energy savings.The contractor can also help the
County obtain energy efficiency grants from the state.John was interested in moving
forward with an energy audit but the Commission was hesitant due to lack of a formal
bidding process.
• Mentioned that the Auditor had a grant award to implement voter improvements to
building#1.
• Told the Commission that if the County wanted to use REET funds in the future for
Maintenance and Operations that the County would likely have to update our Ordinance.
Commission requested that the work be done.
• Told the Commissioners that the skatepark and restroom at Union Park were vandalized
over the weekend.
