HomeMy WebLinkAbout2012/10/01 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Week of October 1,2012 According to staff notes,the following items were discussed. Monday, October 1, 2012 9:00 A.M. Central Operations-Diane Zoren Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Diane& Dawn will be attending MUNiS (new financial system)training on Tuesday& Wednesday • Mason County Clerk appointment process. The Board requested this be an Item 10 item on the October 16 agenda. • .09 funding application fi•om Utilities for Belfair Sewer. The Board would like to hold this for now. There will be a discussion on the Belfair Sewer during the Utilities briefing time. • Draft resolution for Commissioners&Elected Official's 2013 salaries. Any change to Conunissioners'salaries needs to be adopted before November 6 election. There was discussion of the proposed resolution that would reduce the Commissioners'salaries to the 2008 level for Districts 1 and 2. District 3 salary cannot be changed until the new term,2015. Cmmr. Sheldon pointed out that candidates filed for office based on the salary at the time of filing. This resolution would create an inequity for Commissioners'salaries. Cmmr.Ring Erickson is not in favor of tying the salaries to the Superior Court Judges salaries. She does favor reducing the salaries and stopping the automatic 3%increase to Commissioners'salaries. She would like the Commissioners'salaries tied to the non-represented employees. 9:15 A.M. Department of Community Development—Barbara Adkins Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Belfair UGA Advisory Committee Member Appointment: Applications received for committee appointment provided to the Commissioners. After brief discussion, Commissioners decided to provide their choices for appointment at a later time. • Advisory Committee By-Laws: Staff queried Commissioners on the need for a new policy addressing how a quorum is defined and recognized by the County. Commissioners would be interested in reviewing such proposed language during a future briefing. • Fairgrounds—Port of Shelton: In response to Armette McGee,provided Commissioners with an Issue Paper regarding the land use history of the fairgrounds at the Port of Shelton,and observed that the Port was within its legal authority to change the fairgrounds to aviation reserve in their 1997 Master Plan, Port Commissioner Jay Hupp was in attendance and suggested that additional information was available and needed in order to a proper recommendation to be made. Additional research will be conducted and a legal opinion will be requested. 9:30 A.M. Executive Session - RCW 42.30.110(1)(i)Potential Litigation Commissioners Ring Erickson, Sheldon and Bloomfield. met with Mike Dorcy,Tim Whitehead, Sheriff Salisbury,Undersheriff Barrett,Tom Haugen and Dawn Twiddy from 9:45 a.m,to 10:00 a.m. on potential litigation. No action was taken. 10:00 A.M. BREAK 10:15 A.M. Public Works-Dave Loser Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Authorization to call for bids for a replacement pneumatic rubber tire roller. Utilities&Waste Management -Tom Moore/John Cunningham Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. b Board of Mason County Commissioners' Briefing Meeting Minutes October 1,2012 • Utilities staff provided a Belfair Sewer project update that addressed additional financial assistance applications,existing Phase 2 finance assistance offer from Department of Ecology, Phase 1 project status of Phase 1 longer term financial analysis. The Ecology grant cycle is open and closes the 1st Friday of November and the funding agreement would be due to Ecology by end of January 2013. John Gunter, citizen,provided a recommendation fi•om the Belfair UGA Advisory Committee that asks the Board to reject the offer of the Phase 2 loan/grant from Ecology. 10:30 A.M. Public Works-Stormwater Task Force- Loretta Swanson Commissioners Ring Erickson, Sheldon and Bloomfield met with Loretta Swanson for a follow-up Stormwater briefing. 1 1:15 A.M. Closed Session-RCW 42.30.140(4)Labor Discussion Commissioners Ring Erickson, Sheldon and Bloomfield met in Closed Session with Patrick LeMay from 1 1:35 a.m. to 11:53 a.m. Cmmr. Sheldon left the meeting at 11:45 p.m. 11.30 A.M. Faoilities,PaF s&Trails T—�ohn K canceled 1 1:45 A.M. Executive Session-RCW 42.30.110(1)(g)-Personnel Executive Session-RCW 42.30.110(1)(b)-Real Estate Commissioners Ring Erickson and Bloomfield met in Executive Session with John Keates on a personnel matter and then went into an Executive Session on a real estate matter from 11:55 a.m. to 12:03 p.m. No action was taken.
