BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES
Week of September 17,2012
According to staff notes,the following items were discussed.
Monday, September 17,2012
9:00 A.M. Auditor's Office—Theresia Elu•ich
Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner
Sheldon was absent.
The following items were reviewed:
• Theresia provided financial statements including the five-year financial recap,cufent
status of the .09 fimd, REET 1 and 2 funds, and September cash flow statement.
9:15 A,M. Facilities, Parks&Trails—John Keates
Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner
Sheldon was absent.
The following items were reviewed:
• John reviewed the recently completed facilities plan and told the Commissioners he
would like to start working on a"Building Replacement Fund."Requested direction to
begin working on a formula from which a building renovation fund could be used fi•om.
Commissioners agreed.
• Informed Commission that Building#2 is now vacant. Staff indicated a local non-profit
supporting Mason County youth would be leasing space in the building. John further
informed the Commission that the Thurston County Victims Assistance Program is also
looking for space and had contacted him about possibly using Building#2.
• Briefed the Commission on the results of the recent RCO grant process.Mason County
has potential to receive two grants—one for MCRA and one for Sandhill Park.
• Showed the Commissioners a survey and pictures of an encroachment on County Land
on Totten Inlet. The land owner has asked if the County would surplus the County Land
because he is interested in purchasing the property. Commissioners are interested in a
surplus of the property and selling the property and it would be a competitive bid process.
• Informed the Commission that the park plan update is almost done.
• Shared pictures and work completed by our summer work crew.
• Went into executive session at 9:25 a.m.to discuss real estate,pursuant to RCW
42.30.110(1)(b).The session concluded at 9:30 a.m.No decisions were made.
9:30 A.M. Human Resources—Patrick LeMay/Bonnie Cap
Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner
Sheldon was absent.
The following items were reviewed:
• Human Resources candidate-the Commissioners preferred that Cmmr. Sheldon(who
was absent)review the proposed travel reimbursement for the HR Director candidate. It
is hoped that the Board will decide this in the next day or so and proceed with a selection
process for the vacancy.
• PERC mediation session with PERC on September 12th was reviewed. No progress was
made on the ULP filed by the County regarding the Probation Teamsters bargaining
unit's refusal to vote the tentative successor contract or on the contract settlement itself.
• A proposal to add VALIC as a new 457b deferred comp provider was reviewed,and the
Board agreed to place the agreement on the action agenda.

Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner
Sheldon was absent.
The following items were reviewed:
• Change order for the Grapeview contractor. Agenda Action item to be included on the
October 2,2012 meeting.
• Talked about Cloquallum Road and interfacing with the City of Shelton. Cannot use
County road dollars on a City project although we can pay our fair share of stormwater
treatment for water that runs down the County road into the City.
• Cmmr. Ring Erickson will not be attending the PRTPO this Friday.

Commissioners Ring Erickson and Bloomfield were in attendance. Commissioner
Sheldon was absent.
The following item was reviewed:
In Lieu Fee Program: Briefing on the appropriateness and the acceptability of using the
HCCC In-lieu Fee Program on the Washington State Department of Transportation
(WSDOT)Belfair Highway 3 widening project in the mitigation of three wetlands.The
HCCC has been working on an In-lieu fee Program to provide a viable option to ensure
the availability of high-quality mitigation for unavoidable,site-specific impacts to
freshwater wetlands,streams, lakes,buffers,and marine/nearshore aquatic resources in
the Hood Canal watershed to ensure,at a minimum,no net loss of aquatic functions and
values in Hood Canal. Washington State Department of Transportation approached the
Hood Canal Coordinating Council regarding the possible usage of the In-lieu fee Program
in mitigating three wetlands in Mason County in the Belfair UGA during the widening of
Highway 3 Project.
Mr. Brocksmith described briefly the WSDOT project and the appropriateness and the
acceptability of the In-lieu fee program as part of the mitigation project for three of the
nine wetlands associated with the project. Both Commissioners expressed concern that
the project should have been vetted before Mason County staff before going to the Hood
Canal Coordinating Council. The Commissioners expressed the need for this discussion
to involve Commissioner Sheldon since this involved his district. Commission Ring
Erickson suggested that staff provide a future briefing for an overview of the Highway 3
widening project in terms of possible mitigation scenarios,
