Monday, August 20,2012 9:00 A.M. Facilities, Parks&Trails—John Keates Commissioners Ring Erickson, Bloomfield and Sheldon were in attendance. The following items were reviewed: • Informed the Commissioners of issue with County owned property on Totten Inlet. A neighbor has built part of the drainfield on the County owned property.The Commission in 1995 issued a revocable license.The owner has approached the County about an irrevocable license or easement. • Informed the Commissioners about a County owned property on Cole Road where a neighbor has built an access road to the neighbors property across the County property. County staff has approached the landowner about an easement. • Advised the Commission that the Coulter Creek property closed on the previous Friday and shared some pictures. Executive Session • At 9:10 a.m.the Commissioners and Mr.Keates went into Executive Session,pursuant to RCW 42.30.110(1)(b), to review an offer on county owned surplus property.No decisions were made on the property. The meeting adjourned at 9:15 a.m. 9:15 A.M. Executive Session—RCW 42.30.110(i)Litigation Commissioners Ring Erickson,Bloomfield and Sheldon met in Executive Session with Tim Whitehead,Tim Higgs,Brian Matthews,Tom Moore and John Cunningham on a legal matter from 9:17 a.m.to 10:00 a.m. No action was taken. 9:30 A.M. Closed Session-RCW 42.30.140(4)Labor Discussion Commissioners Ring Erickson,Bloomfield and Sheldon met in a Closed Session with Tim Whitehead,Tim Higgs,Bonnie Cap and Department Heads from 10:00 a.m.to 10:30 a.m. for a labor discussion. 9:45 A.M. Human Resources, Bonnie Cap Canceled i 0:00 A.M. BREAK 10:15 A.M. Public Works-Brian Matthews& Dave Loser Commissioners Ring Erickson,Bloomfield and Sheldon were in attendance. The following items were reviewed: • Permission requested to have Cascade Software Systems make changes to the Public Works WIN-CAMS program to implement changes for the conversion to MUNIS. 10:30 A.M. Utilities&Waste Management -Brian Matthews&Tom Moore Commissioners Ring Erickson,Bloomfield and Sheldon were in attendance. The following items were reviewed: • Discussed improving the security at North Bay. • Averted a problem at the Lakeland Village pump station. 10:45 A.M. Department of Community Development—Barbara Adkins Commissioners Ring Erickson,Bloomfield and Sheldon were in attendance. The following items were reviewed: • Belfair Water District#1 Annexation I Board of Mason County Commissioners'Briefing Minutes August 20,2012 A public hearing is scheduled for August 21,2012 to consider a resolution received fi-om the Water District to annex parcels in Clifton Heights. Commissioners had no specific comments or concerns, • Updates Emails from Karin Hubbard being addressed by Rebecca Hersha Letter fi•om Mark French(120 NE timberland)under investigation by Enviromnental Health. Fire District 5 offer to buy Fire Marshal vehicle to move forward. Fish&Wildlife's proposal to install vault toilets at North Bay Case Inlet Beach Access not approved. Belfair UGA Advisory Committee meetings continue to need staffing. Seeking outside help. 1 1:00 A.M. Public Defense Administrator—Susan Sergojan Commissioners Ring Erickson, Bloomfield and Sheldon were in attendance. The following items were reviewed: • Requested permission on behalf of the Volunteer Legal Clinic to use the modular courtroom one evening per month for meetings between volunteer attorneys and indigent Mason County residents who have legal problems. The Commissioners discussed the issue and decided that use of the modular would not be allowed due to concern for the presence of the Coroner's Office and expensive recording equipment in the courtroom. They suggested alternate locations such as Memorial Hall and Public Works as possible locations for the clinic. o Discussed a new procedure being implemented to ensure the jail will not monitor or record telephone calls between jail imnates and their attorneys. The Public Defense Administer will be working with jail administration to collect telephone numbers from attorneys who practice criminal law in Mason County to ensure monitoring and recording of calls to those numbers are blocked. . • Reported that the Office of Public Defense grant application has been submitted to the state and that funding for 2013 is anticipated at slightly above 2012 levels.
