9:00 A.M. Auditor's Office—Theresia Ehrich
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Updated July cash flow statement was reviewed.
• Gave an update on the status of the new financial system.
9:15 A.M. Central Operations-Diane Zoren
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Calendar items-Belfair Sewer Ribbon Cutting-Monday,July 30, 8 a.m.;Risk Pool
Conference-July 25 -27;staff vacation schedule.
• Joint meeting with Belfair Water District draft agenda was reviewed.
• Two objections to the Island Lake Lake Management District have been received. Diane
will draft a response. The hearing is August 7.
• 2013 Commissioner salaries were discussed. Cmmr.Bloomfield believes the
Commissioners'salaries can be reduced in 2013. He noted there is a limited budget and
the money could go towards expanding Central Operations hours and open the
Commissioners'office back up on Fridays. Cmmr. Sheldon also hopes to have the office
open five days a week in 2013. He noted that he has donated back his raise. Cnnnr.
Sheldon pointed out that candidates did file to run for the Commission position at a
certain salary. He supports tying all elected officials salaries to the state salary
commission. Cmmr. Ring Erickson pointed out that the salary for District No. 3 cannot
be changed because it's in the middle of a tern. She suggested the Commissioners'
salaries be tied to county non-represented employee's salaries.
• Dawn reviewed the draft Rural Counties(.09)Fund Capital Improvement Plan. This will
be included in the Capital Facilities Plan.
9:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• In-Lieu Fee Mitigation Program Update
Follow-up to the July 9"'2012 briefing. The chain of comments which led up to the May
30"'Suquamish letter to the US Army Corps of Engineers and the Department of Ecology
was discussed. The Financial Assurance portion of the In-Lieu fee Mitigation Instrument
was included on May 15"'2012 and the financial assurance letter request from the Hood
Canal Coordination Council was not written into the document until May 16"'the day of
the HCCC Board Meeting. The Coni nissioners requested a letter to the HCCC to
explain that inadequate time was given to staff and the Commission to review this
revision.
• Bill Hunter Park
Commissioners seeking additional information on a statue or monument being
constructed within Bill Hunter Park. It is understood that Dr. Brian Peterson is leading
this project and finding it. However,there is question as to whether or not proper
permits and approvals have been received. Staff will research and follow up.
9:45 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Recommendations for the jail reconfiguration were discussed,they include purchasing

3 holding cells from PX Direct for an estimated installation cost of$111,335.
Adding 3 additional FTE's to manage the additional inmate population at a cost of
$226,200 per year including salaries and all benefits.
A supplemental request will be presented at a Commission meeting.
Funding for the capital improvement was discussed and included using CE Ending
Balance, REET 1 funds and/or a loan from REET.
10:00 A.M. BREAK
10:15 A.M. Utilities&Waste Management -Tom Moore
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Letter to potential Potlatch sewer customers.
• Rustlewood and Beards Cove water restrictions-We will be posting signs at the entrances
of these two communities where Mason County provides drinking water.To minimize
stress on the infrastructure,Utilities is requesting residents follow a voluntary water
restriction by limiting outdoor water to days that correspond to their numerical address
beginning Wednesday July 251h 2012. It is anticipated that these restrictions will remain
in place through mid September.
• Belfair water Reclamation Facility Ribbon Cutting
10:30 A.M. Public Health& Human Services—Vicki Kirkpatrick
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Ms. Kirkpatrick discussed a draft resolution that would require all funds placed into the
Mental Health Fund be used only for the purposes for which the fund was created plus
the new one-tenth of one percent sales and use tax for mental health,substance abuse,
and therapeutic courts. Commissioner Sheldon had requested such a resolution be
drafted for Board consideration. The Board directed Ms.Kirkpatrick to place it on a
future consent agenda for their action.
• Ms. Kirkpatrick briefed the Board on the recent mass mailing of reminders to owners of
septic systems about the need to perform regular operation and maintenance. In addition
to the general reminder which was mailed to everyone with a septic system,there were
others that were sent that targeted specific folks who either owned a proprietary system
requiring annual maintenance or folks for whom we have no records of operation and
maintenance having been performed. Some folks may receive more than one reminder.
The reminders provide information about the requirement for operation and maintenance
as well as educational information, low interest loan availability for repair or
replacement, if needed, as well as upcoming septic system workshops that septic system
owners can attend to learn more about their systems.
• Debbie Riley shared with the Board the model practice award given to Mason County
fi•om the National Association of County and City Health Officials(NACCHO). The
award recognized the model utilized by Mason County and its partners to address the
shellfish downgrade in Oakland Bay.
1 1:00 A.M. Executive Session-RCW 42,30.110 (1)(i)Potential Litigation
Commissioners Ring Erickson, Sheldon and Bloomfield met in Executive Session from
11:00 a.m.to 11:10 a.m. with Karen Jackson,Toni Sheldon,Tim Whitehead and Dawn
Twiddy on a potential litigation matter. No decision was made.

4:30 P.M. Closed Session-RCW 42.30.140(4)Labor Discussion
Commissioners Ring Erickson, Sheldon and Bloomfield met in Closed Session from
4:39 p.m.to 5:30 p.m. with Karen Jackson and department representatives on a labor
matter.
