According to staff notes,the following items were discussed.
Monday, July 9,2012
9:00 A.M. 2013 Budget Process Discussion
Commissioners Lynda Ring Erickson and Steve Bloomfield were in attendance.
Commissioner Tim Sheldon was absent.
Theresia Ehrich went over the budget direction that was provided by the Board.
Cinmr. Ring Erickson noted that if L&I or other existing expenses came in at a different
rate the Board would try to cover it through cash reserves.
Cmmr. Ring Erickson also clarified that there should be a 1%increase budgeted for
Current Expense,but not for the Road levies.
Ms. Ehrich noted that the ER&R phone and computer rates were staying the same and
Dave Loser had already sent out those rates.
Mr. Loser added that overall the ER&R expense would remain about the same but the
rates would vary between departments.
Cmmr.Ring Erickson explained that$110,000 would be added for vehicle fiiel and
maintenance increases.
Ms. Ehrich questioned whether$825 should be budgeted for the Teamsters' health care
contribution,as established by their contract, or the$900 level in the Commissioners'
memo.
Cmmr.Ring Erickson explained that many of those discussions were subject to executive
session. It should be budgeted as it is currently on the books.
Cmmr. Ring Erickson noted that any department that wanted to discuss their budget
could schedule a time for briefing workshop.
Karen Herr appreciated the guidelines. She noted that the elected officials salary
discussion was a unique item. She thought it was a good idea but the Commissioners
have always received 5%more than the other elected officials and have continued to
receive a 3%increase,so the Commissioners' salaries are currently 17%ahead of the
other elected officials. She thought this year was unique because the Commissioners
could fix the situation. The Board could decrease their salaries before the salaries were
tied in with the Judges' salaries.
Cmmr.Ring Erickson replied that the 3`d district salary still couldn't be changed because
they were in the middle of a term. She didn't think the proposed resolution was
something she would vote for.
Cmmr. Bloomfield noted that the Commissioners have given up their 3%increases in
other ways,but it was generous pay and he thought it could be lessened.
Cmmr. Ring Erickson thought it was a good idea but the 3`d district couldn't be changed.
She preferred adjusting the Commissioners salaries back down and tying it in to what the
other employees receive. There was also the question of the people who already paid
their filing fees. She asked Ms. Herr to investigate the matter.

Robyn Lockwood asked if step increases should be included in the budgets.
Cmmr. Ring Erickson replied that they should be included but it should be made clear to
the public why there is an increase.
9:30 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter
Commissioners Lynda Rang Erickson and Steve Bloomfield were in attendance.
Commissioner Tim Sheldon was absent.
The following was discussed:
• Discussed ways to reconfigure the DSU allowing the jail population to be increased. An
option is to purchase three holding cells from PX Direct. Tlu-ee corrections officers
would also be needed to man the new holding cells. The Commissioners requested that
John Keates be invited to a future briefing and this be further discussed.
9:45 A.M. Public Health &Human Services—Vicki Kirkpatrick
Commissioners Lynda Ring Erickson and Steve Bloomfield were in attendance.
Commissioner Tim Sheldon was absent.
The following was discussed:
• Commissioners were made aware of and were handed copies of the Craft 3 summer
special rates for onsite septic replacement/repair funding.They were told that a media
blitz will be taking place to make citizens aware of the special rates,The more attractive
rates are intended to stimulate necessary repairs in the current economy.
• Debbie Riley told the Commissioners that the Environmental Public Health PIC program
was one of the recipients of the Puget Sound Champion Award along with the programs
in the other two counties and two Tribes that make up the Hood Canal Coordinating
Council.
• Debbie reminded the Commissioners that she will be leaving for the NACCHO
conference in Los Angeles on Wednesday to pick up our model practice award for the
Oakland Bay Clean Water District model. Commissioner Ring Erickson reminded us that
the National Association of Counties recognized the program a couple years ago as well.
• Vicki Kirkpatrick briefed the Commissioners on the first meeting of the Mental Health
and Substance Abuse Advisory Committee and discussed the request fi•om the Superior
Court Judges that Harris Haertel and Bob Sauerlander be appointed as ex-officio
members of the Advisory Committee. There was some discussion about that and possible
alternative approaches. Vicki will talk with Harris Haertel about the possible approaches
and then bring forward an appointment request.

10:15 A.M. Public Works-Brian Matthews&Melissa McFadden
Commissioners Lynda Ring Erickson and Steve Bloomfield were in attendance.
Commissioner Tim Sheldon was absent.
The following was discussed:
• Award the Vermeer BC-1500 Brush Chipper for Public Works to Vermeer Northwest,
Inc. out of Tacoma,WA in the amount of$48,011.25 including tax.
• Post for Quotes/Telephone bids to purchase cutting edges for Motor Graders and
Plows. Estimated cost to be$23,000.
10:30 A.M. Utilities& Waste Management -Brian Matthews&Torn Moore
Commissioners Lynda Ring Erickson and Steve Bloomfield were in attendance.
Commissioner Tim Sheldon was absent.
The following was reviewed:
• Inslee Best contract in the amount of$46,030.94 for legal services related to property
acquisition in conjunction with the Belfair sewer project is on the July 10 agenda for
approval.

10:45 A.M. Department of Community Development—Barbara Adkins
Commissioners Lynda Ring Erickson and Steve Bloomfield were in attendance.
Commissioner Tim Sheldon was absent.
The following was reviewed:
• Mason County Shoreline Program Update: The Citizen's Advisory Committee(CAC)
has been working on the policies and regulations of the draft Shoreline Master Program.
Aquaculture was recently discussed in the CAC Meeting.
• In-Lieu-Fee Mitigation Program: The May 30"'Suquamish letter to the US Army Corps
of Engineers and the Department of Ecology was discussed. The Commissioners
requested that staff research the chain of events in comments from the Suquamish that led
up to the letter. Staff was queried on the financial assurance letter request from the Hood
Canal Coordination Council and asked to follow up in a further briefing
