THE PROCESSING OF YOUR APPLICATION CAN BE EXPEDITED IF YOU PROVIDE
COMPLETE AND DETAII..ED INFORMATION.
YOU ARE ENCOURAGED TO COMPLY TO THE 1991 WSEC BY UTILIZING THE
APPROPRIATE PRESCRIPTIVE PATH FOR YOUR PROJECT. THIS WILL ALSO
HELP EXPEDITE MATTERS.
THE FOLLOWING INFORMATION MUST BE PROVIDED:
1) A complete window schedule must be submitted with your WSEC compliance
information, even if a window schedule is included on your building plans. Note that
sliding glass doors (patio), french doors, and any door with 50% or more glass in it is
considered a window with the area (sq.ft.) being the entire units rough opening
dimensions. Any windows in doors (less than 50% of area) must be taken out of the
door area and put into the window area on the schedule.
This window schedule must minimally show the dimensions of the rough openings of
each window, the model (casement, horizontal slider, single hung, awning, picture,
etc...), and the units tested U-value.
2) If you are complying to the WSEC by prescriptive path and are using the area weighted
averaging method you must include your calculations (worksheet).
3) Indicate type of hot water heater, Iocation of exhaust fans (bathrooms, laundry,
kitchen), the location of your whole house fan, and all insulation levels (walls, floors,
ceilings, and slab) on your building plans.
4) Indicate how you will comply with the requirement for introducing fresh air to each
habitable roam on your building plans (window frame vents, through the wall ports, or
an integrated system with your furnace).
5) If your home is 2,000 square feet or less, and using electric resistance heating
(excluding heat pumps) a $900.00 "Payment to Owner at Time of Construction" will be
issued from your service utility after the final County inspection has passed.

Washington State Energy Code and Ventilation & Indoor Air Quality Code
GENERAL COMPLIANCE INFORMATION
This attachment was designed to assist homebuilders in understanding and complying with State Energy and
Ventilation Code requirements. If you have any questions regarding compliance measures, please do not hesitate
to contact Debbera Coker or Dan Fitchitt at the Mason County Building Department - 427-9670 extension 284.
VENTILATION - Outside the conditioned area.
-Crawlspace - 1 SQ.FT. of Net Free Area for every 150 SQ.FT. of floor area - crossvented for air flow-
use a nonclosing vent.
-Attic Area - 1 SQ.FT. of Net Free Area for every 150 SQ.FT. of ceiling area. A low to high, 50150 split
is the ideal,if you experience problems achieving this "target" amount of ventilation due to a complex roof
configuration talk to your Building Inspector and take the agreed upon action.
-Vaulted Ceilings-To achieve the required ventilation you may need to vent block each rafter bay and use
an approved ridge vent material. Again talk it over with your Building Inspector if a problem exists.
-The key is to know what amount of ventilation is required for your situation.
VENTILATION - Inside the conditioned area.
KNOW YOUR FAN REQUIREMENTS -FAN FLOW(CFM)RATED AT .25 WG (WATER GAUGE)
NOTE: Generally the CFM rating shown on the manufactures packaging indicates a test at .1 WG, this
h means that the flow rate (CFM) of the fan was tested with one tenth of an inch of water column against
it. The code requires that the fan flow rate (CFM) achieve the required rating at .25 WG, or one quarter
of an inch of water column. Wheu the flow is tested with this higher static pressure against it, the exhaust
fans capacity to move air is reduced.
-Wet Rooms (all bathrooms, laundry rooms, water closets, etc..) - 50 CFM at .25 WG.
? -Kitchen - 100 CFM at .25 WG.

} -Whole House Fan - This fan is sized according to the number of bedrooms in the home. See the
Whole House Exhaust Fan Prescriptive Requirements (Table 3-2 V&IAQ) for sizing.
f -Stamped on your building plans you will find the minimum requirement for your Whole House Fan.
-Whole House Fan CFM requirements are rated at .25 WG and a sone rating of 1.5 at A WG with both
manual and automatic controls..
-A Continuous Operating System may be an option to consider. This central, remotely located unit, ducted
from each wet room will meet code requirements. More information is available upon request.
EXHAUST FAN DUCTING - See Prescriptive Exhaust Duct Sizing (Table 3-3 V&IAQ) for specifications.
Different size fans (CFM ratings) require different duct sizes. There are also restrictions on the length,
number of elbows, and how the duct run will terminate outside the structure.
-Minimum.duct diameter is 4".
-Nc, flex duct in nonaccessable areas (floor joists, ceiling rafters, etc...).
-Insulate to R-4 when outside the conditioned area.
-Dedicl d terminus (mechanically fasten and seal duct to this terminal element).
-Positive connection (mechanically fastened and sealed) to fan box take off or nipple.
-Mechanically i&-ten and seal ducts at all connections/splices.

-Through the wall ports.
-This requirement may be satisfied by using an integrated system with your HVAC ducting.
PENETRATION SEALING -Inspected at the Framing/Plumbing/Mechanical stage.
-Seal around windows and doors.
-Under wall plates or where bottom plate meets subfloor.
-Seal all wiring and plumbing penetrations in the framing between conditioned and nonconditioned areas.
-Seal around the Romex (electrical wire) that comes into electrical boxes.
-Give special attention to plumbing cut outs for tubs, showers and sinks.
-Seal around electrical boxes and fan boxes after drywall has been hung(checked at the Final Inspection).
INSULATION - Know what is required in all areas of your project.
-Floor- substantial contact with the underside of subfloor - twine, or support at 24" on center.
-Ceiling - baffle for ventilation in attic and vaults to prevent blockage of air flow (this may also be a
concern with floor insulation).
-Rim Joist - not compressed, vapor retarder intact.
-Be sure insulation is slashed for wiring and plumbing and cut out for electrical boxes.
-Insulation is not to be compressed, this reduces its insulation capacity - cut it to fit.
-Insulate (to ceiling R-Value) and weatherstrip attic hatches and doors.
-All water lines in nonconditioned areas insulated to R-3.
-Vapor retarders -kraft backed insulation is to be face stapled, poly retarders are a minimum 4 mil, perm
paint is to be applied as per manufactures instructions and empty cans are to be left on-site for the Building
Inspector to see and mark.
HVAC DUCTING AND THERMOSTATS
-Mechanically fastened and sealed joints.
-Insulated to R-8 when outside the conditioned area.
-Programmable, ramping type thermostats are required on all heat pump systems.

WINDOW U-VALUES - KNOW YOUR U-VALUE REQUIREMENTS s
-Changes to your window schedule must be submitted and approved prior to your performing the t
installation.
-If necessary, U-Value Averaging must be calculated, submitted, and approved prior to the
Framing/Plumbing/Mechanical/Penetration Inspection.
RECESSED LIGHTING FIXTURES
-Fixtures penetrating the envelope of the structure must meet one of the three requirements stamped on your
building plans.
-If you are insWling recessed lighting fixtures between floors(heated basement and main floor living area;
these fixtures need not be Type IC rated.
