According to staff notes,the following items were discussed.
Monday, April 2,2012
9:00 A.M. Central Operations-DianeZoren Shannon Goudy
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Lodging Tax Award recommendations from the LTAC Advisory Committee were
reviewed. The Board asked they be placed on the Action Agenda for action.
9:15 A.M. Human Resources—Karen Jackson
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Recruitment—Follow Up: One of the applicants identified as a candidate for interview
lives out of state and has requested reimbursement of travel expenses to interview with
Mason County on April 12. Pursuant to Chapter 5.8 of the Mason County Personnel
Policies,the Board may approve reimbursement for such expenses. In this case,we have
seven qualified candidates for the Utilities and Waste Management Director, including
this applicant. In a two-to-one decision,the Commissioners have determined they would
consider reimbursement of a candidate for a second interview but,at this time,they are
not willing to do so for the initial interview.
• Classification/Compensation Review: Provided overview of discussion HR Director had
with a compensation analyst regarding a comprehensive review of county job
classification descriptions and pay plans. Recommendation is to have the consultant join
the HR Director on April 16 to provide more detail about use of a Point Factor System to
evaluate county job classes and,ultimately,pay assignments. General plan is to address
bargaining unit pay scales in the collective bargaining process within the individual
bargaining units and utilize a consultant to assist the County with non-represented
positions and pay plan.
9:45 A.M. Economic Development Council—Matt Matayoshi
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Drag strip at the racetrack will be paved in June.
• Working with bringing a manufacturer to Mason County with the potential for 40 to 60
jobs.
• EDC hosted a small business owner workshop.

10:15 A.M. Public Works- Brian Matthews
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Declaring a parcel of real property to be surplus and approving the sale of the parcel to
Jeanette Lewis. This will be placed on an Action Agenda.
• Skokomish Flood Control District meeting is scheduled on April 10.
10:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Ring Erickson,Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Green Diamond Resource Company
Requesting Commissioner approval to schedule a public hearing for Green Diamond on
either April 17 or 24,2012. The hearing is to consider code amendments in follow up to
recent Comp Plan changes. Commissioners had no specific preference or concerns.

1 1:00 A.M. Utilities&Waste Management -John Cunningham
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Belfair Sewer- Project Status:
Last word was that clean water testing is scheduled to begin this week and should take 7-
10 days if all goes well. If the clean water testing goes well,could be treating sewage by
mid-April or very shortly thereafter.
Commissioner Bloomfield mentioned that Dave Garland from Ecology would like to
have a tour of the plant. John C. will contact Dave to make arrangements for this tour;
Meeting with various funding agencies is scheduled for next Monday,April 9`",at 1:30
P.M. in the Board's Chambers.
• Tri-Party Agreement Update:
U&WM staff is working with County Prosecuting Attorney's office to assess County's
financial obligations related to the MOU and any project funding agreements that have
been executed and hope to have response by next week.
1 1:30 A.M. Facilities,Parks&Trails—John Keates
Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance.
The following items were reviewed:
• Informed the Commissioners that a grant in the amount of$50,000 had been submitted to
the Green Diamond Fund for renovation of Memorial Hall.
• Confirmed the MCRA ribbon cutting ceremony for May 1,5:00 p.m.
• informed the Commissioners that the Courthouse Phase II Project will bid on April 5 at
3:00 p.m.
• Updated the Commissioners on the Coulter Creek Project.The appraisal for the property
came in at$700,000 the review at$600,000.The review number will be the value.The
owner was willing to donate back the local match of 10%at a$700,000 price,but will
not at$600,000,The County,to complete the project will be required to come up with the
10%match and can do this by turning the project into a combination project and using
some of the development funding as the 10%match.
Another alterative was to work with the Squaxin Tribe.The tribe does not have to meet
the 10%match requirement. Under this scenario the tribe would be lead entity in the
project, acquire the land,and then give it to the County.
John recommended option#l,turning the project into a combination project and
proceeding in that manner.The Commissioners agreed and provided approval to move
forward.
