Treasurer—Lisa Frazier Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. Lisa Frazier reviewed revisions she is requesting be made to the Gambling Tax Ordinance that was adopted in 2001. In the course of collecting delinquent gambling taxes, it has been determined there needs to be other options to collect besides criminal penalties. The proposed options allow the Treasurer to lien the taxes against the real and/or personal property of the responsible party. The 2"d option allows for a civil court process to impose a writ of attachment. The Board agreed to hold a hearing to consider the amendments. 9:15 A.M. Executive Session—RCW 42.30.110(1)(b)—Real Estate Commissioners Ring Erickson,Sheldon and Bloomfield met in Executive Session from 9:15 a.m. to 9:32 a.m. with Rick Brush and Tim Whitehead on a real estate matter. 9:25 A.M. Civil Service Applicant Interview Commissioners Ring Erickson,Sheldon and Bloomfield interviewed Danielle Skeeters-Lindsey to fill a vacant position on the Civil Service Commission. 9:30 A.M. Executive Session—RCW 42.30.1 10(1)(g)-Personnel Commissioners Ring Erickson, Sheldon and Bloomfield met in Executive Session from 9:40 a.m. to 9:55 a.m. with Tom Moore,John Cunningham and Bonnie Cap on a personnel matter. 9:55 A.M. Auditor—Karen Herr Commissioners Ring Erickson, Sheldon and Bloomfield added a briefing time with Karen Herr to discuss a position that has been vacated in the Auditor's office that she needs to fill as soon as possible. 10:00 A.M. BREAK 10:15 A.M. Department of Community Development—Barbara Adkins Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • Historic Preservation Commission News release announcing two vacancies on the Conmlission to be read into the record during the Board's February 7,2012 meeting. News Release announcing May as Historic Preservation Month. • Shoreline Master Program Approval of Amendment#3 to the Shoreline Management Act grant in the amount of$46,000.00 on the Board's February 7,2012 Action Agenda. • Belfair Current Issues Board provided with an Issue Paper reviewing history of UGA boundaries,the process for an advisory committee,and the impacts of the zoning code on the provision of sewer. Commissioner Sheldon asked Staff to confirm whether or not changing the connection area from 500 feet to 200 was part of the approval of Title 13.03. Verbatim minutes to be requested from the Clerk. 10:30 A.M. Planning Advisory Commission Interviews Commissioners Ring Erickson, Sheldon and Bloomfield interviewed the following candidates for a Planning Advisory Commission vacancy: Danielle Skeeters-Lindsey,Larry Boltz, Kristy Buck, and Frank McDonald. Board of Mason County Commissioners' Briefing Meeting Minutes Week of January 30,2012 10:50 A.M. Public Works-Charlie Butros/Brian Matthews Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed that will be placed on an agenda for approval: • Road Levy Certification for 2012.. • interdepartmental Agreement with the State Purchasing Cooperative. • Telephone Bid/Post for Quotes procedures to purchase a 2-post vehicle lift for the shop. Funded by ER&R. • Telephone Bid/Post for quotes procedures to purchase attachments for our Gradall Excavators-an Excavating bucket, Fixed Thumb Grapple and hydraulic kits. • SCAN,the state long distance system is ending. We will need to make changes to our PBX and find a new long distance provider. 11:15 A.M. Utilities& Waste Management -Tom Moore/John Cunningham Commissioners Ring Erickson, Sheldon and Bloomfield were in attendance. The following items were reviewed: • 012/13 Ecology CPG Grant Acceptance Grant is for 75%of the cost of County's collection of household hazardous waste(HHW)and includes small amounts of money to help pay costs of County's recycling promotion,education programs which will be coordinated with those of the City of Shelton. It also provides a small amount of funding for organics program promotion and education and covers the 2012/13 state budget period. It allows HHW collection program to be expanded fi•om current Friday mornings (4 hours per week)to both Friday& Saturday mornings(8 hours per week). This will be on the 2/7/12 Action Agenda. • Belfair Sewage Hauling Bid Request Authorization Request to authorize the call for bid proposals will be on Commissioner's 2/7/12 Action Agenda. This will provide for sewage hauling between the new Belfair treatment facility and existing North Bay/Case Inlet treatment facility if that becomes necessary. Hoping not to have to haul,but as a pre-cautionary measure,want to have contract in place for this service if needed. • Belfair WTF Training Manufacturer sponsored training in April 2012 in Austin,Texas on new Belfair treatment plants operations.This is once a year training only at the treatment plant in Austin,TX and likely will send 2 or 3 of our treatment plant operators. Money for this training is in the adopted 2012 budget. • Sewer collection system latecomers reimbursement agreements Staff is putting together latecomers agreement authorization ordinance that allows reimbursement to developers who pay the upfront cost for extension of sewer lines in Belfair&North Bay systems and this is a very typical method/process for getting sewer lines extended within a sewer system. They have a developer extended line in North Bay already where developer would like to be able to take advantage of this reimbursement ability. This will require a public hearing for adoption and it will be on either the 2/14 or 2/21 Commission agenda to set. • Utilities Divestiture/Privatization Analysis Gordon Wilson from FCSG led this discussion. He presented a proposed work plan for this analysis: Work plan references previous discussions regarding this topic:"Issue Paper#1: Governance Options for Mason County Utilities,February 14,2011"by FCS Group Work plan effort runs through October 2012 Focus on water/sewer utilities first Involve appropriate stakeholders Gauge interest of possible partners via"Offering Document" Requires willing partner if systems are to be transferred to another responsible party Sewer likely the most difficult to transfer Decision point for water/sewer in July 2012 Decision point for solid waste by October 2012 Possible partners not mentioned in work plan memo could include: Washington Water Service and Kitsap County. Board of Mason County Commissioners' Briefing Meeting Minutes Week of January 30,2012 Timing for solid waste discussions/decision may require an extension of i to 3 years in the County's existing solid waste long haul contract. Commissioners asked U&WM staff to pursue such an extension. Work plan would likely cost in the$80,000 to$90,000 to complete and the Commissioners would like to get a firmer figure and to know where this money might come from. The Commissioners are looking for the best long-term decisions for the utility customers and the county as a whole. Staff and consultant to return to fature briefing with firmer work plan cost figures,proposed funding option and possibility of extending the current solid waste long haul contract. 1 1:45 A.M. Courthouse Weapons Screening Commissioners Ring Erickson, Sheldon and Bloomfield briefed with courthouse security staff on the weapons screening program,which was initiated in 2011.
