Dear Sir,
I have reviewed the SEPA Checklist prepared for the Mackinnon bridge
replacement and the accompanying bridge plans and supporting calculations
prepared by Consolidated Engineering. I feel the bridge structural plans
provide adequate structural capacity, but feel the SEPA checklist is lacking
crucial information needed to make an informed decision as to the
acceptability of the proposal .
I suspect that the stream is on the state register (catalog) of fish bearing
strt:ams, but this is very difficult to determine from the information provided
in !,espense to question 12 on page 2 of the SEPA checklist. Since the answer
to question 12 included the quadrant(s) of the section the project can be
found in, the proponent should provide the section, township and range to look
-in. On page 3, the proponent does not provide the name(s) of the receiving
;eaters. As near as I can discern, this is one of the many �I-reams tributary to
the Union River. I do not feel it is appropriate for me to snake assumptions or
have to provide guesses in place of information that should be provided by the
applicant. The proponent gives no response to question #5 on page 4 concerning
the proposal 's proximity to the 100 year flood plain. I do not feel this
should go undetermined. From the plans provided, there is nc indication of the
structure's height above the creek, or the existing structure's (only
indication of an existing structure is in the project title) location or
height above the creek. Without answers to these questions, it is impossible
to uetermine whether the bridge creates a constriction in tale stream channel .
These questions relate back to the stability of the banks and bridge footing
stabilities. From the information provided, it appears the proposal has a high
potential for loosing it's footings.
The width of the proposed bridge may need review by Dave Saltz�er, the Fire
Marshall . Applicable UBC and fire code standards may warrant a wider
structure.

other information on file with the Lead Agency. This information is
available to the public upon request . MITIGATION MEASURES ARE
ATTACHED.
This DNS is issued under 197-11-350 (2) , the Lead Agency will not act on

MITIGATION MEASURES
1. This project also requires an approved Hydraulic Project Approval.
2. Temporary erosion control measures shall be in place prior to and during construction.
These measures shall be maintained throughout the duration of construction. Appropriate
streamside vegetation shall be planted to reduce erosion.
