FINDINGS FOR
MASON ENVIRONMENTAL PERMIT
DATE: October 18, 1996

PROPOSED ACTION: Robert McKinley (Parcel: 12320-10-93510)
Excavate materials and create berm next to
seasonal pond area; replant with wetland
vegetation.
Proposed project: Excavate 35 to 40 cubic yards of materials from
pond area, create 2-foot high and 88 ft. long berm near edge of
pond, and spread remaining soil in areas away from the pond;
place culvert at end of berm to route water to pond; area will be
replant with wetland vegetation.
DEPARTMENT OF COMMUNITY DEVELOPMENT:
The proposal is located next to a seasonal pond area and
associated wetlands that is more than three acres in total size
and is north of Newkirk Road. The subject property has 88 feet
frontage on the pond but is only 30 feet into the pond area. A
narrow strip of wetland vegetation grew along the pond edge where
the project is located. A garage and woodshed have been built
within 40 feet of the pond and have been subject to high water
from the pond in the winter season.
The proposal to create a berm and raise the level of the land
with the fill will better protect the nearby building and help to
control the runoff from the land to the pond. The applicant is
planning to create a curtain drain near the new berm to capture
surface and subsurface water and route this runoff to a culvert
through the berm to prevent material from entering the pond area.
The fill area and the berm will be revegetated with wetland
plants soon after the site work is finished.

As the proposal meets county building codes, no permit was
required for this proposal .
OTHER COMMENTS :
Washington Department of Fish and Wildlife had concerns that
erosion and sedimentation was minimized by controlling the runoff
into the pond and by re-establishing wetland vegetation along the
edge of the pond and on a portion of the new berm.
CONCLUSIONS :
Based upon the above review, this Department finds that the
applicant (McKinley) has presented a proposal to place a berm and
culvert along the pond to lessen potential impacts to the pond
and wetland vegetation on the property. The use of the berm
along the edge of the pond and fill will lessen the occurrence of
sedimentation within the pond and wetland area.
On this date Mason Environmental Permit RLC96-0364 is approved
with the attached conditions .
