Below you will find comments made regarding the proposed development and its critical values. This information is based on County and State regulations as they exist to date. Sincerely, Scott Longanecker Land Use Planner Mason County Planning Department 02/05/2001 1 of 2 RLC2001-00007 Resource Lands & Critical Area Office Review 02/05/2001 Case No.: RLC2001-00007 Comments The following comments pertain to the visit to parcel# 12309 43 00142 on 02/02/01. 1 met with Mrs. Rose on site and walked the property in order to identify any possible critical areas and setbacks that need to be considered when proposing future development. This parcel is located in the Lower Hood Canal Watershed and in an area categorized as "rural'' under the Mason County Comprehensive Plan. There is a single family residence already on site. Bear Creek, a type 3 stream runs along the East side of the property. The Union River bisects the property, and there is a foot bridge acrossed this type 1 river which accesses the rest of the parcel to the South. Future residential development on this parcel would have to meet a 165 foot buffer on either Bear Creek or the Union River. This buffer consists of a 150 foot buffer plus a 15 foot building setback from the buffer. There was a concern that the residence may be within the 100 year flood zone. Per the attached copy of the 1988 FEMA, Flood Insurance Rate Map, it does not appear that the residence is within the flood zone of Bear Creek, or the Union River. Areas of the property are within the 100 year flood zone of Bear Creek and the Union River, and this should be considered when planning future development. The property is not located in a Landslide Hazard Area. It is gently sloped towards the Union River on the North side of the river, with a steeper gradient towards the Union River on the South side. Due to the grade, future development on the parcel South of the Union River may require a Geotechnical Assessment or Report to address slope stability issues. Some wetland plants were noted within what appears to be the flood zone of the Union River. Judging by the size and quality of these wetland areas, they appear to be exempt from buffer requirements. The site was not delineated for wetland type, but it appears to be of low quality and relatively small size. By reviewing Resource Ordinance, Chapter 17.01.070 titled Wetlands, this area appears to fall in the category IV classification, under 10,000 square feet, and thus exempt from buffer requirements per section B. 2. of the enclosed Wetlands Chapter 17.01 .070. 02/05/2001 2 of 2 RLC2001-00007 FOREST PRACTICE -BASE MAP TOWNSHIP 23 NORTH , RANGE 01 WEST ( W .
