Box 339 Belfair WA 98528 RE: Ted and Leanna Keith Bond for streambank revegetation on Parcel No. 12320-12-01060 1462 NE Old Belfair Highway, Belfair Dear Bank Manager: In 2002 and 2003, Mason County reviewed and conditioned a building permit by Ted and Leanna Keith to be constructed in 1.5 miles north of Belfair, Washington. As part of the development of the property, a vegetation restoration plan was to be implemented on the property. The $1990.17 bond for Ted and Leanna Keith, held by Key Bank and dated July 9, 2003, was intended to support that restoration plan if the plantings were not done or failed before a three-year period. The Keiths did pick up their building permit for a new residence and demolition of an old cabin, and Mason County approved those permits in 2003 and 2009, respectively. Mason County Dept. of Community Development staff examined the subject property on May 4, 2012 and confirmed that the requested tree and shrub plantings were installed and continue to survive on the property. Due to these observed facts, the $1990.17 bond issued by Key Bank is no longer needed to support the completed restoration plan. Mason County would support the release of this bond associated with the Keiths' development on their property at this time. Workman Mason Conservation District Objective: To create a planting plan to mitigate for the new residence on the Keith property that will increase habitat and improve water quality for fish and wildlife. Summary: The planting plan is based on creating an average buffer width of 45 feet. The planting area is split into four different sections,based on amount of sun it will receive so that plants can be placed appropriately. Section A is sun and shade; Section B is more shady; Section C is full sun; and Section D is shaded. On the legend, the entire planting area is split into either Type I vegetation or Type II vegetation. Type I is the wet areas adjacent to the stream banks and consists of species adjusted to that ecology(Hooker's Willow, Red Osier Dogwood, Salmonberry, etc.). Type II is more upland and can include both trees and shrubs. Planting Instructions: Type I Starting at the stream bank, plant a row of Red Osier Dogwood and Willow with 5 foot spacing (on center). Starting 5 feet away from the first row, plant a row of Red Osier Dogwood, Salmonberry, and Willow with 5 foot spacing. Type H Plant a mixture of species(listed) with a fairly even disbursement. Plant trees with a 10 foot spacing, interplanting with shrubs at a 5 foot spacing. Once planted, plants should be watered at least through the first two summers to ensure maximum survival. After the first two years, plants that did not survive can be replaced with new plants. These should be chosen by observing those plants that survived and replanting with those species. Thinning should not be necessary. A very specific example of the actual planting areas is depicted in Figure 2. This is an example to be used as a guideline for the rest of the planting area. It is a detail of Area B, which is an area that gets both sun and shade. Trees are planted at a 10 foot spacing, shrubs are interplanted at a 5 foot spacing, and Type I vegetation is planted with Willow, Red Osier Dogwood, and Salmonberry at a 5 foot spacing. Again,this is to be used as a guideline and need not be followed exactly. As long as the planting instructions noted above are followed, it will retain the integrity of the plan. CONSERVATION - DEVELOPMENT - SELF-GOVERNMENT Comments: • Removal of non-native species is not necessary. The existing apple orchard(Figure 1 - #1), ornamental propagation bed(Figure 1 - #2), and perennial bed(Figure 1 —Area A) provide habitat for wildlife and will supplement the planting area with established, already mature plant material that provides both food and shelter. However, future ornamental beds should be placed away from the new planting area. • Use of chemicals on the existing ornamental bed should be ceased and replaced with either mechanical or biological methods. Its proximity to the water and to the new planting area create a very sensitive area. • The extensive loose pile of brush and other plant material should stop being used. It has become an ideal area for noxious weeds to establish and take over. It is also within the flood plain of the stream • The landowners have expressed an interest in observing wildlife on their property. I would suggest this be done with as minimal an impact as possible. For example a mulched nature trail or small seating area that does not disturb the newly planted vegetation. Any area that is used heavily for recreation will be avoided by wildlife. • The planting of additional native species that are not listed is completely appropriate. The plants listed were chosen for their ability to stabilize the streambanks, provide shade, and their benefit to wildlife. If other native species(i.e. ferns, rhododendrons, etc.) are desired for aesthetics (in addition to those planted per this plan),the landowners are encouraged to supplement with those plants.
