TAHJA, P/W - Hydraulic Engineer SUBJ: ARVIN SMITH Grading Review GRD 95-0008 -BtD 95-0270 From the topography profile submitted with the Land Modification Permit application, the proposed site appears to be fairly flat, requiring relatively shallow cuts and fills. I would recommend that his permit be conditioned that the completed cut and fill slopes created by his grading should be limited to finished grade slopes less then 2 (horizontal ) to 1 (vertical ) . Also the grading should be performed in such a manner that silt laden stormwater is controlled and not allowed to exit the grading site/subject property. Another concern is that the natural flow of stormwater runoff is not changed as a result of his grading activities. He is filling in a low area that appears to traverse his property from north to south. If the low area he intends to fill provides drainage relief for the property north of his site, he must incorporate something into his proposal to preserve that flow path, or provide a relief path to ensure that he is not damming water onto the northerly neighbor. Other concerns relating to the proposed fill is that your department doe not allow building on a fill area. It appears that both the garage and the house may be planned on areas that are to receive fill material . If he discovers he has filled areas he intends to build on, he should be required to have the footings excavated to depths greater then the depth of the fill material . Fill material can be placed around the septic tank, and over it, but the Environmental Health Department will not allow drain fields in fill material .
