Monday,December 23,2013 9:00 A.M. Closed Session—RCW 42,30.140(4)Labor Discussion Cormmissioners Neatherlin, Sheldon and Jeffreys met in Closed Session with Bill Kenny from 9:05 a.m.to 9:35 a.m. for labor discussion. 9:30 A.M. Central Operations-Diane Zoren Risk Management-Dawn Twiddy Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • Status of 2014 budget. Dawn provided budget documents and Cmmr. Jeffreys is working on a budget narrative. • 2014 Chair will be on the January 7 agenda. • The Board agreed to release a news release regarding Support Services resolution that is on the December 24 agenda. • Diane received permission to contact Kelly Services for temporary help while a new Clerk of the Board is being recruited. 9:45 A.M. Sheriff s Office—Sheriff Salisbury/Frank Pinter Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • Follow up discussion regarding command staff realignment. This will include lieutenants,chiefs and undersheriff. Remove IT staff, finance manager and Sheriff. This is to relieve compression between ranks. 10:10 A.M. BREAK 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • Comment letter regarding the Draft Peninsula RTPO Regional Transportation Plan. • Resolution adopting the updated real property and right of way procedures and rescind resolution No.27-11. • Letter of support for the Kitsap County water typing(WRIA 15). • GIS plan. 10:30 A.M. Equipment Rental&Revolving Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • Reviewed plan on ER&R audit finding. 11:30 A.M. Commissioner Discussion Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • The Board agreed to create a Public Defender I position. • Questions on the Capital Facilities Plan have been answered. • Murder Fund budget will be set at$100,000, • Afternoon briefings will be canceled.
