Public Works—Brian Matthews Commissioners Neatherlin, Jeffreys and Sheldon were in attendance. The following items were reviewed: • News Release for the 2014 Water and Sewer Utility System rate and fee increases due to CIP adjustment. • Re-organization salary adjustments • Brian is taking vacation December 20 through January 3rd • Traffic Diversion amount • Fleet Modification • Rate increase due to CIP Adjustment • ER&R Fleet maintenance 1:30 P.M.—4:30 P.M. Executive Session RCW 42.30.110(1)(g)Personnel Budget Manager Interviews Commissioners Neatherlin,Jeffreys and Sheldon along with Bill Kenny interviewed the four internal applicants for the Budget Manager position in executive session. Tuesday,December 3,2013 11:00 A.M. Central Operations—Diane Zoren/Dawn Twiddy Commissioners Neatherlin,Jeffreys and Sheldon were in attendance. Cmmr. Sheldon left the briefing at 11:30 a.m. The following items were reviewed: • The 2014 budget was reviewed.Traffic policing road diversion will be increased and three new deputy positions will be created. Supplemental budget request for Juvenile Detention was approved. • The Support Services proposal was reviewed. The proposal is to consolidate Central Operations and Human Resources to create a centralized staffing structure under the Commissioners. This would consolidate functions that serve multiple departments and offices; consolidate support for boards and commissions;assure functionality and efficiencies and assure timely and accurate information to the Commissioners for decision-making. Bill will circulate information on the proposal to departments. 2:00 P.M. 2012 Accountability Audit Exit Conference Commissioners Neatherlin and Jeffreys met with State Auditor Staff to review the 2012 Accountability Report. Commissioner Sheldon was absent. • The report included findings on the County Assessor's controls over personal property were not adequate to ensure the County collects all tax revenues due to it. The Belfair Sewer Fund's financial condition puts it at risk of not being able to meet its financial obligations. The ER&R fund did not charge funds equitably.
