Monday, November 18,2013 8:30 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin, Sheldon and Jeffreys met in Closed Session with Bill Kenny from 8:30 a.m.to approximately 9:30 a.m. 9:30 A.M. Central Operations-Diane Zoren Risk Management-Dawn Twiddy Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following topics were discussed: • E911 Ordinance update to include prepaid phones. • Board of Equalization members have recommended the Board change the appeal period to 60 days. The Board would like to leave at the current 30 day appeal period. • Risk Pool Insurance coverage—Dawn will place on agenda. • CJWT Advisory Committee—Cmmr. Jeffreys will work on a proposal. 10:00 A.M. BREAK 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore • News Release regarding the Open House scheduled on December 16,2013 from 4:00pm-5:00pm in Commissioners Chambers to share the draft Peninsula Regional Transportation Plan. • Reviewed Skokomish General Investigation study dates. 10:45 A.M. Department of Community Development—Barbara Adkins Commissioners Jeffreys, Sheldon and Neatherlin; Staff: Barbara Adkins and Michael MacSems; and members of the public as reflected in the official recording. The following topics were discussed: • Historic Preservation Commission Discussion of an Interlocal Agreement between the City of Shelton and Mason County to share funds from the County's RCW 36.22.170 Revenues. Agreement gives 15%of County's received funds to the City for historic preservation programs and projects with the City of Shelton. Commission Mike Olsen, City of Shelton,was present for comments and questions. Commissioner questions included: Is there a county representative on the city HP commission? Are there examples of these types of agreement utilized elsewhere? Is there a limit on the size of grants awarded by the City? Can a project within the city limits apply and receive an award from both the city and the county? Does the county have any parameters on how the city spends the monies? Would these funds be eligible for the city's use to pay administrative costs? Commissioner comments included: The Agreement shall be revised to prohibit the use of funds for administrative costs;the Agreement shall be revised to prohibit funding of projects from both the city and the county;and the revised Agreement shall come to the Commissioners for review prior to being considered or approved by the City. • Department has two current job vacancies—one clerical and one building inspector. Staff working with Human Resources to fill those positions and seeking Board confirmation. No specific concerns expressed by Commissioners. Board of Mason County Commissioners' Briefing Meeting Minutes Week of November 18,2013 11:00 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following topics were discussed: • Jail Medical—request a public hearing be set to consider supplemental appropriation to the 2013 budget for the Care&Custody Fund due to unforeseen medical health care costs of$250,000. 11:30 A.M. Facilities,Parks&Trails—John Keates and also Michael Siptroth,Monte Ritter,Linda Woytowich. Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following topics were discussed: • First issue Keates raised was a neighbor to County surplus property in Tahuya area called with concerns about trees next to his home.Keates had a forester inspect the trees and they were all deemed as healthy. Cost to cut them down would be$1,100. • Provided data on reasons to accept the RCO grant for the MCRA project and deferring the Sandhill project.Three members of the Mason County Parks Board attended and provided input. No decisions were made. • The Tideland RFP public hearing will be scheduled in a couple of weeks. • Informed the Commissioners that the governor's capital budget for 2014 might include funding for seven Boating grants that were recommended to be funded in the 2103 legislative session,but ended up not being funded due to funds being moved from one fund to another. If the seven projects are funded,two of them would be Mason County projects. One for Union Boat Ramp and one for Jacoby Boat Ramp. • Executive Session—Real Estate.Executive Session started at about 11:45—concluded about noon. BREAK—NOON 2:00 P.M. Public Defense Administrator—Susan Sergojan Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. The following topics were discussed: • Contract Employees • Request for Indigent Defense contract renewal • Office reorganization/new positions 3:00 P.M. Commissioner Discussion—no discussion. Tuesday,November 19,2013 1:50-2:50PM 2014 Budget Workshop Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was absent. • Equipment Rental&Revolving Fund was discussed.
