Monday, October 28,2013
9:00 A.M. Closed Session—RW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Sheldon and Jeffreys met in a closed session with Bill Kenny for a
labor discussion until 9:40 A.M.
9:30 A.M. Central Operations-Diane Zoren
Risk Management-Dawn Twiddy
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• .09 funding request for Belfair Sewer will be on November 5 agenda.
• MTA Board composition meeting—Public Transportation Improvement Review Conference is
scheduled Tuesday, 3:30 P.M.November 19, @ MTA business office(prior to regular MTA
meeting)The BOCC agrees with proposed new composition.
• MTA is requesting a special MTA meeting on Wednesday,November 13 @ 9 A.M.to discuss
transit center construction.
• Review 2014 budget workshop schedule.
9:45 A.M. Public Works—Melissa McFadden, Tom Moore,Michelle Whittaker and Marty Best
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• County StormReady recognition presentation.
• Utilities and Waste Management Deputy Director to accept the 2013-2015 CPG grant agreement
with the Department of Ecology for Solid Waste Programs.
• Appoint new Solid Waste Advisory Committee member—Curt Bennett(Commissioner District 3)
for a 3-year term,Nov. 1,2013—October 31,2016.
• Interlocal Agreement with Kitsap County for Kitsap County to provide technical assistance site
visits and educational material to small and medium sized businesses in Mason County concerning
best practices and proper management of(hazardous)waste and stormwater in order to protect
water resources and water and air quality.
• Utilities and Waste Management to use the Small Works Roster and obtain 3 quotes for repairs to
the Eells Hill Transfer Station roof. The work is estimated to cost approximately$11,000-
$12,000.
• Authorization to award County Road Project 1954,Lynch Road Arcadia Road Intersection,to the
second low bidder Iversen& Sons,Inc. out of Tumwater,WA in the amount of$162,697.00.
• Grant signature authority for the Treatment Plan Operators to sign and submit monthly waste
water plant monitory reports and other submittals as required by permit.
• Hearing Continuation for the Solid Waste Utility Rates.

10:20 A.M. Department of Community Development—Barbara Adkins
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Planning Advisory Commission requested joint meeting and the Commissioners will attend the
November 18t' meeting.
• Clarify edits to proposed code amendments for recreational marijuana.

10:45 A.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Nurse Family Partnership Contract—A continuation contract with Thrive By Five(the second of
two Thrive contracts the health and human services department has for Nurse Family Partnership).
These contracts are already budgeted.
• An amendment to the Contract with the Washington State Healthcare Authority that provides for
Medicaid Administrative Match(MAM)funding. MAM funding is provided when health
department staff make referrals and linkages for people eligible for Medicaid Services. The
amendment removes the suspension on claiming Medicaid Administrative Match because the
State was able reach agreement with the Federal Center for Medicaid and Medicare Services and
billing for services can begin again retroactively to July 2012.
• The third contract Amendment is the Consolidated Contract Amendment#11,making minor
adjustments to the Consolidated Contract that DOH has with Mason County Public Health and
Human Services. The Consolidated Contract is the vehicle that the State Department of Health
uses to contract most federal and state funding to the local health jurisdictions.
Commissioners asked questions and then provided approval to send the contracts through for the
Action Agenda on Tuesday,November 5,2013.
• Green Diamond requested a letter of support from the Oakland Bay Clean Water District Advisory
Committee for the partnership between Green Diamond and the Trust for Public Land for a
conservation strategy for Mason County. The Commissioners have already signed a letter of
support from the BOCC. Commissioner Jeffreys suggested that the committee by polled as to
whether or not they would support this project and have as many of them as possible sign.After
much discussion Commissioner Neatherlin thought it would be best coming from the Board of
Directors.Debbie will poll the committee members as to their support or lack of support for the
program and ascertain how many members could sign on to a letter of support since they represent
various agencies and groups. The letter will be prepared accordingly and will be taken forward to
the BOCC on an action agenda in the near future.
11:00 A.M. Joint Briefing—Community Development/Public Health—Barbara Adkins&Vicki Kirkpatrick
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
• Discussion of whether or not to re-establish DCD and Health Services in the north end of the
county(Belfair). There was no direction to do so at this time.
11:30 A.M. Veterans' Advisory Board
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Several members of local veteran's organizations met with the Commissioners to discuss
amending the resolution for veterans' services.

2:00 P.M. Commissioner Discussion—Concluded at 4:45 P.M.
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Continued discussion about staff/department consolidation.
• Create 1 FTE for Budget Manager—Range 32—post internally.
• Accrued leave projections.
Cmmr. Sheldon did not attend the briefing when the following topics were discussed:
• Letter from Criminal Justice working team.
• ER&R Rates/program
• Tideland Lease RFP
