Monday, October 7,2013
9:00 A.M. Central Operations-Diane Zoren
Risk Management-Dawn Twiddy
Commissioners Neatherlin,Jeffreys and Sheldon were in attendance.
The following items were reviewed:
• Department of Revenue will conduct Board of Equalization (BOE)training on Wednesday,
October 9.
• Only applicant for BOE alternate position is Gary Minor. The Board asked Diane to schedule
an interview time.
• Christmas Parade—the Board will Diane know if they want to participate.
• October 29 meeting in Belfair—agenda items. Several items were brought up—DOT update
on the road widening project in Belfair;multi-family housing opportunities;requesting citizen
input on discussion points for the October 31 joint meeting with the Port of Bremerton and
City of Bremerton and a Belfair Sewer Update.
• Budget hearing on November 12(set on October 22)
o WSU Extension
o District Court
o Civil Service
o Public Defense
o Belfair Sewer
o Non-Departmental
• Dawn Twiddy has passed additional certification with the WA Counties Risk Pool.
9:30 A.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Neatherlin, Jeffreys and Sheldon were in attendance.
The following items were reviewed:
• Staff updated the Commissioners from previous briefings on a new contract with the Thurston
County Public Health and Social Services for funds from the Federal Community Prevention
and Wellness grant to hire a.5 FTE Program Coordinator to create and facilitate a
Community Coalition dedicated to identifying and implementing evidence-based programs
for preventing and reducing substance misuse among youth in the Shelton School District.
The contract is ready for approval,as is the request to hire.
• The purpose of the Federal Community Prevention and Wellness Initiative Funds is to prevent
youth engagement in alcohol and substance misuse. The Shelton School District has been
selected by Thurston County Public Health and Social Services for Cohort 3 or the third round
of funding in Thurston/Mason County. The grant comes from the Federal Government to the
Washington State Department of Social and Health Services,Division of Behavioral Health
Resources which, in turns,contracts with Thurston County Public Health and Social Services;
the provider of mental health, substance abuse, and developmental disabilities in Thurston and
Mason Counties. The grant for Cohort 3 is July 1,2013—September 2016 and the contract is
July 1,2013—December 31,2013. The 2014 contract will come later.
9:45 A.M. Executive Session—RCW 42.30.110(1)(b)Real Estate
Commissioners Neatherlin,Jeffreys and Sheldon met in Executive Session from 9:45 a.m.to
10:10 a.m.regarding real estate. John Keates attended the first 10 minutes of the discussion.

Utilities&Waste Management-Brian Matthews&Tom Moore
Cormmissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Public hearing to consider the amendments to the Solid Waste Utility Rates.
• Intergovernmental request and agreement for reimbursable work by Mason County Public
Works to Cemetery District#1 in Belfair,providing fabrication and materials of signs upon
request.
• Road Vacation 389 to set a hearing date on Tuesday,December 10,2013 at 1:00 P.M.with
the Hearings Examiner for vacation of portion of East Shore Place,Plate of Paradise Shore
Estates in Mason County.
• Road Vacation 390 to set a hearing date on Tuesday.December 10,2013 at 1:00 P.M.with
the Hearings Examiner to consider public comment on the petition for vacation of portion of
Wheelwright Street and Alley,Plate of town in Allyn, WA.
• Update on Solid Waste Export Contract—on June 5,2012 the contract was extended until
August 26,2020. Update on Court of Appeals Finding-The lawsuit filed by Advocates for
Responsible Government was sent back to Grays Harbor Superior Court on October 1,2013
with direction to dismiss it without prejudice. If the case is dismissed then Utilities and Waste
Management will continue its contractual relationship with Allied Waste to transport and
dispose of County's waste on the terms of the original contract and executed addendum in
2012.
10:30 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Sheriff's office reorganization proposal. This would include the creation of four corporal
positions and a lieutenant position. The lieutenant would manage, guide, and direct the
investigative and patrol units with responsibilities to supervise the sergeants and corporals as
well as assist the Chief in some management responsibilities.
10:45 A.M. Department of Community Development—Barbara Adkins
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• News Release announcing the special location of the November 14,2013 MCHPC meeting at
the Hamma Hamma cabin near Eldon,WA.
11:00 A.M. WSU Extension—Dan Teuteberg
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Dan Teuteberg provided a very brief overview of the Mason County 4-H Youth Development
Program. He spoke about the focus on life skill development in youth and the impact the 4-H
program has on lifelong learning. Dan shared some specific program updates such as
program offerings and dates.
• The 4-H Youth Development longitudinal study was shared and discussed. This was related to
the WSU 4-H Youth Development graduation survey being compiled at the state level. It .
stated that 78%of graduating 4-Hers move on to post-secondary education.
• The 4-H Youth Summer Forestry program was discussed. This program focuses on
environmental education, as well as life skill development. Commissioner Sheldon shared his
experiences with the program. Kathy Fuller talked about this program and the impact it has
had on her son. He was able to secure summer employment over the past few summers
building and developing trails at Alderbrook Resort.
• Commissioner Jeffreys asked some questions about the enrollment process as well as what
audiences the 4-H program reaches. Commissioner Neatherlin asked for more information on
the economic development work talked about at the last WSU-Extension meeting with WSU-
Extension Director Rich Koenig.

11:15 A.M. Assessor's Office—Melody Peterson/Phil Franklin
Commissioner Neatherlin, Sheldon and Jeffreys were in attendance.
The following items were reviewed:
• Current Use Open Space and Current Use Timber Programs for 2011 applications that meet
guidelines.Phil Franklin tries to do a site visit if he is not familiar with the property.
Commissioner Jeffreys would like more information as to why they qualify for this program.
11:45 A.M. Closed Session RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Jeffreys and Sheldon met in Closed Session with Bill Kenny from
11:50 a.m.to 12:30 p.m. Commissioner Sheldon excused himself from the discussion at noon
for an appointment.

Commissioners Neatherlin and Jeffreys were in attendance. Commissioner Sheldon was
absent.
The following topics were discussed:
• Hood Canal Coordinating Council
• Skokomish Flood Control Zone District
• Undersheriff Barrett joined the conversation regarding the Sheriff's operations.
