Monday, September 30,2013 9:05 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Sheldon and Jeffreys met in a closed session with Bill Kenny that ended at 9:35 A.M. Commissioner Neatherlin was absent. 9:35 A.M. Central Operations-Diane Zoren Risk Management-Dawn Twiddy Commissioners Sheldon and Jeffreys were present. Commissioner Neatherlin was absent. The following items were reviewed: • United Way has requested a proclamation. • John Bolender requested a briefing for general overview of the Conservations District operations. Scheduled 2 p.m. on Monday,October 21. • Secure Rural Schools Title II&Title III allocation resolution will be added to agenda. • Accrued leave ending fund balance impacts. 10:00 A.M. Public Health&Human Services—Vicki Kirkpatrick Commissioners Sheldon and Jeffreys were in attendance. Commissioner Neatherlin was absent. The following items were discussed: • Staff briefed the Commissioners about the Coordinated Prevention Grant(CPG)funding for Solid Waste enforcement under the authority of the Health Officer. The grant, together with match received from Solid Waste Tipping Fees fund the health department's solid waste enforcement program. The grant was approved to go forward to the Board of County Commissioners' Action Agenda for approval. • Staff briefed the Commissioners on the contract with Thurston County Public Health and Social Services for hiring a.5 FTE Community Coalition Coordinator(utilizing the County's Program Coordinator Classification)to develop,implement,and manage a Community Coalition for the purpose of addressing coordinated prevention efforts.to prevent alcohol and substance use among youth within the Shelton School District. Commissioners had several questions and directed staff to research answers to the questions and bring the proposal back on the October 7,2013 briefing schedule. 10:15 A.M. BREAK 11:00 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Sheldon and Jeffreys were in attendance. Commissioner Neatherlin was absent. The following items were discussed: • Road Vacation 387: Accepting the recommendation of the Hearing Examiner and granting the road vacation of a portion of Hannegan Street plat of Hood Canal Land& Improvement Company's Plan of Union,platted right of way. • Correction of Salary Range on the Non-Union Salary Range Alignment Table for the Operations&Maintenance/ER&R Administrator from a Range 31 (approved on September 24,2013)to a Range 25. Will be for the October 1,2013 Commission meeting. • Discussed obtaining a Road Use Permit for North Mason Music Boosters Christmas "Holiday Parade"in Belfair. Board of Mason County Commissioners'Briefmg Meeting Minutes September 30,2013 11:15 A.M. Skokomish Flood Control Zone District Briefing—Brian Matthews Commissioner Sheldon and Jeffreys were present. Commissioner Neatherlin was absent. The following items were discussed: • Request that the Commissioners appoint five applicants to the Skokomish Flood Control Zone(FCZD)Advisory Committee at the October 1,2013 meeting. Tuesday,October 1,2013 9:45 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Sheldon and Jeffreys met in a closed session with Bill Kenny. This session ended at 9:55 A.M. Commissioner Neatherlin was absent.
