9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin, Sheldon and Jeffreys met with Bi11'Kenny from 9:00 a.m.to 9:35 a.m.
in Closed Session for a labor discussion.
9:30 A.M. Central Operations-Diane Zoren
Risk Management-Dawn Twiddy
Commissioners Neatherlin,Sheldon and Jeffreys were in attendance.
• Staff will be attending Cyber Security,Risk&Liability Training&MUMS training.
• Legislative Steering Committee member for 2014,Cmmr.Neatherlin would like to continue.
Diane will submit his application.
• Commission would like a joint meeting with the Planning Advisory Commission for an update on
the Shoreline Master Program.
• Status of Board of Equalization—need to release news release for vacant position and the Clerk as
resigned. Staff will meet with Human Resources.
• Economic Summit with City of Bremerton. Cmmr.Jeffreys will work with Matt Matayoshi to
schedule a joint meeting that includes Barbra Adkins,Port of Bremerton,and Port of Allyn.
• Letter of Support for Green Diamond conservation easement funding proposal will be on
Tuesday's agenda.
• Letter of Support for the Squaxin Island's request to purchase land in trust.
10:00 A.M. State Auditor Financial Exit Conference
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
State Auditors April Taylor and Mike Riley reviewed the results of the audit.

10:35 A.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management -Brian Matthews&Tom Moore
Commissioners Neatherlin,Sheldon and Jeffreys were in attendance.
• Approve the final contract amount with Zephyr,Inc.for construction of the Belfair County
Hook-up Program Group#4 project for the fmal cost of$250,184.83 and adopt a resolution
accepting construction of the Belfair County Hook-up Program Group#4 project as complete.
• Request the Board sign Amendment No. 1 to loan Agreement L1200025/L12S0025
for Belfair Treatment Plant for to 1)adjust the budget to reflect actual contract amounts;2)add a
change order allowance;and 3)extend the completion date of the agreement to allow time to
extend sewers to the developed properties off State Route 3.
• Set a public hearing for October 15,2013 for the 2014 Solid Waste Rate structure and
increase.
• Request the Board authorize Public Works to submit a grant request to the State Department
of Health for the purpose of updating Critical Aquifer Recharge Area(CARA)mapping.
• Public Works Facility roof snow-stops
• Update Power of Attorney Form for Tahuya River Road grant funding
• Belfair Wastewater Project
• Position additions

11:00 A.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Neatherlin,Sheldon and Jeffreys were in attendance.
• Requesting continued support for bike/pedestrian plan implementation and Safe Routes to School
Projects.
• Participation in or provide training and technical assistance to support policy,environmental and
systems changes to increase healthy eating,active living,and reduce tobacco exposure.
• Request to amend the 2012-2014 Consolidated Contracts C 16893 involving pollution,Public
Health Emergency Preparedness,Local Capacity,On-Site Implementation,

Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
• Amending the Name of Fund 120—Real Estate Excise Tax Electronic Technology fund.
11:30 A.M. Hood Canal Salmon Enhancement Group—Bob Hager
Commissioners Neatherlin,Sheldon and Jeffreys were in attendance.
• Request for a letter of support to the Department of Ecology for the Hood Canal Salmon
Enhancement Group's proposal to research the efficiency of nitrogen removal using a
Recirculating Gravel Filter(RGF)and Woodchip Bed System in the Lower Hood Canal.

1:30 P.M. Public Health/Department of Community Development—
Vicki KifkpatrickBarbara Adkins
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
• Discussion regarding placement of Environmental Health personnel in the Permit Assistance
Center. Staff provided Department costs and impacts for consideration and Commissioner
direction. Commissioners agreed that Environmental Health should be present in the Permit
Center full time with the caveat that it be monitored over the next few months to evaluate its
success.
2:00 P.M. Youth Empowerment Services
Commissioners Neatherlin, Sheldon and Jeffreys were in attendance.
• Youth Empowerment Services(Y.E.S.)staff presented a proposal for Y.E.S.to occupy the former
Catholic Rectory building for a lease period of three years. Y.E.S. is an umbrella organization that
administers four main programs to at-risk and homeless youth.

10:30 A.M. Skate Park Briefing
Commissioners Neatherlin,Sheldon and Jeffreys met with Mr.Massey,Shelton School District
Superintendent,Dave O'Leary,City of Shelton Administrator,John Keates,Mason County Parks,
Mark Ziegler,City of Shelton Parks to discuss the Skate Park and moving the park management to
the City of Shelton. Currently the County leases the property,which is in City limits,from the
School District.
The Commissioners then brought up the proposal from Youth Empowerment Services to occupy
the Rectory building. Because this building is in the City limits it was suggested the County lease
the building to the City and the City can lease it to Y.E.S.
Superintendent Massey brought up the issue of maintaining the Shelton High School pool.

11:30 A.M. Public Works—Brian Matthews
Commissioners Neatherlin, Sheldon and Jeffreys met with Public Works staff to discuss the Public
Works reorganization proposal.
