Monday,August 26,2013 9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Sheldon and Jeffreys met with Bill Kenny from 9:00 a.m. to 9:40 a.m. in Closed Session for a labor discussion. 9:30 A.M. Central Operations-Diane Zoren Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • Scheduled a briefing regarding the Skate Park for September 101h. • Green Diamond letter of support for conservation easements. • Squaxin Island deed of transfer. • Timberland Regional Library program presentation to be added to future agenda. • 2014 budget requests will be presented at the September 31d meeting. The Board agreed to start budget workshops in October. 9:45 A.M. Sheriff's Office/Facilities&Grounds—Sheriff Salisbury/Frank Pinter&John Keates Commissioners Neatherlin,Sheldon and Jeffreys were in attendance. • Discussed proposed contract with Johnson Controls for jail HVAC mechanical system upgrade and potential expansion. Project costs and funding streams were identified. 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was absent. The following items were reviewed: • Request the Board execute a resolution extending the closure of Tahuya River Road for two weeks (Reopening at 4:30pm Thursday, September 12,2013)to complete the installation of the aluminum pipe arch. • CARA Mapping • Request the Board authorize a Request for Proposals for a system integrator to develop,implement and provide hardware/software equipment for controls and communications for the North Bay pump stations and treatment plant. • Solid Waste Rates • Health Department Solid Waste Fees BREAK 11:30 A.M. Department of Community Development—Barbara Adkins Commissioners Neatherlin,Sheldon and Jeffreys were in attendance. The following items were reviewed: • Staff seeking approval to place News Release announcing HP Commission vacancies on September 3,2013 regular Meeting Agenda. • Staff seeking approval to place Mason County Cemetery District#1 Heritage Grant application on September 3,2013 Action Agenda. • Reduction of Permit Fees-An issue that was brought to the Commissioners in March responding to a citizen request for reduced permit fees. At the initial briefing the Commissioners tabled the discussion for a later date to review additional information. At the recent urging of the citizen,the issue was brought back for re-consideration. Commissioners directed staff to not prepare or propose any policies or ordinances that would reduce or waive permit fees. Board of Mason County Briefing Meeting Minutes August 26,2013 ` • Planning Advisory Commission—Staff seeking Commissioners' consideration to appoint Cynthia Brehmeyer to the Planning Advisory Commission. • Shelton UGA Expansion—Staff seeking approval to place a Memorandum of Understanding on the September 10,2013 Action Agenda. This MOU is a four-party agreement that would allow the necessary studies and reports in preparation of an application to expand the Shelton UGA. Of specific concern was the funding source associated with the MOU. The County would be responsible for a portion of the costs,and Commissioners directed staff to confirm its funding eligibility. BREAK—NOON 1:30 P.M. MACECOM—Mike Evans and Pam Boad Commissioners Neatherlin and Jeffreys were in attendance. Cmmr.Sheldon was absent. • Discussion of the renewal of the E911 contract. 2:00 P.M. Public Works/County Road Administration Board(CRABoard) Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. • Jeff Monsen from CRAB explained how County Road funds function and provided information on the road levy,levy diversion and levy shift. Tuesday,August 27,2013 3:00 P.M. Sheriff's Office—Frank Pinter Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. • Discussion of the Sheriff s office request to reclassify a Chief Civil position to a Chief Criminal position. Frank confirmed that the existing budget can cover the additional cost.
