Monday,August 12,2013 9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin and Sheldon met in Closed Session with Bill Kenny for a labor discussion. Commissioner Jeffreys was absent. 9:30 A.M. Auditor's Office—Theresia Ehrich Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffieys was absent. The following items were reviewed: • Answered questions on July five year comparison,revenue and expenditure reports. Still receiving 3%less in sales tax year to date compared to previous year.$2 million interfund loan from ER&R to Road fund still outstanding. • REET recaps,tax up from the previous year,however not enough in fund to transfer bond payment. • Budgets due by law by departments today for input. $1.7 million dollar Current Expense budget difference at this time for 2013.Do not know ER&R rates given to county,however the 2014 budget difference may be from 2.5-3 million with rate included.One elected's department received rates that are higher than their total operational budget at this time. Some departments are submitting supplemental budget requests for operational costs instead of extra items. • Discussed staffing totals and reductions since 2009 until the present. 9:45 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was absent. The following items were reviewed: • Pooled vehicles vs.take home vehicles. • IT Coordinator salary range. • Care and custody costs related to inmates and mental health issues and PREA—Prison Rape Elimination Act Jail Standards and the impact to Mason County. 10:00 A.M. BREAK 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was absent. The following items were reviewed: • Interlocal agreement with Port of Grapeview for maintenance services, emergency assistance, sign materials and fabrication. • Skokomish General Investigation(GI)Study—cost sharing. 10:30 A.M. Probation Services—Sonja Miles Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffi•eys was absent. The following items were reviewed: • BECCA contract 10:45 A.M. WSU Extension/Noxious Weed Board-Pat Gruver Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was absent. The following items were reviewed: • USDA Forest Service agreement for$13,402 for continuation of noxious weed control. . b Mason County Commissioners' Briefing Meeting Minutes August 12,2013 11:00 A.M. Public Health&Human Services—Lydia Buchheit Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was absent. The following items were reviewed: • Staff briefed commissioners on a personal service contract funded by our Public Health Emergency Response Plan(PHERP)contract for 2013-2014 to cover the writing and revision of plan deliverables for the contract as well as creating and providing onsite staff trainings,also part of required deliverables.Plans for revision include: Continuity of Operations Plan,Medical Countermeasures and Material Management Plan,Alternative Care Facility Planning,and the Comprehensive Emergency Response Plan. • Health will pay the contractor the amount of$60.00/hour for planning/training services for a maximum consideration of$15,000 through June 30,2014. The funding will come from our current 2013-2014 PHERP contract which is in the amount of$75,152.There are neither.match requirements nor county expense dollars with this contract. 11:10 A.M. Facilities,Parks&Trails—John Keates Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was absent. The following items were reviewed: • Provided the Commissioners with updated information concerning the Skatepark lease. • Fudge Point Planning was tabled until Commissioner Jeffreys could attend. • Presented a bid of about$20,000 from Mason County Public Works to chip seal the entry road at Oakland Bay Park.The work would be done during the 2014 chip seal program.The request was approved.Funding would come from REET II. • Provided the Commissioners with an update on the timber sale.Keates and Paul Graves are working with an owner to gain permission to cross his property to harvest a 26 acre County parcel. • Energy Project for the Jail:Keates provided the Commissioners with additional information in preparation for the August 19 Finance Committee meeting.
