9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin and Sheldon met with Bill Kenny from 9:05 a.m.to 9:35 a.m.in a
Closed Session for a labor discussion. Cmmr.Jeffreys was absent.
9:30 A.M. Central Operations-Diane Zoren
Risk Management-Dawn Twiddy
Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was
absent.
The following items were reviewed:
• Timberland Regional Library(TRL)is asking for concurrence with Thurston County's
appointment of Rebecca Connolly to the TRL Board of Trustees. Commissioners concurred.
• Commissioner's 2014 budget submittal was reviewed. To meet the budget guidelines,money
was reallocated from the Commissioners'benefit budget line.
9:45 A.M. Property Management—John Keates
Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was
absent.
The following items were reviewed:
• Steve Bloomfield and Jim Gibbons from Seattle Shellfish along with John Keates briefed the
Commissioners on a possible land swap for tidelands. John will work with Bloomfield and
Gibbons on a formal proposal.
• John also briefed on site planning for WA State Parks property at Fudge Pointe.

10:20 A.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management-Brian Matthews&Tom Moore
The following items were reviewed:
• Interlocal Agreement between Mason County and the City of Shelton for reimbursable work,
supplies and/or rental of equipment.
• Road Vacation No.385-Request the Board accept the recommendation of the Hearings
Examiner in granting the vacation of a remaining roads and alleys in the plat of Beachmont in
Mason County.
• Road Vacation No.386-Request the Board accept the recommendation of the Hearings
Examiner in granting the vacation of a portion of Fifth Street,Hood Canal Land and
Improvement Company's plan of Union in Mason County,Washington.
• Hearing for Private Line Occupancy Permit for Richard and Jeanette McCallum for a sewer
line at 311 NE Landon Drive in Belfair,Washington.
10:45 A.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was
absent.
The following items were reviewed:
• Staff briefed Commissioners on the recreational swimming and shellfish closure on Friday,
August 2,2013 at Potlatch State Park,Minerva Beach,and other areas affected by high fecal
counts. The source of the contamination has been determined by the State Department of
Health to be the large onsite sewage system serving the Minerva Mobile Home Park. The
State Department of Health has jurisdiction because it is a large on site system.

• Staff briefed Commissioners on the desire of the Mason County Children's Dental Coalition
to donate$7,466.31 to the Health and Human Services Department to support oral health
activities which will be undertaken by Mason County Public Health and Human Services.
The Children's Dental Coalition is going through the process of dissolving its 501 c3 non-
profit organization and this donation is consistent with the Coalition's bylaws.
• Staff briefed Commissioners on the retirement of one of the Health and Human Services
Department's clerical employees and requested permission to refill the position with a
Clerical I. All but a very small fraction of the position is funded by grant funding for work
performed directly for the grants. Less than 1%of the position is funded with non-grant
funds. Staff further confirmed that the Human Resources Director has approved filling the
position. Commissioners approved filling the position.
• Staff gave the Commissioners a heads up that Mason County is eligible and will be receiving
state substance abuse Prevention Redesign Initiative funding for a.5 FTE Coalition
Coordinator who will work with the Community and with ESD 113 which also has a grant
funded position to work in the Shelton School District. Mason County's Shelton School
District has been identified as a community at risk and therefore eligible for funding from this
five year grant beginning in 2013. The funding will come to Mason County Public Health
and Human Services through a contract with the Thurston County Public Health and Social
Services Department. Thurston County Public Health and Social Services,through an
interlocal agreement with Mason County,provides state and federal funded programs for both
Thurston and Mason Counties. Commissioners approved the funding pending looking at the
contract when it comes from Thurston County to Mason County.
11:00 A.M. District Court—Judge Meadows/Patsy Robinson
Commissioners Neatherlin and Sheldon were in attendance. Commissioner Jeffreys was
absent.
The following items were reviewed:
• Probation Services case management system. Commissioners approved placing this on the
agenda.
• 2013 Budget Supplemental request for District Court. After discussion,District Court will
continue to monitor their bottom line budget and if necessary,bring back the request in the
next few months.
