HomeMy WebLinkAbout2013/05/27 - Briefing BOARD OF MASON COUNTY COMMISSIONERS'BRIEFING MINUTES Week of May 27,2013 According to staff notes,the following items were discussed. Monday,May 27,2013 No briefings due to the Memorial Day holiday. Tuesday,May 28,2013 9:30 A.M. Central Operations/Risk Management—Diane Zoren/Dawn Twiddy Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. The following items were reviewed: • Objection to liquor license for new liquor license application for Miles Distilling in Belfair. Staff is recommending the Board amend tonight's agenda to voice objections to the liquor license to allow time for the applicants to meet with Community Development and meet the county permitting requirements. • Belfair Sewer Advisory Committee. The Board agreed to make appointments at the June 4 meeting. • Lodging Tax Advisory Board. Staff will make sure the two generators that applied pay the lodging tax. Staff will bring this back for discussion in a couple of weeks. • Housing Authority position. The Board had no issues with appointing Janet Thompson. • Status of timber sale. Staff explained that the bidders are asking what the next step will be. There was discussion on whether to use a timber cruiser or not. Diane will see if John Keates is available following the Commission meeting to brief with the Board. • Risk Management Policy. The Board had no questions on the revised policy and staff will place on the June 4 agenda for adoption. 10:00 A.M. 2013 Budget Review—Treasurer—Lisa Frazier Commissioners Neatherlin, Sheldon and Jeffreys met with Lisa Frazier to review the Treasurer's 2013 budget. 10:45 A.M. Treasurer/Utilities&Waste Management—Lisa Frazier/Brian Matthews&John Cunningham Commissioners Neatherlin, Sheldon and Jeffreys were in attendance. Belfair Sewer Finances were discussed. Lisa Frazier recommended the Board hire a professional to conduct a financial analysis. Lisa also commented that she doesn't see how this system can be self-sustaining without raising the sewer rates. Cmmr. Sheldon brought up using additional .09 Funds. John Cunningham said he can come up with a couple of scenarios exploring options. There was also discussion of including the cost for the jail maintenance project in the bonding option. Staff will contact Allan Dashen for a financial analysis and a briefing will be scheduled. :,fir 11:45 A.M. Public Works—Brian Matthews Commissioners Neatherlin,Sheldon and Jeffreys were in attendance. The following items were reviewed: • Request the Board authorize.Public Works to use the County MRSC Consultant Roster to hire a Design Consultant for the Simmons Road project(CRP 1861)waterline design. • Cove Drive(County Road No.27170). • Bid Awards Utilities&Waste Management • Approval of Amendment#2 to Coordinated Prevention Grant(CPG)Agreement#G1200379 with the Department of Ecology revising the grant language to allow grant proceeds to be used to reimburse the County for a portion of the cost for collection and recycling of mercury containing lights. Cmmr. Sheldon left to attend another meeting. Board of Mason County Commissioners' Briefing Meeting Minutes May 27,2013 11:30 A.M.Noon Department of Community Development—Barbara Adkins Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. • Initial introduction of pending changes to Title 14 that affect buildings codes. Commissioners suggested making community outreach efforts to the local building community,and to continue the briefing to review the changes and receive more information. 2:00 P.M. Hood Canal Coordinating Council—Patty Michak&Scott Brewer Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. Barbara Adkins was also in attendance. • Patty Michak&Scott Brewer from the Hood Canal Coordinating Council briefed the Board on the In-Lieu Fee Mitigation Program. 6:30 P.M. Executive Session—RCW 42,30.110(1)(g)personnel Commissioners Neatherlin, Sheldon and Jeffreys met with John Keates in Executive Session from 6:30 p.m.to 6:41 p.m. Facilities&Grounds Briefing—John Keates Commissioners Neatherlin,Sheldon and Jeffreys were in attendance. • Logging Non-Binding Bids. Mason County has received three bids from a recent bid process to log county owned property. There was discussion on the bid prices,merits of using a forest consultant and other issues. Some unknowns involved permitting,timber cruise,property lines and survey,property access. The Commission is interested in pursuing the merit of accepting the high bid,especially since timber prices are favorable. Commissioners talked of possibly hiring a professional forester to be the county's project manager or representative in this process should the Commission decide to proceed with the logging. Keates will speak with Commissioner Neatherlin about the conversation he had with the high bidder and will speak with forest consultants about serving as the county's representative or project manager.
