This permit is granted pursuant to the Resource Ordinance (Chapter 17.01 MCC) and nothing in this permit
shall excuse the applicant from compliance with any other federal, state, or local statutes, ordinances, or
regulations applicable to this project, but not inconsistent with the Resource Ordinance. The permit may be
rescinded pursuant to the event the permittee fails to comply with the conditions of this ordinance.

Enclosed is the SEPA checklist with updated plan as well as information you requested. It seems that
there has been some misconception about what this project has evolved into. As you look through the
checklist I hope you will find that it still might fall under the JARPA protocols. If not then please
continue with the SEPA process as we have discussed.
As you can see we are constructing a by-pass channel and not realigning the channel. The total amount
of removal for the channel (less than 60 feet)will be less than 50 cubic yards with the addition of 14
cubic yards of streambed gravel. The wood will be used to stabilize the bank and help direct the stream
as well as create additional habitat.
I hope this will help with your determination on this project.

Doris, I left a message for Neil today. Based on Bob Barnards findings I am hand delivering the SEPA
checklist to Chuck McCoy this afternoon. The County will be lead agency on this SEPA. I had hoped we
could tweek this to fit under the Streamlined process but it does not appear that we can.

I spoke with Teresa on Wednesday&we both communicated with Neil on Thursday. Teresa suggested to
Neil two options to move things along:
1. Re-design to meet streamline permit criteria. She seemed to think that Gloria & BobB had ideas on how
this could be done. I'm not getting that impression from the emails included in this message though. She
thought she could immediately process if the right changes were made.
2. Find out if permits were required from Mason Co. (putting the county as lead agency) and get that going
asap. If no permits from Mason Co, let's get that in writing asap so that we can move things along on our
end.
Neil seemed to be going down the revised project path, but I'm not feeling confident based on emails
below.
I'm "involved" as the agency liason to the RFEG but trying not to interfere with the permit process. Please
keep me informed & let me know how to help this project move forward. It's not a great project overall, but
the HCSEG wants to do it primarily to start working with an important landowner in the overall goal of
protection & restoration of the Union River watershed. From that angle, I hope they are able to get it done
this summer.

go out there to look at this, so this will have to do.
I understand that this is a depositional area and that there may be a tendency for the ck to move off to the
right. Digging a relief channel (the current proposal) may reduce flood elevations and keep more of the
water in the current alignment. My intuition tells me that it will be short-lived, increasing deposition by
splitting flow. Other alternatives include creating a dike along the roadway(fewer impacts than the original
dike proposal)or raising the road.Another is to realign the stream down the path that the flood flows take
now(I admit that I know nothing about the topography here and this may be impossible). These other
alternatives would require a whole new design effort and probably a new permit/funding cycle.
As a temporary, inexpensive, possibly successful design, I support the current proposal.
I don't think this project meets RCW 77.55.181 specified tasks. The LWD is small and an ancillary addition
to the project. One could view the stranding of fish as a "blockage," but certainly not in the common use of
