Monday,March 4,2013 8:30 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation Commissioners Neatherlin and Jeffreys met in Executive Session with Bill Kenny and Tim Whitehead from 8:30 a.m.to 9:00 a.m. Cmmr. Sheldon was absent. 9:00 A.M. Central Operations-Diane Zoren Risk Management-Dawn Twiddy Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. The following items were reviewed: • The following calendar items were reviewed:MCSO Public/Private Partnership Program presentation on March 12 Commission agenda; Closed Session at 8:30 a.m,on Monday,March 11 (labor discussion);Sheriff Salisbury would like to present Sheriff awards at April 9 meeting. (Business of the Year,meritorious,2 volunteers,recognition of retiring chaplain);March staff training(MUNIS &Risk Pool)and vacation schedules. • Pacific Mountain Workforce—Matt Matayoshi is requesting appointment to PMWDC for himself and Steve Bloomfield. • Shelton Chamber of Commerce State of Community on March 21,6:00 p.m.—Cmmr.Neatherlin will be the speaker. • Courthouse Security Committee is recommending the Courthouse building be opened at 8:15 a.m. to address overtime issues with weapons screening officers. The Board asked that a resolution be placed on the agenda. 9:30 A.M. Facilities,Parks&Trails—John Keates Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. The following items were reviewed: • Provided the Commissioners with an advance copy of the letter from the Fairgrounds Finance Committee,which met later that day at 1:30 p.m. • Requested permission to move forward with a project to begin renovation of Sandhill Fields#1 and#2.To do this,a contract with Bob Droll was requested to begin design,permitting,bid specifications,bidding and project management.The Commissioners provided authority to do so. • Provided the draft of the RFP for Real Estate Services. • Shared the bid results for the courtroom in the basement of the courthouse. Construct,Inc of Lacey was the low bidder. • Shared a letter for property on Harstine Island that the Theater Group will not use.The County will now get the property back and Keates suggested surplussing the land. • There is a buyer interested in some land that is owned by the count),and was being eyed as a possible trade for the Simpson Recreation Park. Since that deal is dead and no trade pending,the County still has a buyer for the land.Keates asked if the Commission would be interested in selling the property and the Commission indicated yes. • Informed the Commission that he has an interested buyer for the former Mason 4H Building on Highway 101. 10:00 A.M. BREAK, 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management -Brian Matthews&Tom Moore Commissioners Neatherlin and Jeffreys were in attendance. Cmmr.Sheldon was absent. The following items were reviewed: Mason County Commissioners' Briefing Meeting Minutes March 4,2013 • News release for the Surface Transportation(STP)and Transportation Alternatives Program (TAP)Fund availability. 10:30 A.M. Commissioner Discussion—there was no discussion. BREAK—NOON :ate P.M. 1:45 P.M. Fairgrounds Financial Study Committee—John Keates,Chair Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent. John Keates gave the history of the committee. The proposal includes a variety of options to fund a new facility. Operating costs were not addressed,past history shows that operating was about $350,000. Rich Adamson pointed out that how the property is planned has an impact on available funding. It has to be a facility that has high usage. There are 45 acres at the Public Works site that may be available. Eric Schallon talked about new market tax credits. There was discussion of the type of facility that is needed. It was noted the Squaxin Island event center can host some events,but not outdoor events like a rodeo. Cmmr.Jeffreys pointed out that building the facility is one consideration and then operating it has to be determined. She believes a market analysis needs to be conducted. Steve Bloomfield pointed out that long-term stable funding is necessary in order to be successful. How long the current fairgrounds can be used is up to the Port of Shelton. The Board thanked everyone for their participation and they will review the information and determine the next step. 3:00 P.M. Commissioner Discussion—as needed Commissioners Neatherlin and Jeffreys were in attendance. Cmmr. Sheldon was absent.
