HomeMy WebLinkAbout2014/08/18 - Briefing BOAR OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Mason County Commission Chambers,411 North 5th Street,Shelton,WA Week of August 18,2014 According to staff notes,the following items were discussed. 9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Jeffreys,Neatherlin and Sheldon met in Closed Session with Bill Kenny from 9:00 a.m.to 9:40 a.m. 9:30 A.M. Office of Public Defense—Susan Sergojan Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Request to hire an Office Manager for the Public Defense office. The Commissioners asked Susan to review with Human Resources and Budget Manager and they want to know the cost of the position. Susan will schedule a follow-up briefing. • Transfer of funds from the "Murder Fund"to reimburse Public Defender budget for attorney time related to homicide cases. Discussion of how to spend these funds. Cmmr.Jeffreys suggested a meeting be scheduled with those offices that have access to these funds, determine what expenses are eligible and how the process will work. Susan will meet with Frank Pinter and have a meeting scheduled. • Request to increase the rate of pay for the off-contract attorneys and investigators effective January 1,2015. Discussion of the current rates that have not increased in a number of years. The Commissioners requested what the total cost will be. • Discussion of need and timing for supplemental budget request for off-contract attorneys. Susan is anticipating a need for$125,000 before year end and she will keep the Commissioners posted. 9:45 A.M. Juvenile Court Services-Jim Madsen Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Court Appointed Special Advocate(CASA)program support funding in the amount of$60,917. Jim explained how he has been recruiting volunteers for the program. The Board approved placing the contract on the agenda. 10:00 A.M. Support Services-Bill Kenny Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Petition has been received requesting that a Lance Management District(LMD)be formed for Lake Nahwatzel. • Engagement Letter from Foster Pepper PLLC has been proposed for assistance in the process to consider forming a LMD for Lake Nahwatzel. • Ross provided an update on the Mason County wildfires. • Anticipate no change in the 2015 MACECOM Rates. • Bill addressed the challenges with employee recruitment and ability to retain Mason County employees,especially for the professional and skilled positions as the market improves. • Cmmr. Jeffreys agreed to participate on the City of Shelton interview panel for their police chief. 10:30 A.M. BREAK 10:45 A.M. Public Works-Brian Matthews &Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore • Skokomish Flood District assessment to Skokomish Tribal property. Guy Miller, Skokomish Tribal Council member and Earle Lees, Tribal Attorney,were also in attendance. Mr.Lees stated that most of the Tribal property is exempt but they believe there are some errors to the maps that should have additional tribal property as exempt. They are attempting to place these properties in trust with the Bureau of Indian Affairs(BIA)and the Flood District assessment shows up when searching the properties. A public hearing will be set to consider eliminating the Skokomish Flood Control Zone District. Board of Mason County Commissioners' Briefing Meeting Minutes August 18,2014 ® Cmmr. Sheldon brought up land slide problem on tribal land. Mr. Lees explained the process the Tribe is currently going through to update their development code. ® Cmmr.Jeffreys brought up the issue of who regulates on fee land that is on the reservation. ® Status of recruitment for Tom Moore's position. ® Citizen's Public Safety&Criminal Justice Task Force request for information on a levy shift. 11:30 A.M. Public Health—Vicki Kirkpatrick ® The Board approved the request to fill the vacated Program Coordinator position with a Health Educator. ® The Board approved placing the contract between WSU Youth in Action and the Students Against Destructive Decisions(SADD)Club to create two locally produced videos regarding prescription controlled substances on the Action Agenda.
