8:30 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Jeffreys,Neatherlin and Sheldon met in Closed Session from 8:35 a.m.to 9:05
a.m.with Bill Kenny.
9:00 A.M. Facilities,Parks&Trails—John Keates
Commissioners Jeffi-eys,Neatherlin and Sheldon were in attendance.
The following topics were reviewed:
• RCO boating grants.Discussion of the Union Boat Ramp,Jacoby Park boat ramp and Sandhill
infield project. After consulting with the Budget Manager about REET 11 funds, one of the
projects could be funded assuming future payments being made to the Belfair Sewer system.
After discussion,the Board directed John to move forward with the Sandhill infield project grant
request,if it appears the county will not receive grant funding for that project,we could look at
applying for grant funds for the Union boat ramp project. John pointed out that both grant
programs are very competitive.
• Mason County Jail DSU renovation project. Bids were received and low bidder is Construct, Inc.
in the amount of$308,000+$25,488 sales tax. That Board approved placing that on the agenda.
• Skatepark Lease. The effort to transfer the operation of the facility to the City has not succeeded.
It costs the County about$10,000 a year.The Commissioners directed John to write another letter
to the City requesting a response.
• Request for title search fees for two lots in Shorecrest,Allyn Tidelands and Squaxin Island
Tidelands. The Board approved John moving forward with title searches.
• Real Estate RFP's. Two proposals received-one from Richard Beckman and one from John L
Scott. Cnimr.Neatherlin asked this be tabled one week.
• Updates on the modular courtroom will be relocating the Coroner and Courtroom B bench. Parks
staff will be redirected downtown to work on these projects.
9:45 A.M. Noxious Weed Board-Patricia Grover
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following topics were reviewed:
• USDA Forest Service modification 5 to add$20,000 to facilitate continuation of noxious weed
control. Approved for August 12 agenda.
Commission discussion
• Cmrnr. Sheldon brought up a contract with Conservation District to remove old car bodies from
Skokomish River and the delay of paying the contract.
10:00 A.M. Support Services-Bill Kenny
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following topics were reviewed:
• News release to solicit for small festival applications for lodging tax will be on the August 12
agenda.
• Letter from Public Safety&Criminal Justice Task Force. The Board agreed to extend the
deadline for the Task Force and asked that a briefing be scheduled.
• Letter of support to Port of Grapeview for their grant application will be on the August 12 agenda.
• Frank Pinter provided an update on the 2015 budget process.
• Dawn Twiddy brought up data breach insurance coverage. The Commissioners had several
questions and Dawn will be bring back information in another briefing.
• Diane Zoren stated the LEOFF firefighter representative has resigned and the LEOFF Board is
soliciting to fill the position.
• Ross McDowell said he is in the review process for the social media policies.

10:45 A.M. Prosecuting Attorney's Office—Tim Whitehead
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Request to correct a quit claim deed from 1982 correcting the name of the Port of Grapeview on
the documents. The Board approved placing this on the August 12 agenda.
11:00 A.M. Lake Nahwatzel Lake Management District—Nancy Neraas,Foster Pepper
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
Nancy Neraas and Hugh Spitzer from Foster Pepper attended via teleconference.
Jordan Rash introduced the topic of the creation of the LMD. There are questions on the creation
of the LMD. Nancy Neraas talked about the process. If LMD fails,cost of Foster Pepper would
be split between Green Diamond and Lake Nahwatzel. The County would be the client of Foster
Pepper. The estimated cost for Foster Pepper services is$2500. Bob Dick stated that Friends of
Lake Nahwatzel is circulating a petition. Ms.Neraas stated this would be a special assessment for
about$835,000. Bob Dick stated they are looking at assessing those properties that are waterfront
or have access to the lake. There was a discussion of how much per$1,000 assessment. Hugh
stated the LMD is assessed by increase to value of project. Lisa Frazier stated if this is billed as
special assessment,the Treasurer fee is up to$4 per parcel. The next step is for Foster Pepper
draft an agreement for the Board to consider. Green Diamond would sell the property to a
developer,the developer would make four lots of the 248 acres. Those lots would not pay the
assessment. There was discussion of impact to property values.

2:00 P.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management-Brian Matthews&Tom Moore
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following topics were reviewed:
• Approval of the Interlocal Agreement between MACECOM and Mason County for Geographic
Information System Services Data Conversion. This will be brought back at a later date.
• Request the Board authorize the following culvert replacement projects:
CRP 1993 -Shelton Matlock Road(Milepost 8.03, County Road No.90100),
CRP 1994—Highland Road(Milepost 1.47,County Road No. 04450)and
CRP 1995—North Shore Road(Milepost 6.92, County Road Number 70390)
and the Chair to sign all pertinent documents and authorize the Public Works County Engineer to
advertise,set bid dates/times,award contract and any time-extension change orders.Contract
awards will be announced during a regular meeting of the Board. The Board approved placing
these on the agenda.
• Request authorization for the County Engineer to approve/execute the City of Shelton's plans for
the City water tanks on Public Work's property. The Board approved placing this on the agenda.
• Request authorization for the County Engineer to solicit bids for snow guards for the Public
Works Buildings,utilizing the County MRSC Small Works Roster, award,and authorize any
contract time extensions.Award to be announced at a regular scheduled Commission meeting.
• Hearing to amend the City of Shelton's Franchise Agreement to include water main and
appurtenances with Mason County's right-of-way on Public Works Drive is scheduled tomorrow,
August 5.
• Staff brought up the relocation of Belfair Water District waterlines for the WSDOT widening
project.
• Have forwarded Tom Moore's resignation effective September 30.

3:00 P.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following topics were reviewed:
® Contract with Shelton Students Against Destructive Decisions,SADD Club summer-prescription
drug take back video. The contract with Shelton ASB/SADD is$6,124 and is funded with the
Community Wellness and Prevention Grant. There was a lengthy discussion on the cost and how
it was decided to create a video. The Board approved placing the contract on the agenda but
stressed that they want to make sure the grant funds are spent wisely. Cmmr.Jeffreys would like
to have used this money to leverage other services with the Mental Health&Substance Abuse
sales tax programs.
® Contract with ESD 113 for the summer school program for Project SUCCESS which is a program
that prevents and reduces adolescent substance use and abuse.
® Complaint from Scott Grout about fishing at Hunter Farms.
® Contract amendment with the WA State Health Care Authority to extend the date to September
2015 for the Medicaid Administrative match.
3:45 P.M. Juvenile Court Services-Jim Madsen
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
® Sonja Miles briefed the Board for BECCA Bill Programs and Services. The Board approved
placing this on the agenda.
Commissioner Discussion—as needed
® Cmrnr.Neatherlin asked if anyone has heard from YES. No one has.
® Cmmr.Jeffreys asked the Board how deep does the county want to get into youth services. She is
concerned about providing human services.
® Code Enforcement Officer status.
® Crmnr. Sheldon brought up the subject of a boundary line adjustment(BLA)between Port of
Shelton and MCRA property.
® Crmnr.Neatherlin updated the Commnissioners on the West Sound Alliance.

8:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
® The topic was a boundary line adjustment the Port of Shelton did that was east of MCRA. There
was concern that the property will be used for growing recreational marijuana and will it meet all
the regulations. It was pointed out the WA State Liquor Control Board inspects before issuing
their license.
