9:00 A.M. Public Defense-Susan Sergojan
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
® Request to amend the Juvenile Court attorney services contract. The modification would result in
better representation and would save$600 per month. The amended contract will be placed on an
agenda for approval.
9:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
® Mason County Historic Preservation Commission
At the Historic Preservation Commission's(HPC)June 12th meeting, County Commission Chair
Terri Jeffreys asked staff to schedule a briefing regarding the HPC's budget.Today's discussion
focused on what historic preservation funds(collected under RCW 36.22.170)can be used for and
the HPC's budget. A copy of the HPC's 2014 budget was provided with the briefing cover sheet
and HPC Chair Rick Calvin provided a color bar graph showing four key elements(ending
balance, estimated budget, actual expenditures, and receipts)from 2009 to the present.
Commissioner Sheldon voiced support for the proposed self-funded Matlock historic survey.
When asked by Commissioner Jeffi•eys,Rick Calvin stated that he did not think that the HPC's
budget would be adversely affected if$5,000 of historic preservation funds were directed towards
the cost of re-roofing the Veteran's Memorial Hall. The Malaney/O'Neil House at Oakland Bay
Park was also discussed,though no specific amount or scope of work was discussed.
Commissioner Neatherlin stated that he would like a briefing on July 101,to discuss in more detail
the HPC governing ordinances,RCW,the HPC's budget, and the proposed,self-funded,Matlock
Historic Survey.
Commissioner Discussion—as needed
Commissioners Jeffreys,Neatherlin and Sheldon had a discussion about an April 26th letter
received soliciting Commissioner comments on another Fudge Point land acquisition by WA State
Parks.
Commissioners decided they wanted to hold a public meeting to hear about the acquisition and
citizen comments about a future state park at Fudge Point.
Topics to be addressed are:
Additional Law Enforcement services needed
Impacts of County Roads
Impacts on private shellfish farms
Impacts on Hartstine residents
Invite WA State Parks to present their plans(though they don't really have any right now). It
would also be good to have Sheriffs office there and Roads Department.
Location of meeting needs to be decided.
10:00 A.M. Probation Services—Jim Madsen
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
® Functional Family Therapy contract for professional services with Strengthening Foundations
Counseling.
® Federal Juvenile Accountability Block Grant contract(JABG)in the amount of$6,100.
® Juvenile Detention Alternative Initiative Grant.
® The above contracts will be placed on the July 16 agenda for approval.

• News release to fill two vacant position in District 3 and 4 and an expired position in District 1.
The news release will go on the July 15 Commission agenda.

10:45 A.M. PublJc Works—Brian Matthews&Melissa McFadden
Utilities&Waste Management—Brian Matthews&Tom Moore
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Road Closure on Clifton Lane for the Taste of Hood Canal, Saturday August 9,2014.Closed from
6:00am to 10:00pm
• Request approval to use the County MRSC Consultant Roster to select an On-Call
Consultant for Environmental Services for the 2014-2015 calendar years.
• Close to Final Project Acceptance for the Belfair Water Reclamation Facility and Sewer
Pond and Irrigation project.
11:30 A.M. District Court—Judge Meadows/Patsy Robinson
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Request to hire a second District Court Probation Officer. Workload information was provided
along with revenues collected for probation services. The anticipated cost increase for the
remainder of 2014 is$40,499. The Commissioners asked Patsy to meet with Frank Pinter to
review the budget and schedule a follow-up briefing.
BREAK—NOON
2:00 P.M. Support Services—Bill Kenny
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
• Discussion of 2015 Budget Guidelines. Commissioners Jeffreys and Neatherlin agreed to budget
the expenditure levels at status quo with June 30,2014 data. Medical and COLA increases for all
but will need to be absorbed in 2014 bottom line. Frank is projecting a revenue of$26,473,908 for
2015. Departments will need to provide strategic goals and objectives for 2015. Budget requests
are due to the Auditor's office by August 11.
