Monday,May 19,2014 9:00 A.M. Facilities,Parks&Trails—John Keates Commissioners Jeffreys and Neatherlin were in attendance. Cmmr. Sheldon was absent. The following items were reviewed: • John is pursuing a timber analysis on the Highway 10 1/102 parcel. Cmmr.Neatherlin will initiate a title search on the parcel to determine any restrictions. • Discussion of energy audits of county buildings. • Update on facility project priorities determined at last week's study session. John will work with the Coroner for the relocation to Building 3 basement. The Courthouse basement courtroom is ready to proceed,but funding needs to be identified, • Informed the Board there is a parcel near Kennedy Creek that citizen's are hoping to preserve and they may attend the Commission meeting. 9:15 A.M. Executive Session—RCW 42.3 0.110(1)(b)Real Estate Cmmr. Jeffreys and Neatherlin met in Executive Session from 9:35 a.m.to 9:50 a.m. on a real estate matter. 930 A.M. Juvenile Court Services—Mike Dunn/Jim Madsen Commissioners Jeffreys and Neatherlin were in attendance. Cmmr. Sheldon was absent. The following items were reviewed: • Contract with Skokomish Tribe that would allow the tribe to use juvenile detention for a fee. • Commissioners asked Jim Madsen to return at 1:30 p.m.today to talk about his proposal for the juvenile detention center, 9:45 A.M. Support Services -Bill Kenny Commissioners Jeffreys and Neatherlin were in attendance. Cmmr. Sheldon was absent. The following items were reviewed: • Request for proclamation for Amateur Radio Week June 23-29. Board is good with placing on a June agenda. • Open Government Training Act—effective July 1. Staff is gathering training information from the Attorney General's office to be in compliance with the Act and will circulate information to all offices. Discussion of whether to require the advisory committee's to schedule the training at an advisory committee meeting or allow the members to view the training on their own. This will be brought back to the June 2 briefing. • Frank Pinter provided financial information as of April 2014. • Budget hearing to account for E91 I revenues will need to be scheduled. • Workers' Compensation Retrospective Rating Program status. 10:30 A.M. BREAK 10:45 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Jeffreys and Neatherlin were in attendance, Cmmr. Sheldon was absent. The following items were reviewed: • Utility Easement Agreements between the County and the.City of Shelton for the following easements on parcel number 42202-10-00020: 1. City Easement at the intersection with Dayton Airport Road and Public Works Drive for water main. Board of Mason County Commissioners'Briefing Meeting Minutes May 19,2014 2. City easement on Public Works Drive for the future City water tanks on Public Works property. There was discussion of the agreements and the Board is good with moving forward with one of the easements and the other needs additional briefing. • Log Yard Road • Two positions that need to be filled that are budgeted. Additional information will be provided. 11:30 A.M. Shelton Chamber of Commerce—Heidi McCutcheon Commissioners Jeffreys and Neatherlin were in attendance. Cmmr. Sheldon was absent. The following item were reviewed: • Quarterly tourism report on visitor information services and joint tourism. Cmmr. Jeffreys would like the LTAC notified of future briefings when the tourism report will be presented so they can attend. The report will be forwarded to the LTAC members. Commissioner Discussion—there was no discussion. 1:30 P.M. Juvenile Court Services-Jim Madsen Commissioners Jeffreys and Neatherlin were in attendance. Cmmr. Sheldon was absent. The following item were reviewed: • Remodel plans and usage of the juvenile detention center. Commissioner Discussion—Commissioners Jeffreys and Neatherlin discussed the following items: • Application to the Public Safety Citizen's Task Force from Dean Byrd. • Letter regarding BHR.
