Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Jeffreys,Neatherlin and Sheldon met with Bill Kenny from 9:00 a.m.to 9:30 a.m. in a Closed Session for a labor discussion. 9:30 A.M. Family Recovery Court-Harris Haertel Criminal Justice Treatment Account—Joe Avalos Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Mr.Haertel introduced Joe Avalos who is the Alcohol&Drug Coordinator for Thurston and Mason Counties. Mr.Avalos talked about the Mason County Criminal Justice Treatment Account(CJTA)Strategic Plan for 2014-2020 that is due for completion by July 2014. This fund supports the Mason County Adult Drug Court for treatment services. The request was for the Commissioners to approve that Northwest Resources be a part of the planning cormnittee and for Susan Sergojan to appoint a representative from her office to attend the meetings. This will be on the May 13 agenda. Recess from 9:53 A.M.to 10:00 A.M. 10:00 A.M. Support Services -Bill Kenny Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Resolution for 3`d Superior Court judge effective January 1,2015 will be placed on the May 13 Action Agenda. Tim Whitehead has been in contact with Secretary of State and will forward the approved resolution that will start the Governor appointment process. • Mason Lake Lake Management District-a request has been received from Tacoma Power to remove a parcel that has no lake access. A resolution will be on the May 13 Action Agenda. • Lodging Tax-Request for Proposal forms for Visitor Information Center(VIC)and General Tourism and Small Festival applications. Approved by the LTAC on May 1. A call for RFP's will be on the May 13 Action Agenda. • Date for annual Employee Service Awards will be Tuesday, July 15 @ 2 p.m., Colonial House. • Proposed May 12 and 13 Study Session Agenda will be circulated. • Facilities&Grounds is seeking permission to call for bids for the Jail DSU project. John Keates is not available today and would like this on the May 13 Action Agenda. 10:30 A.M. BREAK 10:40 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Bid award for the Belfair Salt Shelter in the amount of$16,928. • Public hearing is next week to amend the franchise agreement with the City of Shelton to include the Shelton Springs water line. • Planning meeting for the June 20 PRTPO tour of Mason County transportation needs is this Wednesday,May 7 at 10 a.m. • Wilson Recycling opening up a transfer station for garbage and recycling. There are regulations that have to be met. Board of Mason County Commissioners'Briefing Meeting Minutes May 5,2014 11:15 A.M. Public Health&Human Services—Vicki Kirkpatrick Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Reviewed contract changes that will be placed on the May 13 agenda. • Shellfish harvest closures due to the amount of rain. • Met on site with the Hoodsport IGA to discuss two issues they had with a recent health inspection. • Information on green business awards. 11:30 A.M. Sheriffs Office—Sheriff Salisbury/Chief Haugen Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Discussion of the Sheriffs Declaration of State of Emergency for the Mason County Jail due to the staffing levels and jail population. The population is capped at 104 inmates,including Swift& Certain and City of Shelton inmates. • Cmmr. Jeffreys asked about the impact to Swift and Certain revenues. Chief Haugen stated they are still taking Swift and Certain inmates. Undersheriff Barrett stated they believe they can still take enough Swift and Certain inmates to meet the bond financial obligations. $146,000 is the bond payment. • Chief Haugen explained some inmates have been transferred to other facilities or placed on electronic home monitoring to alleviate the problem. They are actively recruiting new hires and the timeline was discussed. They estimate the population cap will be in effect at least six months. Sheriff Salisbury pointed out that transferring inmates to other facilities impacts staff. • Have met with City of Shelton on how to meet that contract. • Judge Sheldon suggested a work group be created to discuss the jail problem and options to mitigate the problem. • Discussion of video arraignment. 11:45 A.M. Commissioner Discussion—there was no discussion. BREAK—NOON 2:00 P.M. Youth Empowerment Strategies Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Proposal for Mason County to lease the former Rectory building to St.David of Wales Episcopal Church for a one-year trial lease period for$1 a year and the County would pay the utility costs. The HOST program would be the lead agency for the youth services. The proposal also includes turning the adjacent parking lot into an edible park. • Cmmr.Neatherlin expressed concerns with the current use of Building 2 by Youth in Action. Miles Nowlin stated it would be a different group that would run the youth services in the Rectory building. • Delpbina Liles stated she has been in contact with the City of Shelton staff on what zoning and other requirements are necessary. • Cmmr.Neatherlin suggested the cost be determined up front so we know if it's affordable. • The initial use would be office space and class rooms with the potential for housing homeless youth in the future. • Patti Case,representing Green Diamond and St. David of Wales, spoke in favor of the youth programs that Miles and Delphina have been working on. • Cmmr. Sheldon brought up the new Transit Center and believes a lot of young people will be there. He would like a list of acronyms,a map of parcels and how the various owners would interact. He brought up the homeless prevention monies and questioned if all these youth groups interact so more money is spent on services,not administration. • Cmmr. Jeffeys would like to know the types of services that would be housed in the Rectory building and what renovations they are proposing. Board of Mason County Commissioners'Briefing Meeting Minutes May 5,2014 ® Cmmr.Neatherlin suggested the Commissioners direct John Keates to meet with the City of Shelton and he would like accurate utility costs. 2:30 P.M. Department of Community Development—Barbara Adkins Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. City Commissioner Mike Olsen was also in attendance. • Shelton Urban Growth Expansion Proposal. An industrial lands study was conducted in 2006 that indicated there was not an adequate amount of industrial lands in the Shelton UGA. A partnership was created to contract with ECONorthwest to look at the industrial lands and the possibility of expanding the Shelton UGA. So far, it has been determined that recent industrial related development has been modest and in aggregate,there is likely enough land to meet likely future needs and most of the existing supply is within the Shelton UGA. ® Cmmr.Neatherlin stated there is a need for industrial land that can be owned by private owners. ® Cmmr. Jeffreys stated the question is if this study should be put on hold and look at the UGA during the Comprehensive Plan update. 3:00 P.M. Commissioner Discussion—there was no discussion.
