Glenn Kietzer, Appellant, was not present at the hearing. IdaMae Jensen, Assessor's Representative, and Assessor Patti McLean were present. The Appellant is appealing an increase of value in one year of$3,665 when there have been no significant changes in the property. This property was purchased by the Appellant, in an arm's length transaction, on September 10, 2020, for $40,000. The Assessor stated that the subject parcel includes 1.20 acres, of which 0.33 are located on the waterfront, and 0.87 acres are located across the North Shore Road. She further stated that the 100' of saltwater frontage and the 100' of tidelands are driving the majority of the value. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $25,225 and improvements at $0 for a total of $25,225 for the subject parcel.
