Monday,March 31,2014 9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Jeffreys and Sheldon met in Closed Session from 9:02 a.m.to 9:18 a.m. for a labor discussion. Commissioner Neatherlin was absent. 9:15 A.M. Department of Community Development—Barbara Adkins Commissioners Jeffreys and Sheldon were in attendance. Commissioner Neatherlin was absent. • Grant application for submission to the WA State Department of Commerce. This is a $48,000 reimbursable grant to fund the first half of a two-year process to update the Mason County Comprehensive Plan. Barbara will be the point of contact for this project. Cmmr. Jeffreys brought up the possibility of involving the Economic Development Council for the review process. Discussion of outreach to the public to gather input on what areas the public believe need review. A letter of support is needed. • Cmmr. Sheldon brought up the house removal on Highway 101. Tom Davis talked to Barbara on Friday regarding the process. Wells Fargo is moving ahead on removing the house,but Barbara is prepared to use the abatement process,if necessary. • Code Enforcement Officer-Cmmr. Sheldon requested monthly reports on the number of new cases,number of resolved cases and status of backlog. He brought up the language that allows this position to do other duties and he suggested adding "with Commissioner approval." Cmmr. Sheldon wants the position to focus on code enforcement. 9:45 A.M. Support Services -Bill Kenny Commissioners Jeffreys and Sheldon were in attendance. Commissioner Neatherlin was absent. • Proclamation for Volunteer Week will be placed on agenda. • Resolution deleting Fund 127(Cumulative Reserve—now budgeted in Non- Departmental)&deleting Fund 130—Murder Fund(now budgeted as a Current Expense Department). • Current Use hearing on Tuesday,April 1. Two recommended motions—one for approval and the other to deny one application due to non-payment of fee. • The shellfish lease will be updated to include language that Seattle Shellfish will supply quarterly harvest reports. • Cmmr.Jeffreys stated she has contacted the Coroner and he is ok if his office needs to be relocated and he indicated he would like a second computer. • Cmmr. Sheldon stated he would like a Risk Pool update included in next week's briefing. 10:00 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Jeffreys and Sheldon were in attendance. Commissioner Neatherlin was absent. • Public notice for the spring application of herbicides for vegetation control along county roads on or after May 1,2014. Ms.McFadden supplied a fact sheet. • Request authorization for Public Works to Purchase off of the Washington State Contract two truck mounted electronic message reader boards.Estimated cost is$20k-$25. Ok for agenda. • Request the Board authorize the Chair to sign the Title VI Non-Discrimination Agreement Annual Accomplishment and Update Report.Reporting Period May 1,2012 to April 30,2013. Board of Mason County Commissioners' Briefing Meeting Minutes March 31,2014 ® Request to set a public hearing to consider amending the Franchise Agreement between the City of Shelton and Mason County that will include the Shelton Springs water line and the upcoming Mountain View Water Tank project on Public Works Drive. Ms. McFadden stated they are waiting for information from the City of Shelton and Cmmr. Jeffreys stated she wants to see the franchise agreement prior to the hearing being set. ® 2014 Annual Bridge Report-Fred Perryman has been certified as a bridge inspector. The bridge report was reviewed. ® Accounting Tech I position will be filled. Today is Karen Dowling's,Finance Manager, last day. ® Update on a recent Search and Rescue event. ® Notification of dam warning exercise. ® Letter to Corps of Engineers is being drafted regarding the General Investigation study. Also drafting a letter to Betty Whiting regarding the flood control district.
