Monday,March 10,2014
9:00 A.M. Closed Session—RCW 42.30.140 (4)Labor Discussion
Commissioners Jeffreys,Neatherlin and Sheldon met with Bill Kenny in Closed Session
from 9:10 a.m.to 9:35 a.m.
9:30 A.M. Department of Community Development—Michael MacSems
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following items were reviewed:
• News release for the National Historic Preservation Month will be placed on the March
18 agenda.
9:40 A.M. Commissioner Discussion
Cmmr. Sheldon brought up the lake management district and the multi-family housing
bills that are moving through the legislative process. The bills are in the concurrence
process.
9:45 A.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following items were reviewed:
• Public Health Week: The Health and Human Services Director and the Environmental
Health Manager briefed the Board about the upcoming annual Public Health Week which
is April 7—April 13,2014. The Health Department requested permission to spend time
highlighting public health in Mason County and utilize the Public Health Week daily
themes to do so. Staff requested permission to work with media,post information, etc.
The Board agreed that this was a worthwhile effort. Commissioner Neatherlin asked to
include the Department of Emergency Management on the day when emergency
preparedness is highlighted—specifically the CERT training.
• Follow up on Complaint: The Environmental Health Manager briefed the
Commissioners on a complaint that Commissioner Neatherlin had received. Neighbors
had complained that the subject does not have an onsite septic system for an occupied RV
on a nearby property. Mason County Public Health and Human Services have been
working on the situation for a number of months. There is no sewage on the ground at
this time. There was frozen sewage when staff made a site visit with the State
Department of Health this winter. Staff worked to get the property owner an above
ground holding tank for six months with free pumping. That donation has ended. Staff
will continue to make visits and observe to see if there is sewage on the ground. At that
time we will take enforcement action to protect the public's health.
10:00 A.M. Support Services-Bill Kenny
Commissioners Jeffreys,Neatherlin and Sheldon were in attendance.
The following items were reviewed:
• Selection of Official Newspaper. Cmmr.Neatherlin asked that this be brought back next
week.
• Study Session—suggest scheduling on 1st&3rd Tuesdays of month @ 2 p.m. so no
conflict with Chambers schedule. Due to scheduling conflicts in April,the General
Operating Guidelines and Compensation Strategy Study Sessions will be scheduled on
Monday,April 7.
• Proclamation for American Legion's 95th anniversary-will be placed on the March 18
agenda.

• Renewal of UST Pollution Liability Policy-will be placed on the March 18 agenda.
Cmmr. Sheldon left to attend the legislature at 10:30 a.m.
10:30 A.M. BREAK
10:45 A.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management-Brian Matthews&Tom Moore
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was
absent.
The following items were reviewed:
• Permission to use the County MRSC Small Works Roster to solicit bids for a metal
shelter structure for deicing salt at the Belfair Road Maintenance Shop. Cost not to
exceed$15,000. The award will be announced at a regular scheduled Commission
meeting.
• Discussion of the Skokomish General Investigation Study meeting.
11:15 A.M. Facilities,Parks&Trails—John Keates
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was
absent.
The following items were reviewed:
• Discussion of MCRA project and how the match can be met for RCO funding. The
Commissioners would like to see a written cost breakdown. The RCO commitment
needs to be made within the last two weeks. A follow-up briefing will be scheduled on
March 17.
• Jail control panel status update.
• Adopt a park program for maintenance of the parks. Linda Wotoywich explained how
the process would work using the Kick Start social media program to market the
program. An agreement would be needed and the Commissioners asked for the proposal
in writing.
• MCRA concessionaire agreed to pay 15%to the county.
• Union Boat ramp project discussion due to DNR concerns with potential fish habitat.
11:30 A.M. Juvenile Court Services—Jim Madsen/Mike Dunn
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was
absent.
The following items were reviewed:
• Proposal to build a garden as an alternative to incarceration for juvenile offenders using
some of the property by the Juvenile Detention Center. The Commissioners are in
support of the project.
• Contract with Squaxin Island Tribe for the use of juvenile detention for youth ordered
through Tribal Court at the rate of$125 per day. There was discussion of the cost. The
Board approved placing the contract on the agenda.
Commissioner Discussion—there was no discussion.
BREAK—NOON
2:00 P.M. Board of Equalization interviews
Commissioners Jeffreys and Neatherlin interviewed Richard Newman and Deborah Reis
for the alternate position on the Board of Equalization. Commissioner Sheldon was
absent.

2:45 P.M. Executive Session—RCW 42.50.110(1)(b)Real Estate
Commissioners Jeffreys and Neatherlin met in Executive Session with John Keates from
2:45 p.m.to 2:50 p.m. for a real estate matter.
