Monday,February 10,2014 9:00 A.M. Closed Session nGIoT 42.30.1nn (4r)Labor Disoussi v x rescheduled to 11:30 a.m. The briefings started at 10:25 a.m. 9:30 A.M. Salmon Enhancement Group—Mendy Harlow Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. ® Ms. Harlow requested the County's support for a grant proposal from the Hood Canal Salmon Enhancement Center to Department of Ecology on the Lower Union River. The Commissioners had several questions and asked the County's Public Health Department to follow up with Ms. Harlow. 10:00 A.M. Support Services-Bill Kenny Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. The following items were reviewed: ® Two touch system for agenda items ® Looking Ahead report ® Diane will schedule interviews for the Board of Equalization applicants(Richard Newman& Deborah Reis). ® Lynn Longan on Pacific Mountain Workforce Development Board(replaced Matt Matayoshi, term ends 12/31/16) • 2013 4"quarter tourism report from Heidi McCutcheon will be scheduled at a briefing. ® Gerald Apple, SADD,.invitation to"Kick Butts"day will present information at the March 11 Commission meeting. ® Emergency Services will conduct CERT training. 10:30 A.M. BREAK 10:45 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. The following items were reviewed: • Interdepartmental Request and Agreement for Reimbursable work for the Public Works Department to provide Mason Conservation with maintenance and survey services,emergency assistance and fabrication of signs and materials upon request,not to exceed actual cost. Intergovernmental Request and Agreement for Reimbursable Work by Mason Conservation District to provide environmental services as needed. Mason Conservation will provide an annual rate sheet to be approved by Public Works. ® Interdepartmental Request and Agreement for Reimbursable work for the Public Works Department to provide Port of Allyn with maintenance and engineering and traffic count services, emergency assistance and fabrication of signs and materials upon request.Not to exceed actual cost. ® Service Agreement between Mason County and.Thurston County for Thurston County to perform equipment or vehicle mechanical repair work and/or radio communication equipment installation, maintenance and programming. (Continued from February 4& 11,2014 Commission Meeting). ® Bid Awards: 2014 Hot Mix Asphalt and/or CSS I Tack Coat, All Bids were responsive and accepted. ® Draft Response Letter to the Washington State Auditor's Office—2013 ER&R Findings ® Grant application-Coordinated Prevention Grant offset cycle for food waste composting programs. Skokomish Flood Control District ® Skokomish River Floodplain Management Grant 11:15 A.M. Public Health&Human Services—Vicki Kirkpatrick Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. The following items were reviewed: ® Request to fill a vacated Accounting Technician position. ® Follow-up from Hood Canal Coordinating Council meeting. 11:30 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Jeffreys and Neatherlin met in Closed Session from 11:45 a.m.to 11:55 a.m.for a labor discussion.
