Monday, February 3,2014 9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Jeffreys,Neatherlin and Sheldon met in Closed Session from 9:00 a.m.to 9:30 a.m. for a labor discussion. 9:30 A.M. Assessor—Melody Peterson Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • The Assessor's response to the State Auditor's audit was discussed. 9:45 A.M. Executive Session-RCW 42.30.110(1)(i)Potential Litigation Commissioners Jeffreys,Neatherlin and Sheldon met in Executive Session from 10:00 a.m.to 10:20 a.m. with Tim Whitehead and Tim Higgs for potential litigation. Cmmr. Sheldon left to attend the legislature. 10:00 A.M. Support Services-Bill Kenny Commissioners Jeffreys,Neatherlin were in attendance. Commissioner Sheldon was absent. The following topics were reviewed: • Oath of Inventory must be completed before March 1 and Diane is working on it. • Frank Pinter is working on updating the indirect charges. • IT priorities are being established with a new firewall and secure wireless at the top of the list. • The resolution and news release for the new Public Safety&Criminal Justice Citizen's Task Force was reviewed. • A late liquor permit request will be added to the agenda. 10:30 A.M. BREAK 10:45 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management -Brian Matthews&Tom Moore Commissioners Jeffreys,Neatherlin were in attendance. Commissioner Sheldon was absent. The following topics were reviewed: • Annual 2014 State of Washington Road Levy Certification to County Road Administration Board(CRAB). • Recommendation of the Hearing Examiner and grant Road Vacation No. 389;vacating a portion of East Shore Place,plat of Paradise Shore Estates. • Authorization to use the County MRSC Small Works Roster to solicit for Well Drillers to remove and abandon Well Number 2 at Beards Cove.Estimated cost$10,000. • Meter installations. • Draft response letter to the Washington State Auditor's Office—2013 ER&R Findings. .11:00 A.M. Department of Community Development—Barbara Adkins Commissioners Jeffreys,Neatherlin were in attendance. Commissioner Sheldon was absent. Also in attendance was Barbara Adkins and Michael MacSems;Commissioner Olson and Steve Goins, City of Shelton. • Historic Preservation Interlocal Agreement between Mason County and the City of Shelton regarding Historic Preservation revenues. Agreement brought to Commission during prior briefings and Board of Mason County Commissioners' Briefing Meeting Minutes February 3,2014 edits were suggested. After revised,both Commissions are satisfied with agreement and it will move forward for adoption. No specific comments or concerns expressed at this time. 11:30 A.M. Mason County Law Library-TimWhitehead Commissioners Jeffreys,Neatherlin were in attendance. Commissioner Sheldon was absent. • WestlawNext Wireless Patron Access contract was reviewed. The contract will be placed on the agenda. 11:45 A.M. Commissioner Discussion—there was no discussion. BREAK—NOON 2:00 P.M. Interviews for Veterans Advisory Board Commissioners Jeffreys and Neatherlin interviewed two applicants for the Veterans Advisory Board. 2:30 P.M. Skokomish Flood Control Zone District Briefing Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. The following topics were reviewed: • Review of the updated Skokomish GI Federal Cost Share Agreement. • Authorize Public Works to use the Letters of Interest Roster to select a geotechnical consultant for material testing for the Skokomish GI Geotechnical Investigation. • These items will be considered at a Skokomish Flood Control Zone meeting that will be scheduled on February 11. 3:00 P.M. Commissioner Discussion—as needed Commissioners Jeffreys,Neatherlin were in attendance. Commissioner Sheldon was absent. The following topics were reviewed: • Two-touch agenda system. • Trial Court Improvement Fund. • Shoreline Master Program.
