Monday, January 13,2014
9:00 A.M. Closed Session—RCW 42.30.140 (4)Labor Discussion
Commissioners Jeffreys, Sheldon and Neatherlin met with Bill Kenny from 9:05 a.m.to 9:35 a.m.
Commissioner Sheldon left the meeting at 9:25 a.m.to attend the WA State Legislative Session.
9:30 A.M. Department of Community Development—Barbara Adkins
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent.
The following items were reviewed:
• Flood Damage Prevention Ordinance
Staff seeking approval to place notice on January 21,2014 Action Agenda scheduling a public
hearing on February 11,2014 to consider amendments to the Flood Damage Prevention
Ordinance. Amendments were suggested by FEMA as a result of a Community Assistance Visit.
Report provided to the Commissioners includes several items to be addressed by the Department,
and the response thereto. Commissioner questions and concerns included what activities occur
during and after the inspection process that deal with stormwater, what training might be available
for staff and citizens with respect to stormwater and flooding, and some discussion of FEMA's
findings.
10:00 A.M. Support Services—Bill Kenny
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent.
The following items were reviewed:
• Bill Kenny provided an overview of Support Services. The Human Resources Analyst position is
being posted internally this week. Dawn will provide support to Civil Services.
• Scheduled an executive session at 10 a.m. on Tuesday,January 21 following Commission meeting
for potential litigation on Belfair Sewer.
• Scheduled briefing with Skookum Rotary Club Foundation on January 21 at 11:30 a.m.regarding
proposed MOU for fairgrounds(Tim Whitehead reviewed MOU and has no concerns at this
point).
• Planning Advisory Commission selection will be placed as an item 10 on the January 21 Action
Agenda.
• Comments on WSLCB marijuana license notifications. Staff will provide any information they
may have and maps.
• Posting for Clerk of the Board position closed last Friday.

10:45 A.M. Public Works-Brian Matthews&Melissa McFadden
Utilities&Waste Management -Brian Matthews&Tom Moore
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent.
The following items were reviewed:
• Annual 2014 State of Washington Road Levy Certification to County Road Administration Board
(CRAB).
• Recommendation of the Hearing Examiner and grant Road Vacation No. 389; vacating a portion
of East Shore Place,plat of Paradise Shore Estates,Volume 5 of plats,page 77,records of Mason
County.
11:15 A.M. WSU Extension Office—Bob Simmons
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent.
• Discussion of the proposed"Getting to Yes: Enhancing Our Entrepreneurial Environment"
workshop that is in the planning stages.

11:45 A.M. WSU Extension Office—Bob Simmons
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent.
The following items were reviewed:
• Explanation of the 2014 Washington State University Extension Memorandum of Agreement that
provides funding for WSU Extension programs in Mason County.
Noon Commissioner Discussion
Commissioners Jeffreys and Neatherlin reviewed the following items:
• Belfair Sewer Advisory Committee.
• Multi-family housing tax exemption legislation.
• WSAC legislative priorities.
BREAK—NOON
2:00 P.M. Public Health&Human Services—Vicki Kirkpatrick
Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent.
The following was reviewed:
• Staff and Committee members briefed the Commissioners on the recommendations of the Mental
Health and Substance Abuse Advisory/Mental Health and Substance Abuse Request for Proposal
Review Committee. The recommendation from the Committees is to award contracts for the
provision of Intensive Case Management services for people suffering from mental health and
substance abuse to Northwest Resources II,Inc.in an amount not to exceed$225,430 to serve
both the Incarcerated population and the At Risk/Vulnerable population and to Mental Health
Professionals,LLC in an amount not to exceed$100,000 to serve Mason County veterans
suffering from mental health issues and/or substance abuse issues. Revenues will come from the
county's Mental Health Fund utilizing the 1/10t'of 1%Sales and Use Tax for Mental Health,
Substance Abuse and Therapeutic Courts.
The Commissioners supported taking the contract award recommendations to the January 215Y
meeting and authorize the Chair to sign the contracts.
3:00 P.M. Commissioner Discussion
Commissioners Jeffreys and Neatherlin discussed the following:
• Mason Transit Authority—letter of support
Brad Patterson and Mike Oliver,Transit Staff,briefed the Board on a letter of support they are
requesting for grant money that MTA is applying for. The Board agreed to place the letter on the
agenda for approval.
• Belfair Roads and the Urban Growth Area were discussed.
