Monday,January 6,2014 9:00 A.M. Closed Session—RCW 42.30.140 (4)Labor Discussion Commissioners Jeffreys,Neatherlin and Sheldon met in closed session with Bill Kenny from 9:05 a.m.to 9:40 a.m. for labor discussion, 9:30 A.M. Support Services—Bill Kenny Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Advisory Board Interviews—Parks&Trails Advisory on Monday at 2 p.m.;Planning Advisory Commission on Tuesday at 11 a.m. • January 8 @ 1:30 p.m. Legislative Update meeting. Topics were discussed. • Invitation to sit on the WCIF Board of Trustees. After discussion,the consensus was that Mason County would not participate. • Cmmr. Jeffreys presented 2014 Budget Narrative. The Board was good with circulating the document after a few more revisions. • Risk Pool resolution naming Dawn Twiddy as Risk Manager and Tim Sheldon as primary representative will be brought forward for adoption. • Public Defense needs a salary plan adopted. Diane will draft resolution. • Bob Simmons has requested a briefing regarding an entrepreneur workshop. Diane will schedule. • Skookum Rotary has requested a briefing to discuss a proposed MOU regarding fairgrounds. Board asked the MOU be forwarded to Tim Whitehead for review and then schedule a briefing. • Invitation to sit on a WSAC agriculture activities committee. The Board declined. • Dorothy Meyer has resigned from BOE. The Board agreed to appoint Gary Miner as a regular Board member and solicit for an alternate member. • Diane will be named as Clerk of the Board until the position is filled. • Dawn talked about the process for the new Information Services fund. • The Board asked that staff comment on the marijuana notices. • The Board would like maps printed for the properties referenced in proposed land going into BIA trust. 10:00 A.M. BREAK 10:15 A.M. Public Works-Brian Matthews&Melissa McFadden Utilities&Waste Management-Brian Matthews&Tom Moore Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Letter of support for the Kitsap County water typing(WRIA 15). • County Road Project 1955,Matlock Brady/Schafer Park Road Intersection Safety Project,has been awarded to the low bidder Rognlins,Incorporated,out of Aberdeen,WA in the amount of$462,200. • Brockdale and McReavy Road solar lights. 10:30 A.M. Facilities,Parks&Trails—John Keates Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • MCRA RCO grant proposal. John and the parks advisory board are looking for ways to find in- kind contributions to reduce the county's match on the grant. The grant deadline is mid-March and John will come back with a revised financing plan. Board of Mason County Commissioners' Briefing Meeting Minutes Week of January 6,2014 10:45 A.M. Executive Session—RCW 42.30.110(1)(b)Real Estate Commissioners Jeffreys,Neatherlin and Sheldon met with John Keates in Executive Session for approximately 5 minutes on a real estate proposal. 11:00 A.M. Sheriff's Office—Sheriff Salisbury/Frank Pinter Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Proposal to create separate salary plan for the Sheriff command staff was discussed. A resolution will be drafted that creates the salary plan with 7%incremental difference between ranks. 11:30 A.M. Superior Court Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. The following items were reviewed: • Court Commissioner Contract was discussed. This is on-going contract with Robert Sauerlender and will be placed on the January 14 Action Agenda. 11:45 A.M. Commissioner Discussion—as needed Commissioners Jeffreys,Neatherlin and Sheldon were in attendance. • Discussed details for potential legislation to amend RCW 84.14,multi-unit property tax exemption. BREAK—NOON 2:00 P.M. Interview of Parks Advisory Board applicants Commissioners Jeffreys,Neatherlin and Sheldon interviewed two applicants for the Parks Advisory Board. 2:30 P.M. Commissioner Discussion—No discussion. Tuesday,January 7,2014 11:00 A.M. Interview of Planning Advisory Board applicants Commissioners Jeffreys and Sheldon interviewed three applicants for the Planning Advisory Board. Barbara Adkins,Kristy Buck and Jim Sims were also in attendance.
