Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 —Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 3. Public Hearing - Continued from November 24, 2015 to seek public comment on the certification to the County Assessor on the amount of tax levies for County purposes for the year 2016. Frank Pinter, Budget Manager, requested the hearing be continued to December 15 in order to finalize the required paperwork. Cmmr. Jeffreys asked if there needs to be a resolution of substantial need. Frank responded that if the Commissioners wish to bank 1% of the levy, they need to adopt a resolution of substantial need. Cmmr. Sheldon questioned the reason for substantial need with the budget having a 11% increase and excess reserves. The Board could elect to not take the 1% levy increase. Cmmr. Sheldon stated he is not a fan of the levy shift. He believes it is extremely hard to explain the effect on the City of Shelton and citizens. I-47 was the citizen's message to government to hold expenses. There was discussion of the impact of the levy shift. Commissioners Neatherlin and Jeffreys intent is to pay the amount of the impact, estimated at about $150,000, to the City to buy down the levy rate for the metropolitan park levy rate. It is up to the City officials to make that decision to buy down the levy rate. The end result of the levy shift does have a large amount of the money being paid back to the Road and/or ER&R funds. Cmmr. Sheldon moved to take no action and that the levy rates for Mason County remain the same and no dollars are banked. He believes there is no substantial need for 1% and by banking, you lock the safe but leave the key in the door, and he believes it is more honest to not bank any excess. Motion died due to lack of second. Cmmr.Jeffreys/Neather/in moved and seconded to continue the hearing to Tuesday, December 15 at 9;30 a.m. Motion carried, Jeffreys-aye;Neatheriin-aye;Sheldon-nay, 4.
