HomeMy WebLinkAbout2015/12/01 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS December 1, 2015 1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance —Annette McGee led the flag salute. 3. Roll Call— Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Fire District 3,16, 12 sent their budget Resolutions. 4.1.2 Fire District 5, North Mason Fire Authority the City of Shelton sent their levy certifications. 4.1.3 John Piety applied for the Planning Advisory Commission. 4.1.4 Port of Hoodsport submitted their 2016 Final Budget. 4.2 News Release: Michael MacSems read the News Release regarding the Winter 2016 Heritage Grant Cycle. 4.3 News Release: Barbara Adkins read the news release regarding the Planning Advisory Commission Vacancy for District 2. 5. Open Forum for Citizen Input— 5.1 Steve Bloomfield spoke about the Mason County Historical Society. They would like to have County land along Hwy 101 for a heritage museum. He stated this was mentioned to the Board about a year ago. Annette McGee introduced the members on the Historical Society. They are trying to preserve Mason County History and would like to get a grant to build a museum. She would like the Board to grant them 10 acres of land on Dayton Airport Road. She would like the County to partner with the Historical Society. Cmmr. Sheldon said it's a good idea and he is in favor of pursuing this. 5.2 Patrick Burke stated he feels the County needs a Code Enforcement Officer to tend to nuisance properties. He said he feels people don't want to confront"junkies"due to fear. He suggests working with the Sheriffs Department because he thinks the Sheriff's office should assist in cleaning up these houses. He is still in favor of abatement and said this is an urgent problem. Cmmr. Jeffreys said they have looked into things although she feels this will come along with the consolidation. She added they will put out a call for a Director soon. Undersheriff Barrett said they have always had an open process of assisting as stand by although they need to work out some legal issues regarding code enforcement. Cmmr. Neatherlin stated that law enforcement officers have the right to enforce codes. Undersheriff Barrett said he would like to refer to legal to verify what they can enforce. 6. Adoption of Agenda - Cmmr. Sheldon/Jeffreys moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;J-aye. 7. Approval of Minutes— November 2 and 9, 2015 briefing meeting minutes. Approval of Action Agenda: 8.1 Approval of the agreement between the WA State Department of Ecology and Mason County Sheriff's Office for the Waste 2 Resources Community Litter Cleanup Program for litter and illegal dump cleanup and prevention project. The agreement dates are July 1, 2015 to June 30, 2017 for a total amount up to $81,553.00. 8.2 Approval for the County Engineer to execute the Supplemental Agreement No.1 to the agreement with BergerABAM, for additional task in projection inspection, not to exceed $268,562.00 for the Hunter Creek Bridge Project(CRP 1829). 8.3 Approval of Amendment 1 to the 2015-2017 Division of Behavioral Health and Recovery (DBHR) increasing from $147,159.00 to $192,125.00 as a result of new funds through the State Dedicated Marijuana Account. 8.4 Approval of the contract with Washington State University Youth in Action. This contract is part of the work deliverable for the Division of Behavioral health and Recovery 2015-2017 Mason County contract 1563-42486 which funds Community Prevention and Wellness Initiatives in Mason County. 8.5 Approval of the Washington Early Learning Fund DBA Thrive Washington, for the Nurse Family Partnership Program. 8.6 Approval to schedule a public hearing for December 22, 2015 at 9:30 a.m. to consider an amendment to the Belfair UGA Plan, Appendix to the Mason County Comprehensive Plan and Belfair Urban Growth Area zoning map. 8.7 Approval to schedule a public hearing for December 22, 2015 at 9:30 a.m. to consider amendments to Future Land Use Map to expand a portion of the Shelton UGA Boundary to include the eastern portion of the Port of Shelton's Oakland Bay Marina. 8.8 Approval of the Veterans Assistance Fund applications for: Food $450.00 and Housing $500.00 for a total of$950.00 as recommended by the Veterans Service Office. 8.9 Approval to reappoint Richard Calvin and Stephanie Neil to new three year terms of office ending November 2018 and appoint Ed Huber to fill the balance of Jamie Bariekman's term on the Mason County Historic Preservation Commission. 8.10 Approval of Warrants: Claims Clearing Fund Warrant 8032641-8033185 $ 1,708,669.31 Direct Deposit Fund Warrant 27071-27452 $ 628,491.70 Salary Clearing Fund Warrant 7001499-7001527 $ 449,750.51 For a total of$2,786,911.52 Claims Clearing YTD Total $33,944,594.61 Direct Deposit YTD Total $13,740,238.68 Salary Clearing YTD Total $14,499,714.67 8.11 Approval of a two year Interlocal Agreement for fire investigation services between Mason County and the Mason County Fire Chiefs Association. The cost of this agreement shall not exceed $79,000.00 per year or $158,000.00 in total unless agreed by all parties and shall be administered through the Dept. of Community Development. 8.12 Approval of the Master Agreement with CaseloadPRO for a subscription based comprehensive case management system that offers efficiency and security while providing full case monitoring and reporting capabilities for Juvenile Court. 8.13 Approval of award of public defense fund for 2016 from the State Office of Public Defense (OPD). This contract is for funding of $76,226,00 for use during 2016. Funds will be used according to the guidelines by OPD and shall be used for adding attorneys to reduce caseloads, increase attorney compensation and provide attorney training. 8.14 Approval to establish the limit for the Narcotic Investigation imprest account at $20,000.00. N-aye; S-aye;J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There were no public hearings. 10. Other Business (Department Heads and Elected Officials) — 10.1 Justin Smith reminded the Board about the training today at Mason General Hospital in the Eleanor Room. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
