November 24, 2015
1. Call to Order—The Chairperson called the regular meeting to order at 6:02 p.m.
2. Pledge of Allegiance— Patrick Burke led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim
Sheldon; Commissioner District 3—Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Mary Swoboda sent a letter in support of renewing the contract with Mason Web TV.
4.1.2 Fire Districts 1,6 and 13 sent their budget certification.
4.1.3 City of Shelton sent their levy certification.
4.1.4 Economic Development Counsel sent their third quarter report.
4.1.5 School Choice Week sent request for a Mason County proclamation.
4.1.6 Dept. of Natural Resources sent a generated revenue report.
4.2 News Release: Erika Schwender read the news release regardin new rates for the Solid Waste
Facility & Drop Box station. There will be an increase of 1% starting January 1, 2016.
5. Open Forum for Citizen Input—
5.1 Patrick Burke spoke about the abatement programs that he feels need to happen to help rid
the community of nuisance and derelict properties. He is in favor of increasing detention. He
feels the MCSO is in need of more money although the amount they are asking for is steep. He
said the MCSO needs to be audited so the tax payers can see what exactly their money is being
spent on. He said the public needs to find out if their money is being well spent and stated that
the tax burden is huge on citizens. Additionally, Mr. Burke proposed a temporary holding facility
and gave brochure to the Chair. He stated that the Sheriff is asking for 1.5 million for
outsourcing and he said that's a waste of money. He said we need to get a handle on the crime
problems in the County and get criminals off the streets. He said he will attend more meetings in
the future.
Cmmr. Neatherlin stated that the Sheriff is an elected official and they can only make
recommendations and not direct him to do anything.
5.2 Mary jean Hrbacek said a separate site for inmates would require more staff. She also said
there are jail standards and restrictions. She added that she thinks the Board should also fully
fund contracts.
5.3 Conley Watson gave examples of reasons why the County is in need of additional code and
law enforcement.
5.4 Tom Davis spoke about therapeutic courts. He said it cuts down on recidivism and jail
population. He said it appears to be a small group of people committing most of the crimes.
People want public safety. He said in Veterans Court there has not been one case of re-
offending. He asked for additional money so that contract services could be expanded.
6. Adoption of Agenda - Cmmr. Sheldon/Jeffreys moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes—There were no minutes to approve.

8. Approval of Action Agenda:
8.1 Approval for the Mason County Board of Equalization to hear timely filed appeals for the 2015
assessment year.
8.2 Approval to enter into a contract with Blue Collar Agency for marketing services to promote
events and festivals held in Mason County that will draw attendees from outside the County.
The one-year contract will commence January 2016, shall not exceed $65,000.00 and will be
paid from lodging tax.
8.3 Approval of the Settlement Agreement with Lawrence &Jill Seymour, the Port of Allyn and
Mason County. The County agrees to give up any claim to Eberhart Street as shown on the
Plat of Allyn.
8.4 Approval of the Veterans Assistance Fund applications for: Food $300.00; Utilities $547.90
and Housing $600.00 for a total of$1447.90 as recommended by the Veterans Service
Office.
8.5 Approval of the contract with the WA State Conservation Commission for the Voluntary
Stewardship Program Workplan Development(VSP) and acknowledgement of receipt of
funds as required in RCW 36.70A.715 (1) to implement the program.
8.6 Approval to contract with Mason Conservation District to administer and implement the
requirements of the Voluntary Stewardship Program and RCW 36.70A.700-760.
8.7 Approval to set a budget hearing on Tuesday, December 15 at 9:30 a.m. to consider budget
transfers to the 2015 budget as follows:
1. $10,000.00 transfer from Current Expense Ending Fund Balance for the Litter Cleanup
Program.
2. $378,920.00 transfer from Current Expense Ending Fund Balance for outsourcing of jail
inmates. Resolution 53-15 (Exhibit A)
Cmmr. Jeffreys asked for the removal of Items 8.5 and 8.6 for a separate vote.
Cmmr. Sheldon/Jeffreys moved and seconded to approve all action items on the agenda with
the exception of items 8.5 and 8.6 which will be removed for a separate vote. Motion carried
unanimously. Waye; S-aye; 3-aye.
Item 8.5 Approval of the contract with the WA State Conservation Commission for the Voluntary
Stewardship Program Workplan Development (VSP) and acknowledgement of receipt of funds as required
in RCW 36.70A.715 (1) to implement the program and to sign a letter of consignment to designate the
conservation commission as the lead organization.
Cmmr. Jeffreys/Sheldon moved and seconded to approve Item 8.5 approving the contract
with the WA State Conservation Commission for a Voluntary Stewardship Program Workplan
Development(VS) and acknowledgement of receipt of fund as required in RCW 36.70A.715
(1) to implement the program and to sign a letter of consignment to designate the
conservation commission as the lead organization. Motion carried unanimously. Waye; S-
aye; J-aye.
Item 8.6 Approval to contract with Mason Conservation District to administer and implement the
requirements of the Voluntary Stewardship Program and RCW 36.70A.700-760.
Cmmr. Sheldon/Jeffreys moved and seconded to approve a contract with Mason
Conservation District to administer and implement the requirements of the Voluntary
Stewardship Program and RCW 36.70A.700-760 Motion carried unanimously. Waye; S-aye;
J-aye.
Cmmr. Jeffreys explained there have been a few changes but nothing significant.

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—
9.1 Public Hearing to take comments on the certification to the County Assessor on the amount of
tax levies for 2016 for county purposes. Frank Pinter explained the topic and the options and
clarified some information for the Board.
Jeff Thompson spoke about the Veteran's Assistance Board. He spoke about the homelessness in
Mason County. Homelessness is approximately 13%.
Tom Davis also spoke about the Veteran's Assistance Board. He spoke about possible expansion of
programs to assist people. He said being homeless makes things more difficult in general. He is
asking for additional funds via tax levy. Mr. Davis stated they have accomplished a lot with nothing
but they can accomplish so much more with something. He is trying to start the conversation about
this now.
Cmmr. Sheldon thanked Mr. Davis and said this is exactly how you get things done in Mason County.
If the citizens could afford a few dollars a year it could help a lot.
Frank Pinter said he can make a proposal before the next budget workshop. There are a couple
options on how this could be accomplished.
Cmmr. Jeffreys said there are options regarding ways of funding.
Frank Pinter suggested this item be tabled so they can have further discussion and they can hopefully
pass the resolutions.
Steve Bloomfield said he is in support of this.
Commissioner Discussion:
The Board decided to table this item until December 9, 2015 at 9 a.m.
Cmmr. Sheldon/Jeffreys moved and seconded to table this until December 09, 2015 at
9:00 a.m (special meeting). Motion carried unanimously. N-aye; S-aye;J-aye.
10. Other Business (Department Heads and Elected Officials) —
10.1 Justin Smith, WSU Ext. Director, spoke about some of the current events going on at WSU Ext.
There will be a meeting at Mason General Hospital in the Eleanor room on December 1, 2015 from 6
p.m. to 9 p.m. The subject matter will be marketing. He stated he also met with a global seaweed
marketing firm who have interest in and are looking for places to conduct business. Mr. Smith hopes
to meet with him again in the near future and explain to them what Mason County has to offer.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings

BUDGET TRANSFER-NOTICE OF HEARING
WHEREAS,by reason of conditions which could not be reasonably foreseen at the time of making the budget
for the year 2015,it is necessary to make provision for Budget Transfers to the budget as required by RCW 36.40.100,
and RCW 36.40.195 for the following:
Current Expense 1#0011

THEREFORE, BE IT RESOLVED BY TIIE Board of Mason County Commissioners:
That the 15t"day of December,2015 at the hour of 9:30 a.m. in the Mason County Commissioners Chambers in
Courthouse Building I,411 North Fifth Street,Shelton,Washington,is hereby fixed as the time and place for a
public hearing upon the matter of Budget Transfers to the'2015 Budget as follows:Current Expense—$388,920.
The Clerk of the Board is hereby authorized,empowered,and directed to cause notice of such
hearing to be published as provided by law.
