HomeMy WebLinkAbout2015/11/17 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS November 17, 2015 1. Call to Order—The Chairperson called the regular meeting to order at 9:06 a.m. 2. Pledge of Allegiance— Cheryl Williams led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 The Port of Shelton submitted budget&tax levy Resolutions for 2016. 4.1.2 Edgar Huber applied for the Historic Preservation Commission. 4.1.3 The Liquor and Cannabis Board sent a list of businesses with liquor &marijuana licenses due to expire in 90 days. 4.1.4 Fire District 17 sent their budget Resolution for 2016. 4.2 News Release: Jeff Vrabel read the news Release Mason County Parks &Trails Advisory Board Openings. Staff: Jeff Vrabel 4.3 News Release: Sarah Grice read the news release re: St. Andrews Drive emergency repairs. 5. Open Forum for Citizen Input— 5.1 Brad Morris said he has lived here for 52 years. He said his neighbors have a derelict property. He showed the Board aerial photos which show the heavy debris covered property on Miracle Heights Drive. He has tried to get this cleaned up and has been the victim of retaliation and violence by the alleged perpetrators as a result. He also asked the Board about a Sheriff escort to take the Department of Community Development in there. 5.2 Patrick Burke spoke about"junkies"occupying properties near his home. He stated he has been to Public Health about the issues as well. He stated there is a terrible crime problem there. He explained that there are trailers next to the tavern that are used to sell heroin all day long. He suggested using abatement as a means to clean up the area. He told the Board that they need to find a way to start taking care of the crime and drug problems since they always find a way to do everything else. He suggests that a lot of problems in Mason County is related are related to drugs. He added that he likes the way Sheriff Arpaio from Maricopa County does things because at least he keeps the criminals off the streets. Mr. Burke reiterated that property crimes are usually related to drug addicts. He suggests Gethsemane Ministries as another approach although they don't take criminals. Cmmr. Sheldon told Mr. Burke that he is articulating the way a lot of people in the County feel. He thanked Mr. Burke for his attendance today and said it's a great service to come into the meeting and share his thoughts and concerns. 5.3 A concerned citizen said she has drug lab right next to her house. She said she calls them "tweakers". She stated they empty sewage in to the ground and bring in trailers and campers for other people to stay in. She has been to Public Health because it's a health hazard. She said she is scared because she knows from experience what people on drugs are capable of. She added that they squat wherever they want and don't care about anyone else. She stressed that the County needs to be cleaned up and the meth houses need to be taken down. She said she is scared to go out at night. She said it's horrifying. 5.4 Cheryl Williams thanked each of the Commissioners for their advice and lessons they have shared. Sheldon/Jeffreys moved and seconded to approve the November 3, 2015 regular meeting minutes. Motion carried unanimously. N-aye; S-aye; J-aye. 8. Approval of Action Agenda: 8.1 Approval to set a budget hearing on Tuesday, December 8, 2015 at 9:30 a.m. to consider budget adjustments to the 2015 budget. Resolution 51-15 (Exhibit A) 8.2 Approval of the resolution to close Old Belfair Highway (County Road 98250) on December 6, 2015 from 3:30 p.m. to 5:00 p.m. for the Belfair Christmas Parade. Resolution 50-15 (Exhibit B) 8.3 Approval for the Emergency and Information Manager to sign the Emergency Management Performance Grant contract E16-109. The County will receive $50,269.00 and there is a 50% match which has been budgeted for 2016. 8.4 Approval to extend the contract with MasonWebTV.com for live streaming of Commission meetings for 2016. The rate is $50 per meeting for half day meetings and $100 for full day and is anticipated in the 2016 budget. Resolution 52-15 (Exhibit C) 8.5 Approval of the resolution adopting the Interlocal Agreement for Pacific Mountain Workforce Region Workforce Investment Act Implementation. 8.6 Approval of the Veterans Assistance Fund Applications for: Food $500.00 and Utilities $242.05 for a total of$742.05 as recommend by the Veterans Service Office. 8.7 Approval of Warrants Claims Clearing Fund Warrant # 8031832 $ 370.00 Claims Clearing Fund Warrant #'s 8031930-8032191 $1,773,499.51 Direct Deposit Fund Warrant #'s 26691-27070 $ 583,589.55 Salary Clearing Fund Warrant #'s 7001458-7001498 $ 872,691.74 For a total of $ 3,230,439.80 Claims Clearing YTD Total $32,235,925.30 Direct Deposit YTD Total $13,111,746.98 Salary Clearing YTD Total $14,049,964.16 Cmmr. N-aye; S-aye; J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider rezone No 15-01 by Ronald Szalay to amend the outer boundary of the Belfair Urban Growth Area and rezone three parcels. Parcel numbers 12332-50-00094, 12332- 50-00096 and 12332-50-90102. Allan Borden spoke about this re-zone request. The area totals 1.8 acres along Belfair Urban Growth Area (UGA). This re-zone would change the boundaries of the UGA. The planning commission did hear this case and the criteria has been met. He asked for a continuation to December 22 at 9:30 a.m. to consider an approving an ordinance. Q. Cmmr. Jeffreys confirmed this will expand the areas and re-zone the parcels. She asked if he has received legal advice. A. Mr. Borden said no because it only goes to the existing boundaries. Cmmr. Sheldon asked Mr. Borden about the Davis Farm. Jeffreys asked Mr. Borden if he has received any written correspondence from others pertaining to this proposed re-zone. A. Mr. Borden said no. Testimony: Dennis Krull said there is concern how this will affect his property and is concerned about the stream. He told the Board he is not in favor of this rezone. Commissioner Deliberation: Cmmr. Jeffreys said it's unfortunate that properties were split. Cmmr. Jeffreys/Sheldon moved and seconded to table this hearing until December 22, 2015 at 9:30 a.m. Motion carried unanimously. N-aye; S-aye; J-aye. 10. Other Business (Department Heads and Elected Officials) —There was no other business. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. Resolution No?��� A RESOLUTION ADOPTING AN INTERLOCAL AGREEMENT FOR PACIFIC MOUNTAIN WORKFORCE REGION WORKFORCE INVESTMENTACT IMPLEMENTATION WHEREAS, since October 1, 1983, the Counties of Grays Harbor, Lewis, Mason, Pacific and Thurston ("Counties") have worked together on workforce development and through previous Interlocal agreements, have established a five-county Consortium;called Pacific Mountain Workforce Consortium;and WHEREAS, the region formed by the five Counties has been designated by the Governor of the State of Washington as one of the state's workforce development areas mandated by the Workforce Innovation and Opportunity Act of 2014;and WHEREAS, the Counties collaborated on the formation of the Pacific Mountain Workforce Development Council, which has been certified by the Governor of the State of Washington pursuant to the Workforce Innovation and Opportunity Act of 2014 as the workforce development board for the Consortium region;and WHEREAS, the attached Interlocal Agreement has been proposed to allow the Counties to provide services and facilities in a manner which will accord best with the geographic, economic, demographic and other factors influencing the development of local communities;and WHEREAS,the Counties continue to share the goal of improving the quality of the workforce, reducing the dependency on welfare and enhancing the productivity and competitiveness of the region and the nation by increasing the employment,retention and earnings and occupational skills attainment by participants in workforce development programs within the Consortium region;and WHEREAS, Mason County has the authority to enter into interlocal agreements pursuant to Chapter 39.34 RCW, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS-FOR MASON COUNTY that the attached Interlocal Agreement providing for the Pacific Mountain Workforce Region Workforce Investment Act Implementation is hereby adopted and entered into,and BE IT FURTHER RESOLVED that the attached Interlocal Agreement shall supersede and replace the Interlocal Agreement for Pacific Mountain Workforce Region Investment Act Implementation executed by the Counties in 2010.
