HomeMy WebLinkAbout2015/11/03 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS November 3, 2015 1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance —Tom Davis led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon was absent; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1A Randy &Betty Barcom sent information regarding the Open Public Meetings Act(OPMA). 4.1.2 The Wildlife & Recreation Coalition sent information regarding grants. 4.1.4 Liquor Control Board a list of businesses with liquor&marijuana licenses expiring within 90 days. 4.1.4 Pete Buechel applied for the Lodging Tax Advisory Committee. 4.2 Proclamation —Carrie Lemon, Executive Director of United Way-Mason County, read the 2015 United Way Campaign proclamation. November 2015 was proclaimed as United Way month in Mason County. Allie Perline is serving as lead contact for the campaign. 4.3 News Release - Cmmr. Jeffreys read the News Release regarding Housing Authority of Mason County Board of Commissioners vacancy. 5. Open Forum for Citizen Input— 5.1 Monte Ritter spoke about yard burning fires. He said if people don't know where the UGAs are, then the law cannot be enforced. The law states only charcoal &firewood can be burned. He doesn't have a problem with burning although he has a problem when it becomes a nuisance. He would like the County to utilize No Burn Zone signs. He asks the Board to approve a motion to allow No Burn signs to be utilized within and around the Urban Growth Areas in Mason County. Cmmr. Neatherlin said they cannot do anything about this today but a briefing will be set within the next couple weeks to discuss this matter further. 5.2 Cheryl Williams spoke about the event at The Pavillion on November 14. Tickets are $40 each. Funds will go to PTSO. 5.3 Tom Davis spoke about Jeff Thompson who has applied for the Veteran's Advisory Board. Mr. Davis said Mr.Thompson is very instrumental to the Board and he has a vision. He said he hopes the Commission will strongly consider keeping him on the Board. 6. Adoption of Agenda - Cmmr.Jeffreys/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-Absent; J-aye. 7. Approval of Minutes — October 20 and 27, 2015 regular meeting minutes. Cmmr. Jeffreys/Neatherlin moved and seconded to approve the October 20 and 27, 2015 regular meeting minutes. Motion carried unanimously. N-aye; S-Absent; J-aye. 8. Approval of Action Agenda: 8.1 Approval to set a public hearing on Tuesday, November 24, 2015 at 6:30 p.m. to certify to the County Assessor the amount of taxes levied for County purposes and the amount of taxes levied for each taxing district for 2016. An increase to the Current Expense levy will be considered. 8.2 Approval to enter into an agreement with North Mason County Resource (NMCR) for the use of office space and facilities for Veterans Service Officer to provide Veterans assistance. The term is BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS November 3, 2015 - PAGE 2 from January 1, 2016 through December 31, 2016 for a total of$600 a month to be paid from the Veterans Assistance Fund. 8.3 Approval of the Veterans Assistance Fund applications for Food: $750.00; Utilities $562.33 and Housing $800.00 for a total of$2,112.33 as recommended by the Veterans Service Office. 8.4 Approval of Warrants: Claims Clearing Fund Warrant#s 8031446-8031781 $2,007,788.00 Direct Deposit Fund Warrant#s 26315-26690 $ 616,654.87 Salary Clearing Fund Warrant#s 7001428-7001457 $ 463,960.41 For a Total of: $3,088,403.28 Claims Clearing YTD Total $30,462,055.79 Direct Deposit YTD Total $12,527,848.43 Salary Clearing YTD Total $13,177,292.42 8.5 Approval of the 2015-2016 Contract with Shelton School District ASB/SADD (Students Against Destructive Decisions) Club in an amount not to exceed $6000.00. The SADD Club will create a messaging campaign consisting of media based education curriculum to decrease the use of prescription drugs through an established program called "Media Awareness". 8.6 Approval of the contract between Mason County Parks and Trails and Victor Coffeit for on-site Park Host services at Foothills County Park in Hoodsport, WA. 8.7 Approval to appoint Will Johnson to represent Commissioner District 2-Rural, on the Transportation Improvement Program Citizens Advisory Panel (TIP-CAP). 8.8 Approval to appoint the following individuals to the Joint Citizen Advisory Committee of the Allyn and Belfair Urban Growth Areas (UGA's) for the 2016 Growth Management Act update: Ken Vanbuskirk, Martin Ellis Jr, Kelley McIntosh, Lary Coppola, Greggory Waggett, Bonnie Knight, Patrick Loudin, Judy Scott, Jack Johnson and Jeff Carey. 8.9 Approval to authorize Public Works/ER&R to purchase the culvert pipe from the Washington State Department of Enterprise Services Contract #08012 with Contech Engineered Solutions, LLC. Cmmr.Jeffreys/Neatherl in moved and seconded to approve action items 8.1 through 8.9. Motion carried unanimously. N-aye; S-Absent; J-aye 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time—There are no public hearings. 10. Other Business (Department Heads and Elected Officials) — 10.1 County Auditor, Karen Herr reminded everyone that today is Election Day. She encouraged everyone to vote. Election results will be posted on the County website. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
