HomeMy WebLinkAbout2015/10/27 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 27, 2015 1. Call to Order—The Chairperson called the regular meeting to order at 6:05 p.m. 2. Pledge of Allegiance — Jess Mosley led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon via telephone; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Liquor Control Board sent a special occasion license application for Grapeview Equine Rescue. 4.1.2 The Veterans Advisory Board submitted their annual report. 4.1.3 The Teamsters sent notice of contract opening. 4.1.4 Dennis Robinson sent a noise complaint regarding the shooting range at the Corrections Center. 4.1.5 Robert France sent a letter of concern regarding Pickering Passage. 4.1.6 Jeff Cizek sent a letter regarding the speed limit on E. North Bay Road. 4.2 Staff Recognition for Environmental Health. Presenter: Debbie Riley spoke about Jess Mosely. Jess Mosley's last day is this Friday. Debbie said Jess will be missed in many ways. Cmmr. Jeffreys presented Mr. Mosely with a memento from Mason County. Cmmr. Sheldon thanked Mr. Mosely for his fantastic work for Mason County. 5. Open Forum for Citizen Input—There was no citizen input. 6. Adoption of Agenda - Cmmr. Jeffreys/Sheldon moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; 3-aye. 7. Approval of Minutes —September 21 &October 19 briefing minutes. Cmmr. Sheldon/Jeffreys moved and seconded to approve the September 21 and October 19, 2015 briefing minutes. Motion carried unanimously. N-aye; S-aye; J-aye. 8. Approval of Action Agenda: 8.1 Approval to voice no objection to the special occasion application #093632 for Sunrise Equine Rescue for an event to be held on November 7, 2015 at Grapeview Fire Hall (Horton Community Center) in Grapeview, WA. 8.2 Approval to authorize Public Works to sign the services agreement and future renewal amendments, modifications or renewal letter with Thurston County for communication systems and equipment and vehicle mechanical repair work. This agreement will have an expiration date but may be amended, modified or renewed by letter agreement thirty days prior to the termination date. There are no costs unless their services are utilized. 8.3 Approval for the WSU Extension Office to apply for a $250,000.00 National Oceanic and Atmospheric Administration (NOAA) S-K grant to be used for a seaweed hatchery and processing lab. Cmmr. Sheldon/Jeffreys moved and seconded to approve action items 8.1 though 8.3.. Motion carried unanimously. N-aye; S-aye; J-aye. Cmmr. Jeffreys thanked Justin Smith for his great work on the seaweed program. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 27, 2015 - PAGE 2 9. 6:30 p.m. Public Hearings and Items Set for a Certain Time Public Hearing to consider the Shorebrook Community Club Franchise Agreement. Loretta Swanson spoke about the proposed franchise agreement. She thanked the Prosecutor's office and the Shorebrook Community club for their work on this item. Testimony: Bill Pratt, President of Shorebrook Community Club thanked the County for working with them on this and stated he thinks this agreement is fair. Commissioner Deliberation: Cmmr. Sheldon/Jeffreys moved and seconded to approve and execute the franchise agreement with the Shorebrook Community Club. Motion carried unanimously. N-aye; S-aye; J-aye. 10. Other Business (Department Heads and Elected Officials) 10.1 Vicki Kirkpatrick reminded everyone that it's time to get a flu shot. 10.2 Chief Theresia Ehrich spoke about the October 19, 2015 briefing minutes. She said they are incorrect and erronious. She would like the briefing minutes amended. She would also like to address some other issues about the budget. Cmmr. Neatherlin said the minutes are notes from a discussion and asked Chief what she would suggest. Chief Ehrich wanted to clarify amounts of budgeted amounts to be paid back. Cmmr. Sheldon said he doesn't want to amend the budget with the briefing minutes being changed. He suggests a briefing to discuss this further. Chair Neatherlin said he is agreeable to striking out a line in the briefing minutes but this is not the time or place to have a budget discussion. He suggests setting a briefing for additional discussion. Cmmr. Sheldon said he wasn't present at the briefing in question. Cmmr. Jeffreys/Neatherlin to amend the October 19, 2015 briefing meeting minutes to strike "it is budgeted at 1.2 M for 2016". Motion carried unanimously. N-aye; S-aye; J- aye. 10.3 Undersheriff Barrett said today is the first day of the warrant sweep. They have apprehended 22 people on warrants and stated the jail population is now at 90. The warrant sweep will continue for another four days. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
