Pledge of Allegiance— Jack Johnson led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2—Tim Sheldon; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Jeffrey Thompson, April Pruitt-Pooler, Richard Barnes and Steve VanDenover applied for the Veterans Advisory Board. 4.1.2 Richard Calvin and Stephanie Neil applied for the Historic Preservation Commission. 4.1.3 Edwin &Bonnie Hovey sent information regarding an alleged puppy mill. 4.1.4 The Port of Shelton sent a copy of their budget and levy Resolution. 4.2 Proclamation: Cmmr. Sheldon proclaimed Oct 23, 2015 as Shelton High School Homecoming and 1985 State Champion Football team Recognition Day. He presented the Proclamation to Cheryl. 5. Open Forum for Citizen Input—There was no citizen input. 6. Adoption of Agenda - Cmmr. Sheldon/Jeffreys moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye. 7. Approval of Minutes— Approval of the October 5 and 12, 2015 briefing minutes and October 13, 2015 regular meeting minutes. Cmmr. Jeffreys/Sheldon moved and seconded to approve the October 5 & 12, 2015 briefing minutes and October 13, 2015 regular meeting minutes. Motion carried unanimously. N-aye; S-aye;3-aye. 8. Approval of Action Agenda: 8.1 Approval to set a hearing on Tuesday, November 17, 2015 at 9:30 a.m. to receive public comment on rezoning three parcels along State Route 3 at the request of Ronald Szalay. 8.2 Approval of Warrants Claims Clearing Fund Warrant #s 8030509-8030965 $1,118,154.14 Direct Deposit Fund Warrant #s 25933-26314 $ 556,812.03 Salary Clearing Fund Warrant #s 7001384-7001427 $ 855,260.69 For a Total of...... $2,530,226.86 Claims Clearing YTD Total $28,454,267.79 Direct Deposit YTD Total $11,911,193.56 Salary Clearing YTD Total $12,713,332.01 8.3 Approval of the three year subscriber agreement with Public Safety testing for entry level Law Enforcement and Correction Officer testing. The rate will be $3,150.00 per year. 8.4 Approval of a five year Interlocal Agreement with the Washington State Transit Insurance Pool for driver license monitoring. The rate will be $1.18 per person per month with slight annual increases as outlined in the agreement. 8.5 Approval of the Veteran's Assistance Fund applications for Food $225.00; Utilities $450.09; and Housing $1575.00 for a total of$2,250.09 as recommended by the Veteran's Service Office. 8.6 Approval to authorize Public Works/Utilities &Waste Management to purchase treatment filters for the Northbay Water Reclamation Facility as a sole source purchase from Aqua-Aerobic Systems, Inc. Sheldon/Jeffreys moved and seconded to approve agenda items 8.1 through 8.5 with the removal of 8.6 for a separate vote. Motion carried unanimously. N-aye; S-aye; 3-aye. Item 8.6 Approval to authorize Public Works/Utilities &Waste Management to purchase treatment filters for the Northbay Water Reclamation Facility as a sole source purchase from Aqua-Aerobic Systems, Inc. Erika Schwender explained this item. She said it's cost effective to purchase and replace both filters at this time with a savings between $15,000 and $20,000. Testimony: Jeff Carey said he had concerns about the financial aspect of this purchase. Cmmr.Jeffreys/Sheldon moved and seconded to approve Public Works and Utilities& Waste Management to purchase treatment filters for the Northbay Water Reclamation Facility as a sole source purchase. Motion carried unanimously. N-aye; S-aye; J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time— 9.1 Public Hearing to consider adopting a resolution for Mason County's 2016 Annual Construction Program. Melissa McFadden explained the proposed resolution. She explained some of the projects they plan to do this coming year. Cmmr. Sheldon asked about replacing lighting at intersections and the delineator program. Melissa said the solar lights have been replaced with LED although there are no additional plans to add more lighting. She also explained the delineator program. Jack Johnson spoke on behalf of the Transportation Improvement Program Citizen Advisory Panel (TIP-CAP). He explained future hopes for TIP. He said the committee is now creating by-laws and a mission statement. Cmmr. Sheldon thanked Mr. Johnson for attending the meeting and explaining TIP-CAP. Phil Wolf spoke about funding. There is money that is diverted from roads to MCSO. The roads are the backbone of the County. He knows the County staff is doing the best with what they have although more money is needed. Commissioner Comment: Cmmr. Jeffreys said there are competing priorities and there are tough decisions. She said she values the input from the citizens and hope more will attend to voice their wants. Cmmr. Sheldon said it's time to pay back and give more consideration to roads and construction projects. He agrees that it's good business to keep up on the roads. Cmmr. Neatherlin said the community will have to ask themselves if they need new roads and if it's more important than more deputies. It's about priorities. Motion carried unanimously. N-aye; S-aye; J-aye. . Resolution 48-15 (Exhibit A) 9.2 Public Hearing to consider adopting a resolution for Mason County's Six Year Transportation Improvement Program for years 2016 to 2021. Melissa McFadden explained this item. She explained some of the upcoming projects and funding options. There is a gap between what the project will cost and how much the state provides so they will work to get the costs down. Cmmr. Jeffreys asked about the Belfair Bypass and Simmons Road. Melissa McFadden said they will do their best to keep costs down and keep traffic flowing. Cmmr. Sheldon asked about the benefits of more connector roads. Cmmr. Jeffreys said it opens up areas that may be developed but there is currently no access. She added that it is in the comprehensive plan. Cmmr. Neatherlin said being able to access and exit specific areas is important. He added that it wouldn't be all County funding. Cmmr. Sheldon said there was controversy about the Sequim bypass and it cost 98 million dollars. He looks forward to the conversation about it and said they need to be rational with how County money is allocated. Testimony: Jeff Carey thanked the Board for re-establishing the TIP-CAP committee and recognized it's for the good of the County. Cmmr. Sheldon said possibly things like this could go to ballot so to create an additional source of funding for law enforcement. Cmmr. Jeffreys told everyone roads are very expensive. She agrees there may be a need for other sources of funding. Cmmr. Neatherlin asked Cmmr. Sheldon if it's something he would like to take forward and possibly find another way to fund. He said he would never want to impose something if it's unwanted but has no problem imposing something that people ask for. Cmmr. Sheldon said yes, he would propose that. He said it might be worth looking at performance measures. The crime is very high in Mason County compared to other similar sized counties. For Criminal Justice it would be a sales tax and the public can weigh in on this and speak about property crimes and burglary etc. It's something to take a look at on the whole. He said a State Highway runs through Belfair and it's an economic road. Cmmr. Sheldon/Jeffreys moved and seconded to approve the resolution to adopt Mason County's Six Year Transportation Improvement Program for years 2016 to 2021. Resolution 49-15 (Exhibit B) Motion carried unanimously. N-aye; S-aye; J-aye 10. Other Business (Department Heads and Elected Officials) — 10.1 Justin Smith, Director WSU Extension Office, gave an update of events in the community. Cmmr. Sheldon asked Mr. Smith about needle cap disease in fir trees. Justin said he will check on this and get additional information. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. WHEREAS,the Board of County Commissioners finds that the proposed 2016-2021 Six-Year Transportation Improvement Program is consistent with the County Comprehensive plan; and, WHEREAS,the Board of County Commissioners has held a public hearing on this 20' day of October 2015. NOW,THEREFORE,BE IT RESOLVED; that the attached Six-Year Transportation Improvement Program for 2016 through 2021 be adopted,which are hereby incorporated and made part of this Resolution.
